African Development Bank Drought Resilience and Sustainable Livelihoods Program (DRSLP-II) – Somalia and Sudan Components

Vacancy Announcement

  • Following the drought in the IGAD region in 2010/11 consultations amongst development partners led to a consensus that efforts should be made  to participate in joint program planning and design at country and regional levels in order to coordinate financing instruments, under the coordination of IGAD and its Member States. Subsequent to that, the African Development Bank (AfDB) embarked on the process of developing a region-wide multi-phased programme in the IGAD region as part of the Horn of Africa Drought Resilience Initiative. The AfDB-funded program is called the Drought Resilience and Sustainable Livelihoods Program II (DRSLP-II). Its sector goal is to contribute to poverty reduction, food security and accelerated sustainable economic growth through enhanced rural income. The DRSLP II & III are aimed at enhancing drought resilience and improving the sustainable livelihoods of the pastoral and agro-pastoral population in the ASALs of the IGAD region. 
  • The Sudan (DRSLP II &III) and Somalia components are part of the second phase of this multinational programme that covers Eritrea, Ethiopia, Somalia, and Sudan. In Somalia, the project will be implemented in Puntland, Somaliland and South Central regions of Somalia; while in Sudan, it will be implemented in (i) Gedarif State, (ii) Kassala State and (iii) White Nile State. The DRSLP II & III have  4 components: (1) Natural Resources Management; (2) Market Access and Trade; (3) Livelihoods Support; and (4) Programme Management and Capacity Building and will be implemented over a period of 5 years, through the Federal Government of Somalia (FGS) and the Government structures  of Sudan (GoS) especially at State and Localities levels. DRSLP II Somalia component is implemented by competitively selected Implementing Agency (IA).
  • The Intergovernmental Authority on Development (IGAD) acting as a Third Party signed  a tripartite grant agreements with FGS, Sudan and  the African Development Bank (AfDB) for manging fiduciary functions of the projects, established  a Fund Management Unit (FMU) at Djibouti that will coordinate the implementation of the DRSLP II for Somalia and DRSLP II & III projects of Sudan. DRSLP II & III Sudan projects are implemented by Federal Project Implementation Unit, State Project Implementation Units in Gedraef, Kassala and White Nile states. DRSLP II Somalia project is implemented by Implementing Agency under the supervision of IGAD/FMU.
  • IGAD/FMU will be headed by a Project Coordinator responsible for the management of the day-to-day operations, supported by a Procurement Specialist, an Accountant and an Administrative Assistant.  IGAD now wishes to fill the position of an Accountant who will lead and coordinate the accounting and financial functions of the FMU, Somalia and Sudan DRSLP II & III Projects.
  • Job title: Accountant (1 Position)
  • Accountable to: The Accountant will report to the FMU Coordinator and will be supported by the IGAD Director of Administration and Finance
  • Duty station: Djibouti, Republic of Djibouti
  • Programme:  DRSLP II & III, Somalia & Sudan components
  • Expected Start Date: June, 1st 2020.
  • Supervises: Assistant Accountant (at FMU), Accountants of DRSLP II & III, Somalia & Sudan Projects.
  • Duration of Assignment: One year renewable subject to satisfactory performance and availability of funds. 

The Accountant, under the overall supervision of Coordinator of FMU and technical support DAFD (Director of Administration and Finance Division) of IGAD, will be responsible for:

  • Provide leadership thoughts in the area of preparation of the project Annual Work Plan and budget, with the Project Implementation Unit (PIU ;
  • Enforcing of the approved Annual Work Plan and budget in accordance with Bank’s requirements project financial management manual and guidelines;
  • Developing the project accounting system, which will include operationalization of the Sun Financial System ( or any applicable system) at the Sudan PIU;
  1. Preparing the project accounts and processing of all accounting transactions, including payroll, operating expenses, payments and other expenses; withdrawals and issuance of acknowledgement of receipt, coupons;
  2. Preparing the disbursement requests and justifications of fund utilization
  3. Oversee, compile and support works of  financial/accounting staff of DRSLPII &III, Somalia and  Sudan
  • Maintaining proper files and records; accounts, records and related documents;
  • Reconciling and reviewing of cash at banks and on hand; and general ledger and fund accounts;
  1. Ensuring that internal control procedures are adhered to at levels;
  2. Producing standard and customized financial/accounting reports; and a variety of standard and customized financial/accounting reports;
  3. Supporting and training of finance staff at the various project offices in Sudan and Somalia;
  • Preparing timely submission of quarterly interim and annual financial reports;
  • Facilitation of the project audit by external as well as internal auditors;
  • Execution of other functions as may be assigned by the FMU Coordinator.
  1. Liaise with the internal /external auditors and follow up any queries by internal auditors and external auditors in the Management letter. 
  • A Minimum of a Professional accounting qualification( such as CPA, CA, ACCA, or equivalent) plus a Masters’ degree or its University equivalent jn Finance, Accounting, Economics, Business, Administration or Commerce); and
  • A minimum of 8 years of direct relevant experience in accounting, including broad expertise in the management of accounts on development partners (WB, AfDB, EU, USAID, GIZ etc) funded projects, and/or public and/or private sector;
  • High level of personal and professional integrity with strong analytical skills and ability to function well in a multi-cultural environment;
  • Proven analytical and evaluative skills on key procurement issues and problems;
  • Strong communication skills and persuasiveness in presenting, negotiating and resolving highly complex issues, both orally and in writing in English;
  • Sound knowledge of International Reporting Standards (such as International Financial Reporting Standards and the International Public Sector Accounting Standards) ;
  • Strong interpersonal skills and orientation as a team member; Ability to deal sensitively and build effective working relations with clients and colleagues;
  • Familiarity with the African Development Bank Accounting Guidelines is an advantage;
  • Demonstrated skill in computer application and use of software programs is an essential requirement.
  • Experience in designing and assessing internal control systems and procedures using international accepted control framework.

Proficiency in English Language is required.
