Sustainable Development Goals (SDG) Localization Expert (Tbilisi)

The consultant will carry out the following tasks and responsibilities:  

  • Data Track  Data collection: working with relevant partners and departments to collect the relevant data against the specified list of indicators, incorporating the National, Local, UMF, SDG, and any other relevant indicators.  
  • Data cleaning: The consultant will be responsible for cleaning the vector data to properly analyze the data collected. Generate map-based analysis: based on the cleaned data, the consultant will submit a series of analytical maps (tool: Spatial SWOT) to analyze the strengths and weaknesses of the territory, and the opportunities and threats faced in the territory. 
  • Stakeholder’s Engagement Track  Working with different stakeholders, including local community representatives, the consultants will support the organization of consultation forums to:  Review the data and collect additional qualitative information.  Present and discuss the spatial SWOT, and to prioritize issues as perceived by different stakeholders.  Discuss the SDG Discussion Papers  Finalization of vision and strategic objectives and long list of projects for submission to the    Mayor for approval.  
  • SDG Research Track  The consultant will draft SDG Discussion Papers that will provide a detailed overview of the status of progress towards the SDGs of Tbilisi. Based on the data cleaned and analyzed (through the UMF) as well as on the basis of the information collected through the stakeholder engagement process (situation analysis described above, The SDG Discussion papers will constitute the core of the VLR and the basis for the development of the vision, strategic objectives, list of projects and action plan for Tbilisi.  Reporting line  The consultant will be working under the direct supervision of the Human Settlements Officer of the SDG Localization and Local Governments Team of the Urban Practices Branch of UN- Habitat HQ, Nairobi. S/he will be responsible for contributing to the implementation of the activities in Tbilisi linked to the Voluntary local reviews: evidence for greener, resilient and sustainable urban recovery in Eastern European and Central Asian countries in transition project. The work and supervision of the consultant will be coordinated with the technical focal points of the city of Tbilisi as well as with all the implementing partners of the project.

Qualifications/special skills

  • A first-level university degree in sustainable development, urban planning, data and statistics, urban or local governance, urban management, public administration or a related field is required. A minimum of two (2) years of experience in project/programme management, data analysis and research or related area is required.

Languages

  • Fluency in oral and written English and Georgian is required.

Cities and Climate Change Expert, International Cooperation

The consultancy will involve the following typical main duties leading to the ultimate requested outputs:    

Conference programme: 

  • Co-develop the Innovate4Cities 2024 Conference programme for in-person and hybrid audiences, in collaboration with partners 
  • Ensuring regional representation and relevance of conference speakers 
  • Coordinate with UN-Habitat’s senior management and regional office(s) to ensure alignment between the Innovate4Cities Conference and UN-Habitat’s strategic priorities as well as to secure high-level global participation  Governance and stakeholder coordination:  
  • Devise an engagement strategy (for participants) to attract a diverse range of stakeholders, including researchers, policymakers, industry representatives, NGOs, and community leaders. 
  • Coordinate with the Conference Advisory Committee and conference partners  Stakeholder engagement and community development: Develop and implement a comprehensive stakeholder coordination plan to ensure seamless coordination among speakers, sponsors, and partners throughout the conference.  On-the-ground coordination 
  • Coordination of Innovate4Cities conference in Montreal 
  • Oversee the recording of all activities during the Innovate4Cities event.   

Knowledge product management:

  • Coordinate a report which synthesizes key findings, identify priority areas for intervention, and outline concrete steps for strengthening collaboration between researchers, policymakers, practitioners, and other stakeholders. 
  • Coordinate a short paper that synthesizes the findings of Innovate4Cities for the linkages for the upcoming IPCC Special Report on Cities and Climate Change   
  • COP29: Ensure linkages between Innovate4Cities and COP29
  • Prepare an engagement strategy to ensure that Innovate4Cities findings are linked to the third Ministerial Meeting on Urbanization and Climate Change
  • Coordinate with UN-Habitat and other partners to link priority discussion points for the Ministerial Meeting 
  • Draft proposal lining out the conceptualization of a cities and urbanization day at COP29, taking into consideration the findings and network of the Innovate4Cities conference and the upcoming IPCC on cities and climate change
  • Organize side events that position the findings of Innovate4Cities at COP29 
  • Coordinate mission report of UN-Habitat post-COP29 and ensure that learnings are being fed into institutional learning 
  • Coordinate and draft post-COP29 UN-Habitat engagement report, building on a debriefing meeting

Qualifications/special skills

  • Minimum advanced university degree (M.Sc. or equivalent) in business administration, management, environmental management, economics, international development or relevant field is required. 
  • A first degree with 2 additional years of experience may be accepted in lieu of the advanced degree.
  • A minimum of five years of experience working in stakeholder engagement, community development and event organization, ideally gained at the international level is required of which working on climate change mitigation and/or adaptation issues. 
  • Demonstrated experience in developing projects in a participatory manner is an added advantage.
  • Demonstrated experience in coordinating research reports is desirable.

Intern – Policy, Legislation and Governance

 Responsibilities  

The Intern will support PLGS workstreams, undertaking duties in one or a combination of the following five (5) categories:

  • Research and Copy editing   Review introductory materials of the PLGS portfolio and research on contemporary topics related to Policy, Legislation and Governance Section in the context of sustainable urbanization and the implementation of the New Urban Agenda and the Sustainable Development Goals.  
  • Assist in carrying out research and studies on various urban law and governance topics such as urban planning law, housing law, public participation and climate smart urban planning legislation.  
  • Analyze and present the data and information gathered from diverse sources in reports, tools, normative products among others.   
  • Copy-edit and finalize project reports, tools, frameworks and other deliverables  Review and produce summaries on existing courses to support the Section’s effort to produce training packages such as the training module on law and climate change, e-learning course on urban policy, urban-rural linkages.  
  • Assist in translation and review of background documents, concept notes among others from English to French and French to English as appropriate.  
  • Tools development and management  
  • Assist in developing tools, frameworks and guides, policy documents, and/or concept notes to build the PLGS portfolio on Policy, Legislation and Governance related work.  
  • Assist in identifying research gaps and undertake activities, with the collaboration of research institutions, to fill any identified gaps in order to augment the Section’s portfolio.  
  • Analyze and present the data gathered from diverse sources.  
  • Assist in developing and implementing the PLGS work plan monitoring system, monitoring key indicators and following up with partners on their reporting and feedback, including with country and regional offices.  3. Communications  Contribute to written outputs e.g. draft background papers, analysis, sections of reports and studies and inputs to publications.  
  • Assist with outreach activities and the production of awareness materials to support the rolling out of the PLGS work plan.  
  • Assist with the production of communication materials: online versions of publications, updating   the Section’s website and App Content Management System (CMS) with creating webstories, provide improvements to the E-Learning tools available through creation of short explainer videos.   
  • Assist in database enrichment and management (e.g. on National Urban Policies and Urban Rural Linkages, UrbanLex), which including data gathering from regional / country offices, data cleaning, data visualization (frontend code) and backend code ensuring CRUD functionality is achieved, data collection. Assist in developing and enlarge section knowledge repository.   
  • Assist in Apps tools development to facilitate and enrich dissemination of the sections work. Improve existing Apps functionality including advancing new modern features using React Native and Laravel as the backend.  
  • Assist with Graphic design: layout of publications, reports, short articles, short meeting minutes, presentations, social media cards. 
  • Improve our online presence in terms of publication outreach through the creation of engaging short videos, and explainer videos. Assist in social media maintenance and regular posting.   
  • Assist in creative ideas of outreach of our publications, by exploring how audio books could be made effective within the section publications catalogue.   
  • Project Development and management   
  • Support project development and management within PLGS through assistance in preparation of tools, concept notes, background documents among others.  
  • Assist in planning, preparing and disseminating PLGS related projects (webinars, meetings, workshops, conferences, Expert Group Meetings, etc.) and supporting the implementation of specific recommendations arising from these events.  
  • Provide backstopping support to ongoing and pipeline projects.  
  • Assist in the design of training programs and materials related to the PLGS projects, including through the identification of training needs and demands from key national and local stakeholders.  
  • Other tasks relevant to the candidate and PLGS, as jointly determined with the PLGS team.  
  • Administration

Programme Management Assistant

Responsibilities

Project Management:

  • Provide assistance in support of planning and implementation activities/processes of the programme.
  • Research, compile, analyze, summarize, and present basic information/data on specific programmes/project and related topics.
  • Assist in the coordination of project planning and preparation; monitors status of project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.
  • Focal point for coordination of program implementation activities, involving extensive liaison with different units on follow ups, and backstop country office when need be.

Financial and Budgetary:

Administrative Assistant

Responsibilities
Human Resources Management  

  • Initiates, processes, monitors, reviews and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, relocation, promotion, performance appraisal, job classification reviews, separation, training ; ensuring consistency in the application of regulations and procedures.  
  • Enters, maintains and certifies administrative data and records for time and attendance, performance appraisal, etc. in electronic information systems.  
  • Reviews entitlements-related claims and reports.  Provides advice and guidance to staff with respect to administrative procedures, processes and practices, liaising with central administrative services as necessary.

Intern – Data Support

Responsibilities 
Under the direct supervision of the Head, Data and Analytics Section the intern will:  

  • Participate in collection, computation and analysis of human settlements Sustainable Development Goal Indicators and New Urban Agenda Indicators and other urban indicators.  
  • Participate in collection, computation, and analysis of Housing, Land and Property Indicators data for various cities.  
  • To assist in the collection, processing and analyzing of housing affordability data from Member states, and regional or field offices, civil society, NGOs and partner databases including those from other UN agencies, UN Statistical Division, UN Population Division, etc. – Assist with creating the tabulation plan for select indicators – Liaise with team members to advance the preparation of data – Prepare meta-data key to ensuring indicator data quality and consistency – Perform data quality checks  Prepare tables, graphs and visualizations for housing affordability data -draft 1-pager key messages of analyzed indicators  Carry out any other tasks requested to support the Data and Analytics Section.   Due to volume of applications only short-listed applicants will be contacted by the Hiring Manager.
