Monitoring and Evaluation Officer

Job Purpose

The Monitoring and Evaluation officer will be responsible for implementing health management information system at the project level to support data capture and reporting. Ensure data quality is maintained, all the data is available at all times and all the M&E staff get the necessary support they need in data management for effective program monitoring.

PRINCIPAL RESPONSIBILITIES
KEY AREA ACTIVITIES
Health Information System Strengthening

  •  Participate in monitoring the implementation of project activities to ensure conformance to project objectives, work plans, budget and expected results
  •  Support the HMIS component of the organizational capacity assessment (OCA), identify HIS gaps and work with the grants team in Capacity building of Sub grantees on
  • Monitoring and Evaluation taking the approach of grant provision, organizational systems strengthening
  •  Provide technical assistance through participation in M&E TWGs and development of a county M&E frameworks
  •  Continuously strengthen capacity of project and health care workers at county, subcounty and community levels on use of KHIS and other community systems (eCHIS) to ensure timely, complete and accurate reporting of data

Data capture and reporting

  •  Support in data capturing, collation, compiling and reporting using Monitoring tools to track project specific indicators and targets
  •  Track monthly and quarterly performance of the project and completing monthly indicator performance dashboard and ensuring the sub county performances is promptly shared with team for improvement
  •  Identify underperforming partners and work closely with the MEL Specialist to ensure they are supported.
  •  Track implementation of work plan activities (targets Versus actual) in the Sub County and provide regular feedback to program teams and CHMTs/SCHMTs
  •  Support in qualitative and quantitative data collection processes for project led special initiatives, surveys and studies

Data Management & Quality Assurance

  •  Take the lead in ensuring quality data mechanisms are in place during data capture and projects implementation.
  •  Support in developing databases, data management SOP’s and guidelines.
  •  Provide technical quality assurance for short term M&E consultancies.

Knowledge Management

  •  Support the implementation team to document and disseminate best practices, lesson learnt and human stories.
  •   Develop and co-lead a culture of learning across the project, engaging youth, staff, partners, and stakeholders in learning and adaptation at the Sub County level
  •  Work closely with partners in developing abstracts and carrying out research.

REQUIRED QUALIFICATIONS
Education, Experience & Competencies

  •  At least a Bachelor’s Degree in Social Sciences, Project Management, or a related discipline.
  •  Minimum of Four (4) years of work experience in a busy environment.
  •  Must be conversant with real-time reporting tools and systems, data analysis and visualization and Ministry of Health M&E tools and system.
  •  Experience working with sub-grantees for the performance-based model.
  •  Experience in developing real-time reporting tools and coordinating data collection/cleaning, processing and analysis.
  •  Experience and working knowledge with data analysis, analytics and visualization applications.
  •  Ability to interact skillfully and diplomatically with numerous counterparts, including donors, Ministry of Health officials, legislators, local partners and other NGOs.
  •  Coordination and supervisory skills.
  •  Excellent English verbal and written communication skills
  •  Ability to work with a great deal of independence.

Cluster Lead

The Cluster Lead will be responsible for the overall technical and administrative oversight of the program at the cluster level. PRINCIPAL RESPONSIBILITIES

Provide direct technical expertise on;

  •  Lead the strategic oversight and technical delivery of Governance and accountability, Policy and strategic partnerships to ensure quality delivery and synergies with the other components of the programme.
  •  Work closely with all program advisors to develop coordinated approaches to sustainably improving public sector investments in health, Reproductive, Maternal, Newborn, Child and Adolescent Health in particular, at the cluster level
  •  Provide targeted technical support to the technical officers to ensure the results framework for the county is achieved.

Guiding program design:

  •  Support cluster program staff to design programs and projects.
  •  Help define the approach to teaming/partnering with other organizations at the cluster level
  •  Support shared learning among counties in the cluster Building the technical capacity of county program staff to ensure ongoing program quality and innovation:
  •  Work with county program colleagues to help analyze data that inform periodic review and course correction as needed.
  •  Share cross-context learning with program staff across the cluster.
  •  Review and share program-specific tools/resources/curricula and work with Technical Unit specialists to contextualize and adapt County specific materials.

REQUIRED QUALIFICATIONS
Education, Experience & Competencies

  •  At least Seven (7) years of Public Health experience, three (3) of which must be in a leadership position managing, complex service delivery and/ or Health Systems Strengthening programs of similar scope and dollar value.
  •  At least a Bachelor’s degree in Social Sciences, Public Health, Nursing, Medicine, Management, Business Administration, or a related field.
  •  A master’s degree in Public Health or Health Systems Management is an added advantage
  •  A thorough knowledge of the devolved health system in Kenya, experience working with county management teams is highly desired
  •  Working knowledge of USAID policies and procedures.
  •  Knowledge of administration, human resources (HR) practices, budget management.
  •  Experience recruiting, forming, and successfully managing teams and ensuring the quality of their products.
  •  Demonstrated success in multicultural environments is required.
  •  Strong written and verbal communication skills in English required.

Deputy Chief of Party

Job Purpose

The Deputy Chief of Party will be responsible for the overall technical oversight of the project and is specifically responsible for project implementation that relates to facility and community level service delivery. The DCOP reports directly to the Deputy Chief of Party (COP) and will take a leadership role in ensuring technical implementation and ensure the project meets stated goals and reporting requirements. S/he will coordinate with other technical leads of key stakeholders, other USG implementing partners, and GOK, particularly at the county-level. S/he should be knowledgeable about current implementation science and state-of-the art service delivery approaches. S/he will assume the responsibilities of the COP in the absence of the COP.

PRINCIPAL RESPONSIBILITIES

  •  Assist the CoP with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and Amref Health Africa in Kenya.
  •  Assist the CoP in creating and maintaining good working relationships with USAID, civil society organizations, media, and other program partners.
  •  Manage staff, partners, and operations ensuring close coordination and collaboration between the project’s various teams.
  •  Manage deadlines, draft reports, maintain records, and monitor achievement of benchmarks in the agreement.
  •  Oversee the grants management process, specifically support the design and management of an open, transparent, and competitive grants making process.
  •  Work closely with appropriate project personnel to develop solicitations approved by Amref in Kenya and USAID; publicize and promote the solicitations through various media channels: process and prepare all necessary documentation, in collaboration with project personnel; follow-through and complete all approval processes.
  •  Supervise the implementation of sub awards.
  •  Mentor and manage staff in a respectful and transparent manner, working with local staff to build their technical and administrative capacity.
  •  Serve as acting CoP in their absence.

REQUIRED QUALIFICATIONS
Education, Experience & Competencies

  •  At least Eight (8) years of experience managing, complex technical service delivery programs of similar scope and dollar value.
  •  At least a Master’s degree in Social Sciences, Public Health, Medicine, Management, Business Administration, or a related field.
  •  Five years’ experience in partnership building, especially with the government representatives, donors, the private sector, and local community organizations.
