ATA Operations Specialist – In-house Applicants Only

Duties

Job Overview

  • Incumbent coordinates all aspects of Office of Antiterrorism Assistance (ATA) training. This includes engaging with senior leaders, National Police Service institutions, participating in joint planning sessions with various stakeholders within the GoK security sector and assisting with the development and implementation of ATA’s capacity building efforts in Kenya. The incumbent will also arrange for all training and conference needs, serve as the contract officer representative and negotiating and managing contracts. Additionally, this position requires participation in the creation of a digital dashboard management system that captures the aforementioned tasks. Position reports to the Resident Program Manager.

The Operations Specialist will work closely with the Resident Program Manager (RPM) and ATA HQ to plan, coordinate, and deconflict the delivery of over 40 courses and consultations per year, as well as locally resourced trainings and events.

Qualifications and Evaluations

Requirements:

EXPERIENCE:  

  • Five years of experience within the law enforcement and investigative work is required. Experience to include investigations and the criminal justice system, a deep understanding of police/law enforcement culture, gaps in capabilities within the National Police Service/law enforcement, and how to best manage capacity building resources is required.

JOB KNOWLEDGE:  

  • Knowledge of the National Police Service and the organizational and command structure is required.
  • Knowledge of basic police tactics as applied to the response to a terrorist incident to include incident response, command and control, and jurisdictional authority is required.
  • Knowledge of the terrorist threat and broad-spectrum solutions from response measures to preventative measures is required.
  • Knowledge of tactical policing to include firearms and related equipment is required.
  • Detailed knowledge of the external and internal structure of Kenyan law enforcement and security agencies is required.
  • Detailed understanding of Kenyan law is required.

Education Requirements:

  • University degree in Security, Law Enforcement, criminology, law/legal Affairs or Psychology is required.

LANGUAGE:  

  • English: Level 4 – Fluent; written/spoken, including the ability to translate. Kiswahili Level 3 – Good working knowledge; written & spoken.

SKILLS AND ABILITIES: 

  • Training and knowledge of Kenyan law, police/law enforcement procedures for managing crisis situations on a national and county level.
  • Tactical skills to include small arms, arrest procedures, and knowledge of multiagency coordination in response to terrorism.
  • Excellent understanding of RSO’s interaction with counterpart agencies at post.
  • Ability to maintain extensive contacts at all levels within the host country law enforcement and security agencies.

Mechanical Engineer – All Interreted Applicants

Duties

  • Under the supervision of the Deputy Facility Manager (Functional), the Mechanical Engineer is responsible for maintaining all of the components of the New Embassy Compound (NEC) Mechanical Systems including the Building Automation System, Chiller Plant, Air Handling Units, Variable Air Volume (VAV) System, the Potable Water treatment plant and distribution system, Sanitary Sewage and storm water management systems, the irrigation system, the swimming pool equipment, and the Oil Water Separator Systems.  Responsibilities include supervision of the posts maintenance staff that maintains all mechanical equipment and systems throughout the New Embassy Compound/New Consulate Compound (NEC/NCC) office, residential and ancillary buildings, and the grounds.

Qualifications and Evaluations

Requirements:

EXPERIENCE:  

  • Must have a minimum of five years’ experience working as a project engineer / engineer at a manufacturing plant, major resort, hospital, office complex or a large university/school system managing a preventative maintenance program that incorporates and utilizes a Computerized Maintenance Management System (CMMS) to track scheduled and unscheduled maintenance requests and their related expenses.  The incumbents work experience must demonstrate a progression of increased responsibility throughout their career, including developing scopes of work, construction documents (plans and specifications) and cost estimates for new construction projects, building repairs, equipment overhauls, and equipment replacement schedules.  In addition, the candidate should have a minimum of one year experience in management and supervisory..   

JOB KNOWLEDGE:  

  • Must know mechanical theory including the laws of thermodynamics, how to size mechanical equipment including air-conditioners, fan coil units, boilers, air handling units, pumps, water and hydronic piping systems, heat exchangers, and other associated mechanical equipment.  Must know basic electrical theory, especially ohms law, in order to troubleshoot problems with mechanical system controls.  Must know how to diagnose the root cause of a mechanical problem and what materials and equipment will be needed to facilitate the repairs.  Must know how to work safely on mechanical equipment and components including the use of lock out / tag out safety measure.   Must have knowledge of local mechanical companies, contractors and supply stores that can provide material and/or service support for mechanical systems within his/her area of responsibility.  Must have detailed technical knowledge of the all mechanical systems within his/her area of responsibility.

Education Requirements:

  • The completion of a 4-year Bachelor of Science degree, or equivalent, in Mechanical Engineering, or simliar engineering degree that is close in degree course requirements, from an accredited university program is required.  To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited or equivalent by the Accreditation Board for Engineering and Technology (ABET), or an equivalent host-country engineering board, as a professional engineering curriculum.

Evaluations:

LANGUAGE: 

  • Level IV English (Fluent, Writing/Reading/Speaking) is required. (This may be tested) and Level IV Swahili (Fluent, Writing/ Reading/ Speaking) is required.

SKILLS AND ABILITIES: 

  • The incumbent must be able to read and interpret mechanical drawings, riser diagrams, wiring schematics, various equipment schedules, and other construction documents. 
  • The incumbent must have good computer skills, able to use and navigate through the Microsoft Office Software suite package using MS Word, Office, Excel, Database entry, AutoCAD, and MS project. 
  • The incumbent will be proficient with mechanical engineering drafting, engineering management software, preparation and maintenance of daily construction inspection logs, capable of reviewing coordination design drawings for code compliance, and have the ability to create mechanical engineering cost estimates and provide briefings to the  Senior/Deputy Facility Manager, the Management Counselor, and other stakeholders on mechanical engineering issues. 
  • The incumbent must be skilled at drafting detailed and concise written reports in English for the Senior/Deputy Facility Manager. 
  • The incumbent must be able to work independently, with little or no supervision from the Senior/Deputy Facility Manager, and develop short- and long-range work plans for self and others, prioritizing assignments based upon criticality and order of receipt. 
  • The incumbent must be skilled at drafting detailed and concise written reports in English for the Senior/Deputy Facility Manager. 
  • A driver’s license with a clean driving record is required, must have had a valid driver’s license for a minimum of five (5) years.
  • Must have excellent interpersonal skills and be able to handle a large workload and multiple tasks simultaneously. Must be highly organized.
