Research Manager

Job Qualifications:

Education / Work Experience

  • Bachelor’s degree in Statistics, Research Methodology, Economics, Social Sciences, or related field
  • Minimum of 2-3 years’ experience supporting research projects, preferably in humanitarian or development settings and in a project management role

Demonstrated Skills and Competencies

  • Fluent written and spoken communication in English. French, Spanish, or Arabic proficiency or another IRC working language is strongly preferred.
  • Solid understanding of quantitative and qualitative research designs and methodologies. Knowledge of R or Stata is required. Experience or familiarity with participatory research methods is an advantage!
  • Experience organizing and implementing quantitative and/or qualitative data collections. Ability to identify and troubleshoot data quality and research implementation issues.
  • Knowledge of research ethics such as informed consent and data protection. Experience securing ethics approval and research permits strongly preferred

ERD Measurement Advisor

Major Responsibilities:

Technical Assistance and Capacity Sharing

  • Collaborate with country counterparts, and project partners, to ensure high-quality M&E practices are applied in the design and implementation of economic wellbeing programs. This includes participatory M&E methods and client feedback.
  • Provide technical contributions to proposals and during program design (both country-led and TU-led)
  • Develop and deliver capacity sharing initiatives to support colleagues implementing and/or supporting economic wellbeing programs
  • Provide guidance, and build capacity, to use and interpret economic wellbeing data by country teams
  • In collaboration with regional measurement counterparts, support the selection, design, and implementation of ICT for M&E systems (with a particular focus on mobile data collection, remote monitoring, and data visualization)
  • Manage the pipeline of country support requests and provide clear direction to the ERD Measurement Officer on priorities

TU Measurement Strategy

  • Working closely with the Deputy Director, Strategy, Measurement and Operations, advance the definition and delivery of strategic priorities for the TU’s measurement technical assistance
  • Ensure IRC’s standard indicators for economic wellbeing (including livelihoods, food security and basic needs) are clearly defined and evidence-based
  • Stay abreast of M&E and data management practices, and donor standards and requirements
  • Develop technical resources, such as assessments, data collection tools, and guidance notes
  • Propose, and implement learning opportunities, particularly comparative analysis of monitoring data across countries and projects/programs and opportunities/approaches for evaluation of common economic wellbeing interventions/program models

Org-Wide Measurement Initiatives

  • In close collaboration with the IRC’s Measurement Unit, develop, roll-out, and maintain standardized digital data collection tools and systems for M&E of common economic wellbeing interventions (“data tool kits”)
  • Add to efforts aimed at advancing IRC’s measurement ambition in the organizational strategy (“Strategy 100”)
  • Lead the annual collection, analysis, and interpretation of global economic wellbeing data (“Annual Statistics”)

External: Information Managers / M&E coordinators at peer agencies

Job Requirements:

Education:

  • Bachelor’s degree in statistics, economics, international development / public policy, or other relevant field
  • Advanced training in quantitative data analysis and/or evaluation methodologies highly desired

Experience:

  • Minimum seven (7) years’ experience designing, implementing, and supporting M&E frameworks. Experience leading or supporting M&E at the country-level, in a humanitarian or development context, is an advantage
  • Experience or exposure to one or more of the sectors the ERD TU covers is preferred: livelihoods, agriculture, food security, basic needs, financial inclusion, market systems development, and/or cash and voucher assistance
  • Experience designing digital/mobile data collection and information management systems. Previous experience using CommCare (or another ODK-based application) and/or PowerBI is an advantage
  • Experience providing technical assistance, capacity building, training and/or mentoring. Experience doing so in diverse or cross-cultural settings and/or at a distance preferred
  • The ideal candidate will also have experience leading or supporting the design and delivery of learning and evaluation activities

Protection Rule of Law TA

Specific Responsibilities:

The Technical Advisor (PRoL TA) will spend at least 80% of their time delivering technical assistance in-person and remotely to country program colleagues in the Asia region, which currently includes Afghanistan, Pakistan, Bangladesh, Myanmar, Thailand, and the Philippines, and is continuing to expand. The remaining time is spent on influencing the organisation’s strategy, advocacy, research and internal initiatives in line with the team’s overall strategy. The Technical Advisors’ specific responsibilities are as follows:

Guiding program design:

  • Support country staff engaged in program delivery to design programs and projects, ensuring that they are:
  • Aligned with the IRC’s overall strategy, are evidence based and appropriate for the local context
  • Based on need
  • Based on sound context, gender and protection analysis
  • Help define approach to teaming with other organizations
  • Support selection of indicators for country programs

Engaging in business development:

  • Review technical quality of proposals, including review of technical activities and ensuring alignment with the organization’s outcomes.
  • Support the drafting of technical proposal narratives
  • Provide input on budgets required for project delivery
  • Engage with donors and do outreach in support of country programs

Building and mentor staff to ensure ongoing program quality and innovation:

  • Share cross-context learning with staff implementing programs across the region and within the PRoL technical team
  • Conduct technical training and ongoing mentoring for staff in country, including on IRC outcomes, theories of change, evidence and indicators
  • Review and share program-specific tools / resources / curricula and work with Technical Unit specialists to contextualize and adapt global and country-specific materials
  • Support senior country staff to build strong and motivated teams through timely recruitment and on-boarding

Influence others to use tried interventions and build evidence to support interventions and approaches:

  • Participate in working groups, inter-agency task forces and academic conferences that focus on protection to improve practice, shape policies and build new and innovative approaches on relevant issues.
  • Present IRC research findings across contexts and relevant conferences
  • Help country programs in crafting/implementing research on the impact of PRoL projects developed in-country

 Strategy and Tool Development:

  • Work with members in the VPRU team towards achieving the unit’s strategic priorities, including the development and roll-out of VPRU programming models in selected country programs
  • Support the thinking and development of new program areas or approaches for the team within VPRU, including for access to justice/legal empowerment programming

Internal: Regular communication with education, violence prevention and response, health, economic recovery & development, governance, research, evaluation and learning, and gender, equality and diversity and inclusion technical teams. Interacts with IRC internal departments, including business development, external relations and advocacy, to keep them informed of program activities.

External: Serve as IRC program representative in outside regional meetings and global meetings and academic forums with donors, other non-governmental organizations, inter-agency groups and foundations.

Job Qualifications:

Education: Master’s/post-graduate degree in international law, human rights law, international development or relevant field or equivalent combination of education and experience is required.

Work Experience:

A minimum of 5 years in implementing and/or leading Protection & Rule of Law programs is required, preferably within a humanitarian, international development setting. Experience in technical tools and materials development, proposal development, monitoring and evaluation, and research. Experience in strategy development and working across sectors or fields.

Coordinator, Learning & Development

Major Responsibilities:

  • Building and regularly updating mutual learning, capacity sharing and capacity development strategy and system for the network. That is functional to Thematic- Members Engagement- Evidence- Standards &Practice Teams and INEE Network Spaces.
  • Crafting and facilitating regular quality professional development, mutual learning, capacity sharing and capacity development opportunities for INEE members, partners and Education practitioners
  • Coordinate with INEE members to strengthen and harmonize mutual learning, capacity sharing and capacity development practices in the sector, in line with the EIE Competency Framework
  • Harmonizing and updating quality EIE tools and resources
  • Coordinate INEE’s work on teacher support,and the Teachers in Crisis Contexts group (TiCC).

Education Research & Innovation Manager

The Education Research & Innovation Manager will be an integral part of the Airbel team and will work collaboratively with global partners, the Education Technical Unit (TU) and country teams at various stages of innovation and research and support operational and administrative activities.

We are looking for a self-motivated, highly organized individual with an eye for detail to support an exciting new education program in Bangladesh, Colombia and Nigeria, scope existing education solutions globally and support education GRIP projects.

The successful candidate will work directly with the Education GRIP Lead and Delivery Advisor on projects across the GRIP portfolio and document relevant innovation processes. You must thrive in a fast paced, collaborative and flexible working environment. Experience of working in cross-functional teams is essential.

MEAL Specialist

Major Responsibilities:

  • Collaborate with regional teams (Regional Measurement Advisors and Regional Technology Senior Specialists) and Technical Advisors to support implementation of the PID, including but not limited to training and metadata quality control across deployment countries.
  • Analyze existing guidance for gaps and support the development of communication materials appealing to diverse audiences across the organization including trainings, case studies, blogs, etc. to socialize and improve PID uptake.
  • Track deployments and establish a system for organizing and documenting feedback and decisions to support development of new requirements and a future roadmap.
  • Support alignment between IRC’s standard Core Indicators and the PID by collaborating with the technical units to define data elements to be used in both.
  • Other measurement unit responsibilities as mutually agreed.

Job Requirements:

Education and Work Experience:

  • A bachelor’s degree in social sciences, development studies, monitoring and evaluation, business or other relevant field.
  • At least 4 years of professional experience, including program support, monitoring and evaluation and technology implementation roles in humanitarian/development projects in low resources contexts.

Demonstrated Skills and Competencies:

  • Understanding of program monitoring, and experience with collection and analysis of output, process and outcome indicators.
  • Experience with data analysis and visualization, in Excel, Power BI, Tableau or similar.
  • Excellent organizational and written and spoken communication skills.
  • Ability to learn fast and work independently in a culturally diverse environment, listen and respond sensitively to different communication styles, and work through change in a proactive and positive manner.
