REPORTS TO:             Country Representative

BASIC FUNCTION

The Finance Manager will provide overall financial management to the Kenya Country Office and Regional Offices/Programs, coordinate with regional office & HQ on financial information, provide financial technical assistance to and develop the capacity of FHI 360 Partner organizations within the region. The responsibilities include monitoring Kenya Country office finances, preparing weekly cash requests, reviewing and posting transactions into GFAS financial system, preparing project budgets, managing financial reporting to clients, ensuring adherence to funder rules and regulations. He/she provides financial leadership and technical guidance to ensure compliance with policies & Generally Accepted Accounting Procedures.

Provides leadership and support for all project financial management areas including, accounting, payments, reporting systems and procedures for FHI 360 Kenya.

Directs and manages the project budget in accordance with the approved annual budget and monitors the expenditures on an on-going basis.

Oversees the timely completion and accuracy of monthly financial reports (GFAS and other reports required by funding agencies) prepared for submission to FHI 360 headquarters and funding agencies.

Responsible for the maintenance of adequate financial resources in-country to support monthly program operations and subproject reimbursements.

Ensures all activities related to financial management are carried out in conformance with policies and procedures established by FHI 360 and the funder.

Coordinates with related staff to ensure that project budgets, accounting, and fiscal control procedures are implemented effectively.

Oversees the pre-award assessments of new implementing agencies and guides the subproject budget development with country office staff.

Oversees the monitoring and review of subproject financial reports to ensure compliance with subproject budgets and FHI 360 policies.

Provides support with the internal and External audit functions.

Ensures all Statutory requirements are complied with.

Participates and contributes to the overall mission of FHI 360.

Works with confidential data, which if disclosed, might have significant internal and/or external effect to FHI 360.

Prepares/Reviews final separation payments for exiting Kenya Country office staff.

Performs other related duties as assigned by the Country Representative.

MENTAL AND PHYSICAL REQUIREMENTS:  KNOWLEDGE, SKILLS AND ABILITIES

Demonstrated ability in supervision.

Experience in managing donor funds.

Working knowledge of FHI 360/USAID operations, finance and administrative services practices.

Good planning and organizational skills.

Tact and diplomacy in dealing with staff-related to work environment needs.

Ability to maintain effective working relationships with all levels of staff and public.

Must be computer literate.

MINIMUM RECRUITMENT STANDARDS:

BS/BA in Accounting, Finance or related field, and 7-9 years combined experience in accounting/budgeting management; or

MS/MA/MBA with 5-7 years combined experience in accounting/budgeting management. 

Must be a CPA (K).

Strong working knowledge of MS Office Suite and accounting software.

Experience working with an international organization an added advantage.

Project Lead

Position Summary:

As part of the HSS Activity 1: USAID Health Governance and Strategic Partnerships, the project lead will be responsible for leading, designing, and overseeing activities for strengthened structures for evidence-based health sector policy development, implementation and review and contributing to the design and implementation of activities for strengthening health sector regulatory and oversight institutions. This will include development of relevant strategies and innovations and ensuring that technical implementation leads to high impact. The project lead will work collaboratively with national and county level legislators to strengthen governance institutions around policy development, tracking and monitoring of policy implementation at community level. The position will report to the Deputy Chief of Party.

Key Responsibilities:

Responsible for providing overall coordination, technical leadership, and implementation support under the subpurpose 3: Strengthened structures for evidence-based health sector policy development,
implementation and review.

  • Using FHI 360 research utilization framework, provide technical assistance in strengthening structures for national and county level legislation and policy development and review and strengthening systems for tracking legislative and policy implementation and monitoring
  • Lead the development of strategic partnerships with the supported counties including partnership MoUs if necessary.
  • Provide facilitation, and technical assistance (TA) support to national, interagency and county structures.
  • Serve as the Governance and Policy technical lead.
  • Supervise FHI 360 team of local staff to support this output.
  • Provide technical leadership for the operationalization of learning collaboratives for policy development, oversight and implementation.
  • Prepare sections of the quarterly and annual final program technical reports, before it is sharing with USAID.

Minimum Requirements:

  • Bachelor’s degree in public policy, public health, management or the equivalent social sciences  
  • 10 years of relevant experience and at least 5 years of management or strategic leadership experience working in the health or development field in Kenya;
  • A minimum of 5 years of experience in designing, implementing, managing, and leading large public health programs in Kenya;
  • Proven track record in building and managing strategic partnerships with health management teams at provincial, county, district levels.  
  • Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
  • Project Management (PM) certification preferred.
