Duties and Responsibilities
Initiation/review of public communications policy and design of appropriate programmes and infrastructure to facilitate its implementation, initiating research on various public communications issues and developing appropriate interventions; and developing standards and regulations in the management of public communications functions. In addition, the officer will liaise with the Office of the Public Communications. Identifying Government events that require Packaging for dissemination to the media and the public; preparing and organizing for a where Government policies, programmes and projects can be propagated and promoted; and carrying out research based on both local and International press on possible causes of negative publicity on the Government and developing appropriate interventions.
In addition, duties will include preparing media supplements, documentaries, press release/media features; deployment of public communications personnel; succession planning as well as ensuring training and development of public communications personnel.

Requirements for Appointment
For appointment to this grade, an officer must have;

i. Have Degree in any of the following disciplines: Mass Communication, Communication Studies, Information Sciences, Public Relations, International Relations, Journalism, Social Sciences or any other approved equivalent qualifications from a recognized institution;
ii. Have a master’s degree in any of the following disciplines: Mass Communication, Communication Studies, Information Sciences, Public Relations, International Relations, Journalism, Social Sciences or any other approved equivalent qualifications from a recognized institution;
iii. Have a clear understanding of the National Development Goals, Vision 2030, Millennium Development Goals and the role of public Communications in achievement of the same;
iv. Possess strong leadership skills required at that level;
v. Possess good oral and oral written communications skills in both English and Kiswahili;
vi. Be of high integrity, motivated and team player;
vii. Compliance with the requirements of Chapter 6 of the Constitution;
viii. Possess advanced computer application skills; and
ix. Have demonstrated high degree of professional competence and managerial capability in public communications work.

Duties and Responsibilities
Duties and responsibilities at this level will entail gathering information on programmes and significant events, editing stories on topical issues of mutual concern, scheduling interviews with Government officials and managing assigned projects and programmes under the guidance of the head of the unit/section

Requirements for Appointment
For appointment to this grade, an officer must have;

i. A Degree in any of the following disciplines, in the case of holders of general social science degrees: mass Communication, Communication Studies, Public Relations, Journalism, International Relations or its equivalent and relevant qualification from a recognized institution/University;
ii. A post-graduate diploma in any of the following: Mass Communication, Communications studies, Public Relations, Journalism, International Relations or its equivalent and relevant qualification from a recognized institution/University
iii. Compliance with the requirements of chapter 6 of the constitution;
iv. Possess good oral and written communication skills in both English and Kiswahili;
v. Be proficient in Information Communication Technology including use of internet and intranet services; and
vi. Have shown merit and ability as reflected in work performance and results.

4. County Policing Authorities Committee
NUMBER OF VACANCIES
: SIX (6)
TERMS OF SERVICE: THREE YEAR CONTRACT WHICH MAY BE RENEWED FOR ONE TERM ONLY.
REMUNERATION: THIS IS NOT A SALARIED POSITION; ALLOWANCES APPLICABLE SHALL BE DETERMINED BY THE SALARIES AND REMUNERATION COMMISSION.

Duties and Responsibilities
Duties and Responsibilities will entail: Develop proposal on priorities objectives and targets for police performance in the county, Monitoring trends and patterns of crime in the -county including those with a specific impact on women and children, Promote community policing initiative in the county, Monitor progress and achievement of set targets, Provide financial oversight of the budget of the county police, Provide feedback on performance of the police service at the county level, Provide a platform through which the public participates on the all aspects to do with the county policy and the national police service at the county level, Facilitate public participation on county policing policy, Ensure policing accountability to the public, Receive reports from community policing forums and committee and Ensure compliance within the national policing standards.

A person shall not be qualified for appointment as a member under subsection (2), if that person-
i. Has violated the constitution.
ii. Is adjudged bankrupt
iii. Is not of good character or moral standing
iv. Has been convicted of a felony
v. Has not been resident or employed in the county for a continuous period of not less than three years.
