Environment and Climate Action Senior Advisor

Position purpose

The purpose of the role is to Provide highly Technical and Strategic support on Environment and Climate Change Action to FO;s to enhance environmental stewardship , lead necessary climate action initiatives within the East Africa region and collaborate with key stakeholders.

The senior advisor, through frequent field visit will provide technical support in the design and implementation of Environment, climate action program and associated projects in development work, emergency response and advocacy programs. Conduct quality assurance of implementation on sampling basis, assess capacity gaps in FO’s and carries out ToFs on core project models and approaches on environmental stewardship and climate action. Promote and support learning initiatives and manage the CoP, Lead and contribute to continuous innovative improvement integrated program/project interventions. Develop capability statements and contribute to design and resource mobilization efforts within the region and support FO’s. Coordinate with the Global partnership environment and climate change teams. Represent the Region in the various working groups and engagements on Environmental stewardship and climate action.

MAJOR RESPONSIBILITIES

40%

  • Support the roll out and application of the Environmental Stewardship Policy across EARO offices.
  • Support Field offices to set up and improve integrated programming in ESCA projects and build their capacity to do so.
  • Develop compelling materials to strengthen WV EARO FO’s commitment and passion for work on ESCA (e.g., capability statements, case studies of success, business cases, Return on Investment etc.)
  • Nurture a community of practice at field level to implement environmental programming with practical steps to
  • that reduce WV’s environmental footprint
  • Promote RO, and FO’s Carbon footprint and subsequent measures to reduce impact through initiatives with both internal and external stakeholders
  • Monitor and track FO implementation of ESCA initiatives and report against relevant Regional and Global KPIs
  • Advise  FO’s on ESCA related policy statements as requested.

  • Work with Regional Office and Field Office’s to raise grant and other resources to fund environmental projects
  • Work with Priority Field Offices to design, develop and where necessary write grant applications to secure funding for ESCA projects
  • Advise WV EARO FO’s on strategies, approaches and positioning to secure funding for ESCA projects.
  • Work with Global Centre (Headquarters) ESCA and relevant funding offices and functions to build WV EAR Field Office capacity to meet sector and major grant donor requirements on ESCA (e.g. ECHO’s Minimum Operations Requirements )
  • Work with EAR GAM to identify, map and communicate ESCA funding opportunities to WV EAR Field Offices.

  • External and Internal (WV Partnership) Engagement
  • Be a focal point for ESCA issues in cross and multisector programming, including commissioning and overseeing relevant field research/ positioning materials, establishment of external partnerships and help position EARO regional office in the WV Partnership on ESCA issues.
  • Strategically engage with Donors, their respective Funding Offices and other partners in a response, development or nexus context, to ensure that WV is positioned as a viable partner for ESCA programs.
  • Work with FOs to broker external partnerships that can forward ESCA work at field level.
  • Represent the region effectively in key organizational discussions, platforms and fora
  • Maintain partnerships with organizations, think tanks and agencies to fund and implement ESCA or integrated programs

Nexus Approach

  • Will strengthen the implementation of the Nexus Approach by ensuring integration on humanitarian/development/peacebuilding initiatives.
  • These efforts include stronger and more focused joint analysis, strategic planning and programming and more joint learning (field trips, evaluations etc.) between humanitarian, development, and peacebuilding actors.
  • Focus on working in collaboration and complementarity between humanitarian and development actors and knowing that Field Offices will become more and more affected by the climate change, food insecurity, extreme poverty might lead to more conflicts over the scarce resources and the presence

Knowledge/Qualifications for the Role

Required Professional Experience

  • Detailed knowledge of NGO Environmental Stewardship and Climate Action programming and how to apply it. 
  • Proven track record of growing communities of practice and influencing senior field stakeholders (Eg. Operations Directors, Head of Mission etc) is vital.
  • Able to think and plan strategically and do practical field assessments, visits, proposal writing etc.
  • Knowledge of Livelihoods, international development, humanitarian response, project management or other relevant field is an added advantage. Experience with Bilateral and UN Donors is required.
  • Experience in development of projects, training materials, conducting training (face to face and online) and providing technical assistance.
  • Understanding of the sector, donor and UN landscape for ESCA.
  • Technical skills: Knowledge of ESCA Project models and approaches is desirable
  • A minimum of 5 working experience in climate change and environmental stewardship, program development, implementation, resource mobilization in both emergency, development and advocacy context.
  • The position requires ability and willingness to travel domestically and internationally up to 60% of the time, with possible extended periods of 4 to 6 weeks of field work.
  • Preferred candidates should be committed to travel to Field Offices for days/weeks and spend time with Field Office technical teams in the field. Hands on support is a critical part of this role.

Required Education, training, license, registration, and certification

  • Master Degree in Environmental Sciences, Climate Change, degree in Program Management/International Development is an added advantage. Experience in advocacy, policy formation, guidance and implementation on ESCA project model.

Cluster Manager

Key Responsibilities:

Cluster Leadership and Management (30%)

  • Provide strong and positive leadership to the cluster teams ensuring competent and motivated staff
  • Ensure over 95% implementation of Annual Plans and budget by close of financial year, ensuring adherence to Detailed Implementation Plans, 4-D matrices and -5% budget variance parameters; Supervise and monitor the implementation of the program plans of action
  • Ensure all operations, planning and budgeting processes are aligned with the WVK requirements and standards
  • Provide   leadership to the   three track   ministry (One   operation, one organization) principle
  • Lead in the development and implementation of a risk register and uploading of the same in Riskonnect, prescribing controls and treatments and regularly monitoring effectiveness of the same

Accountability and Quality Assurance Accountability(25%)

  • Oversight and overall financial Management at the Cluster level ensuring efficiency and effectiveness and compliance with WV Polices and standards.
  • Ensure that the Program accountability frameworks (PAF) are in place in all APs for accountability and as a feedback mechanism for program quality improvement.
  • Manage the Development Program Approach (DPA) community engagement process in all communities to identify appropriate technical projects for implementation with partners, and to adapt them for the context

  • Provide oversight to contract management – ensure contractors and consultants deliver within stipulated timelines and adhere to the stipulated contract terms

Designs

  • Lead the development of quality Area Plans in compliance to DME and LEAP guidelines and standards by ADP staff.
  • Ensure adoption of the generic log frame in collaboration with the design team to address priority issues as per community needs.
  • Develop specific M&E plan/system that includes relevant strategic indicators
  • Ensure integration of sustainability in the implementation of plans
  • Ensure timely incorporation of Support Offices and/or donors feedback to designs in a timely way
  • Develop a feasible multi-year budget and staffing plan in collaboration with Region and P&C.
  • Ensure   crosscutting   themes   –   Gender, Christian   Commitment, Child Protection, Disability, Environment and Climate Change, and Peace Building – are integrated in project designs
  • Manage a collaborative design process drawing in WV stakeholders and major national external stakeholders and partners
  • Design Technical Programmes that fit with the DPA to build ownership and sustainable results
  • Negotiate with and support Area Programs’ staff in the adaptation and implementation of Technical Programs within the local context
  • Incorporate appropriate elements of the contextualized Sponsorship Field Operating Model into the Technical Programs

Learning, Documentation, Monitoring & Reporting

  • Ensure critical monitoring data (from design documents and Child Well-being Outcomes (CWBO) indicators) is collected in a participatory manner with key staff and partners; to show progress and challenges at ADPs, Regional and National level – for purposes of learning, management decision making and reporting.
  • Ensure sharing of consolidated monitoring data on CWBO for county /Cluster engagement.
  • Ensure documentation, sharing and replication of best practices and innovations with internal & external partners.
  • Ensure timely submission of quality reports and documents (e.g MMR, Semi- Annual, Annual Reports impact stories, good practices documentation, among others).
  • Incorporate feedback from key stakeholders and reviewers using the review checklist
  • Check reports for accuracy and edit as required
  • Ensure archiving of data, documents and various reports for the reporting period so that it can be easily retrieved and used for evaluation/Audits e.g. Horizon, M drive, WVK KM site on WV central
  • Ensure use of reports to generate communications materials in ways appropriate to audiences.
  • Ensure utilization of reports for follow up and management of programs

Evaluation

  • Review   terms   of   reference (ToRs) and   provide   feedback   based   on understanding of the local context.
  • Review measurement tools to ensure alignment with design and relevance to local context, and provide feedback to evaluation team lead.
  • Lead evaluation planning and support evaluation management team with logistics and staff supervision.
  • Provide local knowledge to support critical problem solving with the evaluation management team.
  • Support the evaluation lead in analysis and interpretation of findings and development of recommendations based on the findings, drawing from knowledge of the programme area and context.
  • Critically review evaluation reports and provide relevant, in-depth, and timely feedback.
  • Facilitate use of baseline and evaluation findings appropriately with stakeholders to share learning, plan and advocate for Child Well Being among development partners
  • Conduct staff and partnership learning sessions in a way that encourages team members and partners to continuously learn and improve development practice.
  • Ensure documentation of success stories and good practices is done as per the plan.
  • Facilitate processes where team members and partners can consider, plan for and act upon evaluation recommendations to ensure they are implemented as per the plan.
  • Use evaluation report to mobilise resources (through concept/proposal writing targeting Government SO, AID Agencies and private sector).

Collaboration, Engagement & Advocacy (20%)

  • Provide overall coordination of World Vision Kenya work with the county governments within the cluster.
  • Ensure good relationship with community groups, government, Civil Society.
  • Ensure WVK influence resources allocation by government to the community priority needs.
  • Ensure   WVK   influences   the   County   Legislative, Policy   or   Regulatory Framework for the Wellbeing of Children
  • Ensure   effective   integration   of   Gender, Christian   Commitment, Child Protection, Disability, Environment and Climate Change, and Peace Building into advocacy message as case may be requiring
  • Represent and Profile WVK at the County/Cluster level; build and maintain effective communication and pro-active relationships with the county government at the headquarters as well as the respective program area.
  • Work with the other Project Managers in the ADPs to inform, work with, and provide feedback on the World Vision Kenya Ministry in the county to the respective county levels of government.
  • Ensure   participation   in/facilitation   of   strategic   lobbying   meetings   with stakeholders and Ward Representatives (Members of County Assembly) on the key issues in the best interest of the children that should be provided for in the county policy or law under formulation (or review).
  • Manage advocacy and networking at the Area Programmes level
  • Analyse and use information generated from many different Area Programmes, for advocacy, accountability and programme improvement.
  • Facilitate APs to implement local level advocacy through the CVA model and ensure that communities are empowered to demand for their rights and hold service providers accountable to promote effective service delivery.

Resource Acquisition(10%)

  • Develop a mapping of resource needs within the respective ADP and from the other programs in the county.
  • Work with the Resources Acquisition Team and the Regional team to develop concepts/proposals for funding.
  • Provide support to the donors visiting the county for effective and efficient coordination of information sharing and messaging
  • Ensure documentation of best practices and innovations for donor engagement.
  • Participate in the development of funding concepts and proposals
  • Develop a mapping of resource needs within the respective ADP and from the other programs in the county

Team Management(10%)

  • Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships that support spiritual development of the team.
  • Manage all staff based in the Area Programs, including any all technical staff in those areas.
  • In close collaboration with P&C, ensure right program staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development.
  • Support professional development of each staff through on the job training, off site training or engaging appropriate Subject Matter Experts for identified training gaps
  • Facilitate capacity building of staff on technical modules, through trainings, workshops, On the Job Training and technical backstopping etc.

Cluster Accountant

Key Responsibilities:

Financial Reporting and Analysis

  • Post financial data transactions into the accounting system.
  • Consolidate and submit accurate project funding requests.
  • Ensure timely preparation and review bank reconciliation statements.
  • Prepare and consolidate accurate financial analysis for management decision making.
  • Prepare Core/Logframe Combined Financial Reports.
  • Ensure timely review and recording of Employee Expense Reports.
  • Ensure timely review and reconciliation of the balance sheet items.

Planning, Budgeting & Budgetary control

  • Ensure adherence to internal controls and WVK Policies as relates to Finance and Administration are adhered to by all staff in the region and any non-adherences are noted in a timely manner for correction and process improvement

Cash Management, Payments and Coordination

  • Ensure maintenance of up to date records of cash disbursement.
  • Cash flow management to ensure compliance with target low.
  • Ensure timely supplier invoice payment and staff disbursements.
  • Coordination of all accounting functions in the cluster.
  • Provide technical support and leadership to staff within the Cluster.

Office Administration.

  • Ensure that the Cluster is safe for occupation as per OSHA requirements and regulations.
  • Coordinate facilities management at the Cluster office by supervising outsourced service providers including security and janitorial services
  • Ensure equipment are properly maintained and operated optimally.

Asset Management

  • Ensure assets are properly tagged and recorded in the asset register and in Sunsystem within the Cluster.
  • Support the Programs in asset acquisition, management and disposal.
  • Liaise with the security department and the cluster office driver to ensure motor vehicles are used as per WVK policies.
  • Review motor vehicle summary reports from the cluster driver on a monthly basis to ascertain proper usage and efficiency.
  • Consolidate and review the Cluster asset register and share with Regional Office on quarterly basis.
  • Ensure accurate information for fleet, real estate and insurance is provided to the RO annually for updating Real Estate and Assets Management (REAM) portal.

Local partners’ capacity building.

  • Conduct financial assessment of potential local partners.
  • Build financial management capacity of local partners for competence and risk reduction
  • Review MOUs and funding agreements to ensure soundness. 
  • Ensure timely funding of the local partners
  • Review financial reports and transactions
  • Monitoring the local partners to ensure compliance and for process improvements
  • Other responsibilities as may be assigned

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor of Commerce, Economics, Accounting or Finance, Business management/ Administration or related degree
  • Fully qualified Accountant – CPA (K).
  • Strong budgetary and financial management and analytical skills
  • Minimum of 4 years relevant experience.
  • Knowledge of Sun system is an added advantage.

Driver

Key Responsibilities:

Staff Facilitation:

  • Timely Facilitation of staff to and from work and to other official duties.
  • Ensure safety of staff and vehicle while on journey
  • Ensure mobilization of additional vehicles and drivers to facilitate key events such as major donor visits, campaigns, evaluations and baselines
  • Ensure facilitation of staff / visitors / donors/ to and from the field

Vehicle Care and Maintenance:

  • Ensure vehicle cleanliness all the time.
  • Keep vehicle movement log book up to date. 
  • Check mechanical and operational soundness of the vehicle.
  • To ensure that the vehicle is serviced at the required time.
  • To check and ensure that all vehicle tools are in place and intact.
  • Undertake minor repairs and recommend for major vehicle repairs.
  • Park the vehicle at the recommended parking areas by WVK
  • Seek for permission to use the car as per the laid down policy
  • Obey traffic laws
  • Maintain maximum care of the vehicle at all times.
  • Submit all the vehicle spare keys to the Fleet management for safe custody.
  • Surrender vehicle keys to the respective supervisors every end of trip
  • Report all vehicle malfunctions to the fleet office.
  • Initiate procurement process for all motor vehicle repairs and maintenance.

Reporting:

  • Prepare monthly and other vehicle reports and file copies of the same after approval.
  • Forward all invoices and fuel returns to fleet management for payment process.
  • In case of accident, forward detailed report for claim processing

Administration:

  • Facilitate delivery of parcels/ mails
  • In collaboration with Administration department liaise with service providers to ensure quality services
  • Work with respective staff to plan and coordinate field facilitation services.

REQUIREMENTS:

  • O’ level certificate
  • Three years’ experience in driving class B, C, C1,.CE, D and CD.

  • Experience in urban driving and be conversant with the entire country road Network.
