Child Accountability Specialist

Job Overview / Summary

  • The Child Accountability Specialist is embedded in a project team and is responsible to lead implementation of a BHA funded project geared towards accountability to children and inclusion of adolescent girls with intellectual disabilities in humanitarian action.. They work collaboratively with Child Protection, Women’s Protection and Empowerment (WPE) and Inclusion colleagues in the Violence Prevention and Response Technical Unit and the Client Responsiveness team (Measurement Unit) to identify technical approaches towards accountability to children develop practical tools to strengthen the capacity of humanitarian actors to integrate accountability to children and participation in their AAP systems and hence, institutionalise Client-Centred Programming and promote Client Responsiveness goals for men and women, boys and girls and integrate disability inclusion .

Key Accountabilities
Lead implementation of the “Inclusive and Accountable” two-year BHA project

  • Ensure the planning and the management of the Inclusive and Accountable project and be responsible for the of the successful delivery project.
  • Ensure smooth management and integration of project work plans and budgets (budget forecasting, development of spending plans and budget follow-up), timely recruitment, and accurate reporting.
  • Support project research study and lead development practical modules on child accountability and participation.
  • Coordinate the logistic and administrative organization of the project activities and workshops and events
  • Lead in-country workshops with children and youth-led organizations
  • Organize and oversee the monitoring for the project as per the M&E plan, AAP plan and indicators specified in the technical narrative (incl. tools for data collection, indicator tracking, and analysis)
  • Lead on coordination and liaison with Client Responsiveness team, internal and external stakeholders to ensure timely high-quality reporting to BHA throughout project implementation and close out
  • Develop and submit project activity and donors’ reports in a timely manner.
  • Manage consultancies associated with project deliverables

Coordinate internal and external communication and uptake of project findings and products

  • Actively represent IRC in the Accountability advisory group of the Alliance including co-leading specific tasks
  • Convene and facilitate the Project Advisory Committee meetings, with specific focus on the child-led/youth-led organizations from protection and non-protection sectors.
  • Regularly communicate with internal and external project stakeholders.Develop communication briefs, updates and learnings to internal and external dissemination.
  • Facilitate the dissemination of the products and learning generated through this project through inter-agency networks and national and international organizations.
  • Collect and share learning from country programs in the form of case studies, reports, briefing notes and blogs.

Key Working Relationships

  • The Child Accountability Specialist -Children reports into VPRU Snr. CP Technical Advisor and works closely with the Client Responsiveness team, Child Protection technical advisor, Child Protection Researcher, Snr Senior Adolescent Girls Specialist and Inclusion adviser.
  • Internally, the post holder works closely with BHA project team, VPRU and Measurement Unit and Country Programs that participate in project implementation
  • Externally, the post holder will represent IRC in the Accountability to children advisory group of the Alliance, AAP networks, and develop strategic relationships with peer agencies working on related thematic areas, child/youth led organisations, inclusion actors, specialist think tanks and consultancies, and relevant network bodies.

Job Requirements
Work experience:

  • A minimum of 6 years of professional experience designing, implementing and supporting Accountability to children in humanitarian action or Accountability to Affected Population within Humanitarian and/or Development programs with child protection actors
  • A proven track record with at least 3 years of experience working in developing, fragile and conflict affected countries with Children
  • Prior experience providing technical advisory support and trainings, remote and face to face
  • Experience working with local organisations and child/youth led organisations
  • Experience in working across sectors or disciplines
  • Experience with participatory approached, data management, visualization and interpretation is a strong asset

  • Education: Master’s/post-graduate degree in public administration, public policy, political science, international development, economics, statistics or other relevant field.
  • Language Skills: Fluency in English is required, working knowledge of Arabic, French or Spanish is strongly preferred.

Senior Director of Research

  • The Senior Director of Research will lead the organizational vision for conducting research to improve impact and scale across IRC programs and influence the humanitarian sector to uptake research results and findings. They will continue to build organizational capacity and systems for research, drive ambitious research agendas across IRC technical sectors, and lead research teams and projects to answer the most pressing questions to improve humanitarian impact and scale.

Major Responsibilities
Oversee research agendas and manage teams to deliver high quality research.

  • Refine and oversee technical research agendas with IRC technical units driving towards improving IRC impact, equity, influence and scale across outcomes.
  • Lead high performing research teams to develop research projects and deliver on ambitious workplans to carry out research agendas.
  • Oversee workforce planning to deliver the research agendas and proactively identify and fill staffing gaps where needed.
  • Cultivate and support passionate team members, creating a space of belonging, professional development, and research excellence across a geographically dispersed team.
  • Oversee community of practice for research across IRC countries

Build and support data science team. Strengthen organizational systems to carry out high quality, ethical analysis.

  • Support country and regional program teams to streamline and carry out high quality data collection for research priorities.
  • Strengthen and continuously improve our research systems, including standards and support for high quality data collection, cleaning, coding, analysis, writing and dissemination, including to participants and communities involved in research.
  • Strengthen systems for data storage, cleaning, sharing and analysis, as well as for version control and reproducibility.
  • Serve as IRC’s Institutional Review Board Chair. Support teams to maintain high ethical standards in research.

Develop strong partnerships and represent research internally and externally.

  • Develop and maintain effective partnerships for research priorities at country, regional and global level that will amplify IRC’s ability to generate evidence and influence targeted policy and practice.
  • Present, publish and represent IRC research and innovation at events and meetings to influence key stakeholders.

Fundraise and ensure strong financial management of research team

  • Raise funds needed to support IRC’s research agenda and research systems
  • Oversee budgets and the financial health of research teams, initiatives and projects. Identify and communicate gaps or concerns in a timely manner, and proactively seek out viable solutions.

Job Requirements
Education: Ph.D. in field related to development and humanitarian intervention (e.g., economics, epidemiology, political science)
Work Experience: 10+ years in research, with significant experience in humanitarian or development contexts
Demonstrated Skills And Competencies

  • Extensive experience in designing research and managing research teams in low resource environments.
  • Fluency in translating the use of empirical evidence to support technical and implementing teams to know what works best to achieve meaningful results for people.
  • Demonstrated success in business development for research projects with public and private donors.
  • Experience developing and driving research strategy and learning agendas across a large, complex international organization.
  • Strong record of publication and authorship/co-authorship of peer-reviewed articles.
  • An existing and strong professional network in humanitarian and development research communities.
  • Very strong leadership and management competencies including the ability to bring people from divers backgrounds along with a stated vision and strategy, and capacity to communicate effectively with IRC leadership, technical peers, and colleagues in fundraising, communications and advocacy.
  • Excellent public speaking and writing skills.

Language Skills: Fluency in English is required; Proficiency in French, Arabic or Spanish is a plus.

Finance Assistant

Job Summary:

  • Finance Assistant will be responsible for ensuring IRC systems and procedures of internal controls are followed when committing financial transactions in integra-Data system and ensuring correct financial dimensions are correctly used and adequate cash is available to implement the program activities.

Key Responsibilities:

  • Ensure that all cash payments are fully supported and are authorized at set limits as per IRC Kenya delineation chart before disbursement.
  • Prepare the Invoice Journal and payment journal and submit to workflow for Finance Manager approval and ensure the same are posted into integra system after approval.
  • Manage integra data entry for accounts payable and accounts receivable by ensuring the information are accurate and the correct financial dimensions are used before processing.
  • Monitor and track cash advanced to program and support staff on monthly basis and ensuring timely liquidation of advances by preparation of liquidation journal to be reviewed by finance Manager.
  • Responsible for preparation of taxation schedule for per-diem paid to staff every Month and submit to Finance Officer for review and approval before submission to Nairobi for payroll deduction by 14th of every Month.
  • Monitor and track all vendor invoices submitted to Finance and ensure they met the 3-way match before processing the invoice journal. Ensure that the vendor invoices are processed on timely manner.
  • Responsible for preparation of Journal for all cash received or deposited into bank account and submit to the workflow for approval.
  • Ensuring that vendors payments journals are settled in a timely manner.
  • Responsible for preparation of bank reconciliation statement on a bi-weekly basis for field bank account and any discrepancies are brought to attention of Finance Officer or Finance Manager.
  • Maintain an organized and well documented Filing folder for invoice journals and payments journals in sequential filing system for easy retrieval and ensure that Invoice / Payment Journals are well supported with relevant original documentations.
  • Support in retrieval of documentation during the auditing and verification of financial documents as requested by Donor/auditors.
  • Carrying out finance officer duties in his absence.
  • Any other duties as may be assigned by supervisor.

  • Knowledge of Excel and ERP system an added advantage.
  • Working knowledge of accounting software such as Microsoft 365 a plus
  • Ability to work under pressure and meet deadlines and be well organized.
  • Ability to carry out work with a high degree of integrity and maintain confidentiality.

  • Be adaptable and flexible with a view to taking on board new tasks and new assignments in due course.
  • Minimum CPA II qualification or University degree.
  • At least 1year of finance and accounting experience in a similar post.
