1. DIRECTOR – SEKEB & INTERGOVERNMETAL RELATIONS, JOB GROUP ‘CPSB 03’ (R) ONE (1) POST
Terms of Service: Contract
Requirements for Appointment
- Be a Kenyan Citizen;
- Relevant Bachelor’s degree from a recognized university in Kenya;
- Relevant Master’s degree from a recognized university in Kenya;
- Knowledge, experience and distinguished career of not less than ten (10) years in the relevant field;

Duties and Responsibilities
- (i) Ensure implementation of Southern Eastern Economic Bloc (SEKEB) decisions in consultation with the SEKEB secretariat;
- (ii) Submission of quarterly reports to the Kitui County Executive on the activities of SEKEB;
- (iii) Overseeing the implementation of inter county agreements on inter county projects relevant to Kitui County;
- Participating in resolving any intergovernmental disputes that affect Kitui County;
- (v) Ensuring compliance with National Values and Principles of Good Governance as outlined in Articles 10 and 232 of the Constitution of Kenya;
- Entrench principles of good governance as captured in Chapter six of the constitution of Kenya 2010; and

2. DIRECTOR – COOPERATIVES, JOB GROUP ‘CPSB 03’ (R) ONE (1) POST

Requirements for Appointment:
For appointment to this grade an officer must have:
- Be a Kenyan citizen;
- Served in the grade of Deputy Director for Co-operatives for a minimum period of three (3) years;
- Bachelor’s degree in any of the following disciplines;- Commerce, Business Administration, Agriculture, Economics, Sociology, Law, Agricultural Economics, Co-operative Management, Marketing, Entrepreneurship, Management and Organizational Development, Finance or Agri-business from a recognized institution;

Duties and Responsibilities
- Providing technical advice on co-operative investments, finance, credit, marketing, project management, extension and advisory services;
- Developing and ensuring implementation of policies;
- Enforcing compliance with co-operative legislation;
- Designing, coordinating and monitoring the implementation of cooperative activities, programmes and policies;
- Preparing and validating registration and deregistration of co-operative societies documents;
- Monitoring co-operative societies liquidation process;

Duties and Responsibilities
- Formulation of Housing Policies;
- Promotion of participatory approaches and capacity building in the Housing development process;
- Liaising with stakeholders to establish and maintain land banks for housing development;
- Proper management of resources for housing and human settlements development;
- Implementation, monitoring and evaluation of housing programmes and advising the County Government on housing matters;
- Promotion of appropriate building materials and construction technologies; and
- Management and maintenance of County Government owned houses.
DIRECTOR –INDUSTRY AND INVESTMENT, JOB GROUP ‘CPSB 03’ (R) ONE (1) POST

For appointment to this grade, an officer must have;
- Be a Kenyan citizen;
- Served in the grade of Deputy Director, Industry and Investment for a minimum period of three (3) years;
- Bachelor’s Degree in any of the following fields:- Commerce, Business Management, Business Administration, Marketing Economics Entrepreneurship or any other equivalent qualification from a recognized institution;

For appointment to this grade, an officer must have:
- Be a Kenyan citizen;
- Served in the grade of Deputy Director of Fisheries for a minimum period of three (3) years;
- Bachelor’s degree in any of the following fields: Fisheries, Zoology, Aquatic Sciences, Natural Resource Management, Biochemistry, Food Science and Technology, Environmental Science, Biological Sciences, Physical Sciences, Chemistry or any other equivalent qualification from a recognized institution;

ASSISTANT DIRECTOR – REVENUE COLLECTION, JOB GROUP ‘CPSB 05’ (P) ONE (1) POST

Requirements for Appointment
For appointment to this post, a candidate must have:
- Be a Kenyan citizen;
- Served in the grade of grade of Principal Finance /Audit/Revenue Officer, Job Group ‘N’ for a minimum period of three years or in a relevant/equivalent position in the public service or private sector;
- Bachelor’s Degree in Commerce (Finance option), Business Management or Finance, Economics, Business Administration or any other relevant qualification from a recognized institution;
- Certified Public Accountant (CPA) K or Association of Chartered Certified Accountant (ACCA) or Chartered Financial Analyst (CFA);
- A member of Institute of Certified Public Accountants Kenya (ICPAK), Association of Chartered Certified Accountants (ACCA) or institute of Chartered Financial Analysts (ICFA) or any other relevant professional body and in good standing; and

Duties and Responsibilities
- Planning, organizing, coordination and administration of all revenue matters;
- Provision of advisory on revenue matters to Director, Revenue collection;

- Ensuring provision of quality and timely accounting services in the revenue unit. These include: Maintenance of accurate accounting records and preparation of management and statutory reports; and

7. CRUSHER MANAGER ‘CPSB 10’ (J) ONE (1) POST
Terms of Service: Permanent & Pensionable
Requirements for Appointment:
For appointment to this grade, an officer must have:-
- At least a Diploma in Civil Engineering, Building & Construction or Mining Engineering from a recognized Institution;
- A Blasting permit from the State department of mines and geology;
- Have at least five (5) years’ experience in crusher and quarry operations in a busy Construction or Mining Industry;
- Be conversant with crusher plant repairs and maintenance;
- Be conversant with quarry machinery including shovel, excavators, tippers etc.; and
- Have shown merit in work performance and results.
Duties and Responsibilities
Work at this level will involve;
- Reviewing production schedules, processes, specifications, and related information regarding crushing of stones, grinding & polishing of machines, operating & tending of machines to crusher, supervising, grinding & polishing of stone materials;
- Monitoring with all areas of the quarry to ensure that extraction and processing work is carried out to the highest standards;
- Developing and implementing process improvements and technological upgrades;
- Designing control systems to minimize costs and production issues.
- Developing design and production standards in cooperation with Management and user personnel;
- Undertaking regular site inspections and risk assessments in order to comply with health and safety regulations;
- Designing the layout of facilities and determining personnel requirements;
- Checking that all machineries on site are maintained to a good standard;
- Supervising drilling and blasting in a way that maximizes efficiency and reduces waste;
- Training staff for new processes and providing instructions and manuals;
- Managing process documentation and preparing production reports; and
- Any other duty as may be assigned by a competent authority.
8. PRINCIPAL WEIGHTS AND MEASURES OFFICER, JG ‘CPSB 06’ (N) ONE (1) POST
Terms of service: Permanent and Pensionable
Requirements for Appointment:
For appointment to this grade, an officer must have;
- Be a Kenyan citizen;
- Served in the grade of Chief Weights and Measures Officer for a minimum period of three (3) years;
- Bachelor’s degree in any of the following disciplines; Physics, Mathematics, Chemistry, Computer Science, Law, Metrology, Information Communication Technology, Instrumentation, Engineering (Mechanical/Electrical/Electronics), Micro – processors or equivalent qualification from a recognised institution;
- Advanced certificate of the Institute of Trade Standards Administration (Kenya);
- Senior Management Course lasting not less than four (4) weeks from a recognised institution;
- Be a member of the Institute of Trade Standards Administration (Kenya);
- Certificate in computer applications from a recognised institution; and
- Shown merit and ability as reflected in work performance and results.
Duties and responsibilities:
Duties and responsibilities at this level will entail:
- Supervising testing and stamping of mechanical and electronic weighing and measuring equipment activities;
- Analysing data collected from verified equipment at traders premises, stamping stations and verification office;
- Testing of mechanical crane weighers, axle weighers, weighbridges, personal weighers, bulk meters, non-automatic machines, beer measuring instruments and egg grading machines;
- Testing of class II mechanical and electronic scales used for pharmaceutical dispensing and jewellery trade;Testing and stamping of mechanical and electronic weighing and measuring equipment;
- Oversee setting up testing equipment during inspection and recording test results during inspections and investigations;
- Sampling pre-packaged goods for quantitative analysis;
- Calibrating prover tanks and other working standards and equipment;
- Maintaining Secondary Reference Standards;
- Carrying out inspection on internal controls by the manufacturers and measuring systems including software for data processing of measuring results;
- Inspecting wholesale and retail trading premises on the use of weighing and measuring equipment;
- Conducting prosecution of cases on offences arising from infringement of the Weights and Measures Act (Cap 513), the Trade Descriptions Act (Cap 505) and regulations made there under;
- Prepare publicity materials for participation in trade fairs exhibitions;
- Collecting and accounting for Appropriation in Aid (A.I.A);
- Requisition for workshop tools and verification materials;
- Delivering lectures at trader’s courses; and
- Guiding and mentoring staff working under the office.
WEIGHTS AND MEASURES ASSISTANT III, JG ‘CPSB 11’ (H) (8 POSTS)
Terms of Service: Permanent and Pensionable
Requirements for Appointment:
- Be a Kenyan citizen;
- Diploma in any of the following disciplines:- Instrumentation, Computer Science, Information Communication Technology (ICT), Legal Metrology, Engineering (Mechanical/Electrical/Electronics) or equivalent qualifications from a recognized institution; and
- Certificate in computer applications from a recognized institution.
- Duties and Responsibilities
- Testing, stamping, sealing, adjusting and balancing of weights and verified counter machines, spring balances and platform machines at traders’ premises, verification office and stamping stations; and
- Preparing and disseminating publicity materials for trade fairs and exhibitions notices of gazetted and advertised stamping stations to traders.
COOPERATIVE AUDITOR II, JG ‘CPSB 10’ (J) TWO (2) POSTS

For appointment to this grade, an officer must have:
- Be a Kenyan citizen;
- Bachelor’s degree in any of the following disciplines:- Commerce, Economics (Lower 2nd) or Business Administration from a recognized institution;
OR
- Certified Public Accountants (CPA) Kenya Part II or Certified Internal Auditors (CIA) PART III from a recognized institution; and
