Computer Programmer

Duties

  • Develops applications to support Embassy business processes and requirements, improving mission capabilities and efficiencies. Incumbent is responsible for software design and development; application testing, performance design and code reviews; data analytics and visualization; and development of user guides and technical documentation. 
  • Liaise and advise other Department of State Missions wishing to use Nairobi developed solutions and provide limited remote support. Ensure the availability of applications for internal and external users and the timely and consistent response and closure of trouble tickets received via an incident tracking system. 
  • Incumbent installs and maintains the post developed suite of applications on cloud servers and systems. Works on IT tasks related to Project Change Requests as well as releases to install, configure, troubleshoot, and maintain BPS applications in development, quality assurance, testing, and user acceptance testing. Reviews proposed changes to the client operating environment, recommends resolutions that best fit the needs of the Department, and identifies and breaks down problems using structured problem resolution approaches for the developed service standards. Promulgates and ensures conformance with Department of State security policies. 
  • Incumbent surveys and catalogs new applications developed by BPS to be modified for enterprise use. S/he prepares initial project requirement and planning documentation for review by the BPS Governance Board and Senior Management. Will also assist the Information Management Officer and Supervisory IMS to organize periodic BPS Governance Board and Senior Management meetings in Nairobi. 
  • Incumbent will be involved in the testing and piloting of new applications and software prior to deployment. Teaches new users and post system administrators how to use, migrate data if necessary, and maintain newly installed software, applications, and interfaces.

Requirements:
EXPERIENCE:

  • Five years of dedicated experience as an application developer, computer programmer, or data analyst at a medium to large-sized firm is required.   

JOB KNOWLEDGE:  

  • User support experience in assisting and training personnel in network applications. Business analysis and user requirements gathering. Experience with Power BI, Power Apps, or programming skills in .NET, C# and/or VB. Experience creating web user interface using ASP, HTML, CSS, JavaScript and jQuery.

Security Support Assistant

Duties

  • The incumbent provides security support to the Regional Security Office (RSO) by collecting, documenting and writing/submitting situation and incident reports in order for RSO personnel to have the most recent security data available.
  • The Security Support Assistant will be called upon to brief RSO personnel with clear and concise reports on trending criminal tactics/techniques and latest open source collection and tabulation of security activities. The position entails extended periods of time outdoors and the incumbent will also be used for other security tasks as directed.

Security Support   (90% of time)

  • Job holder is responsible for conducting security analysis within an assigned area.

Public Health Specialist (Global Fund Liaison)- PEPFAR

Duties

  • The Global Fund Liaison is a member of the President’s Emergency Plan for AIDS Relief (PEPFAR) office and works closely with the interagency leadership and technical teams of the program. The Liaison is a strategic thinker and supports planning and coordination in collaboration with the PEPFAR Coordinator and the interagency leadership. The position will maintain strong working relations through routine and regular meetings with the Global Fund Country Coordinating Mechanism in Kenya, the Global Fund local funding agent in Kenya, and the Global Fund Kenya Portfolio Manager in Geneva to monitor application processes, grant implementation, funding disbursements and reporting. The Liaison will support and manage the completion of deliverables required for the PEPFAR country operational plan (COP) process and coordination meetings of the PEPFAR interagency with external partners including the government of Kenya and Global Fund.
  • The Liaison will increase and strengthen programmatic coordination between U.S. government and Global Fund investments across HIV initiatives covered by the U.S. Global Health Diplomacy Office.

Requirements:
EXPERIENCE:  

  • Minimum 5 years of progressive responsible management experience in public health programming, three years out of this must be in a developing country.

Strategic Content Coordination Assistant

Duties

  • The Community Management Coordinator works under the direct supervision of the Strategic Content Coordination Specialist (SCCS), and has no supervisory responsibilities.
  • Is responsible for building and maintaining Mission flagship digital properties (social media, website content); for developing a year-long editorial calendar designed to promote Mission priorities with on-line communities; researching and analyzing evolving markets for Mission digital properties; and customizing content and online engagement to promote Mission objectives.
  • Organizes and hosts online conversations; designs and develops innovative engagement opportunities and tools.
  • Provides guidance to PD Public Engagement staff and other Mission personnel who engage with online communities on standards, regulations, and policies for the use of digital properties.

Custodian

Duties

  • The incumbent reports to the Custodial Supervisor and works as a member of a Custodial Team to perform a wide range of janitorial tasks.  Duties include maintaining sanitary health and strict safety standards, escorting contractors, and general labor duties.  
  • The individual is responsible for performance of scheduled and unscheduled cleaning and custodial tasks throughout offices, buildings, entrance/exit areas, garages, shops, and plaza areas of the Embassy compound and other US government properties.

General Maintenance Worker

Duties
Basic Function of Position 

  • Working in the Facility Management section of the Embassy, the General Maintenance Worker carries out scheduled and unscheduled maintenance and minor repair work on the plumbing system and fixtures, general welding and masonry work in all mission buildings and facilities including residential owned and leased properties.

Qualifications and Evaluations
Requirements:
EXPERIENCE:  

  • A minimum of three (3) years of experience in the repair and maintenance of plumbing and commercial or industrial HVAC/mechanical heating, refrigeration and ventilation systems is required.

JOB KNOWLEDGE: 

  • Maintenance and repair of standard plumbing methods and techniques including potable water and sewage systems, motor starters, thermostats, humidistats, variable frequency drive (VFD) motors and controllers, gravity dampers, sensors, furnaces, hydronic systems, hot water heaters and heat pumps, evaporators and condensers.
  • Minor component replacement of motors, valves, pumps, controls and recording instruments
  • Plumbing system testing procedures in control devices to monitor, diagnose faults, determine current operating capacity to the design requirements, all in accordance with US and host country regulations.

  • Completion of secondary school is required and completion of vocational training from an accredited institute recognized as awarding a Trades Certificate in a general construction field is required.

SKILLS AND ABILITIES: 

  • Must be able to identify problems or dangers, report issues and provide solution.
