Monitoring, Evaluation and Learning (MEL) Manager – Cash Consortium of Sudan (CCS)

General Position Summary 

The MEL Manager is a core member of the CCS Secretariat team. The MEL Manager will manage the CCS MEL technical team and lead the national MEL focal points from each partner organization. They will support the implementation of the monitoring, evaluation and learning plan of CCS’ activities, cultivating a strong learning culture, and providing leadership and strategic direction to the MEL staff of the consortium’s partner INGOs and NGOs. They will be a hands-on manager that leads the design, management, and adaptation of the Consortium’s MEL system based on the needs of the context, collective learning, adaptability and security of implementation, capacity building of local staff and the imperative to serve the communities most affected by the crisis.

The MEL Manager is responsible for ensuring compliance with the minimum standards of the consortium’s donors and partners regarding data quality through ongoing training, supervision of regular monitoring activities, conducting periodic Data Quality Assessments (DQAs), and constantly updating and improving the entire Data Management System and data collection tools for all CCS activities. They should collaborate with HQ Data Automation Team, CCS MEL Technology Coordinator, and partners’ programmatic/MEL teams to ensure that data needs are clearly addressed in the MEL system, and MEL reports articulate the need for data for the various stakeholders.

They will initiate, design, lead and co-lead program learning activities, including pause and reflection, performance and progress reviews, peer to peer learning and others, to promote use of data for program adaptation and decision making. They will identify opportunities for deeper learning, and working closely with the program team, initiate evaluations, documentation, case studies and other forms of documentation to support knowledge generation and sharing. They will be responsible for ensuring timely internal and external reporting of the program data, including Mercy Corps’ annual participant count, Strategy Results Measurement requirements, TolaData and donor reports.

The MEL Manager will directly supervise the CCS MEL Technology Coordinator and MEL Officer, also supporting the team and local partner MEL staff with adequate professional development opportunities such as training on MEL and MEL technologies, onboarding, performance management.

Essential Job Responsibilities 

STRATEGIC LEADERSHIP

  • Provide strategic leadership in the technical and analytical aspects of the program.
  • Lead technical MEL cooperation and coordination with key program partners and counterparts.
  • Lead implementation of the MEL plan, Learning Plan, MEL Technologies plan and ensure that key program deliverables are adequately reflected in the program implementation plan. 
  • Set a strategic direction for the MEL component of the program within CCS’ partner teams, clarify the direction and priorities. 
  • Implement and lead the MEL system and analysis plan to produce statistics and tables to ensure that results are meaningfully incorporated into the design of implementation plans, promoting evidence-based programming.
  • Develop, roll out and monitor the implementation of the CCS Learning Agenda aligned with the partners learning priorities. 
  • Work closely with the Research Coordinator during program-related research procurement, development of research SoWs and other steps as necessary.   
  • Participate as a member of the consortium’s Secretariat Team in strategy and planning meetings with partners and donors. 
  • Lead periodic meetings with partner MEL focal points to review progress, needs and strategies for the consortium and to interpret and present performance to program management.
  • Participate in inter-agency meetings to ensure coordination, including the Cash Working Group, JMMI and other key stakeholders to share best practices and harmonize tools.
  • Lead and support fit-for-purpose data visualizations and reporting.  
  • Coordinate consortium level MEL and Learning events and deliverables throughout the life of the program. 
  • Provide support to program managers to review MEL budgets, BVAs and ensure appropriate levels of resourcing for MEL Deliverables, if needed.

MEL DATA SYSTEMS 

  • Lead the maintenance and adjustment of the MEL system and support donor and internal reporting efforts (such as participant counts, TolaData, Strategy Outcome Measurement and others). 
  • Develop, streamline and standardize consortium level MEL systems, tools, and data collection processes – using the  MEL technologies suite to guide the selection of the tools, data storage and data visualization best practices.
  • Lead information management and quality control of program data, with the objective of ensuring the technical quality of all consortium’s MEL activities. Including conducting periodic Data Quality Audits to ensure that the MEL system meets the data privacy and quality requirements of Mercy Corps, partners, and donors. 
  • Supervise and coordinate data quality, indicator management and compliance with the program’s technical standards, as well as the management of verification sources and other monitoring resources to produce reports for CCS donor and other management reports to headquarters and partner organizations. In addition, to provide accountability to program participants.
  • Develop and ensure that the Consortium is using Standard Operating Procedures for mobile technologies, CommCare, Azure and TolaData. 
  • Deliver and support the delivery of training and coaching for program and MEL staff on how to use those tools effectively. 
  • Ensure that MC internal reporting system TolaData is routinely updated and check the quality of program evidence linked to the system. 
  • Coordinate the deduplication process within the Cash Working Group, as the CCS technical focal point and decision-maker. 
  • Ensure information sharing practices on a monthly basis and on behalf of the Consortium to humanitarian coordination groups for sector-wide monitoring (e.g., 4Ws, JMMI rounds conducted by REACH, Food Security Analysis Conducted by FEWS NET, among others).
  • Request and procure access to technologies for data analysis as needed, for example R, STATA, MAXQDA, GIS and others, working closely with the country, regional and HQ MEL leads. 
  • Ensure that program data is accessible to all Mercy Corps and partners’ staff members at the time when they need, in formats that are usable, useful, and understandable to the end users. 
  • Ensure quality remote monitoring practices are used in instances where in-person monitoring is not possible for MC teammates or enumerators. 
  • Oversee all CCS monitoring and evaluation activities, including, but not limited to, monitoring program quality and impact, providing technical support for the development of multidisciplinary monitoring and evaluation tools and systems, strategic capacity building, and ensuring that information collected is accurate and communicated to internal and external audiences. Present the program performance and progress during the program leadership meetings, report on progress, challenges, gaps and guide the discussions on necessary adaptations within the program. 
  • Where possible, conduct follow-up, verification, and accountability visits to program  activities to provide technical advice and training.

PROGRAM LEARNING

  • Facilitate and conduct periodic pause and reflection sessions on program progress at individual partner and consortium levels, synthesize program learning, disseminate to intended stakeholders within and outside Mercy Corps. 
  • Develop knowledge products that allow triangulation and deeper analysis of the  data collected, such as vulnerability analysis, post-distribution monitoring, indicator reports, goals, results, and objectives, to inform the donors, to influence political and cooperation scenarios and to make programmatic decisions.
  • Facilitate the documentation of best practices, work with the CCS and MEL teams to ensure they are appropriately documented and disseminated within Mercy Corps and across partners. 
  • Where able to, regularly conduct project site visits to provide hands-on training on how to capture and organize information for accurate documentation and use of data for decision making, report and dissemination.

TEAM MANAGEMENT 

  • In strong collaboration with the Consortium Director, create a work environment that fosters professional growth and the development of excellent staff at all levels.
  • Supervise assigned CCS MEL team members, clarify roles and responsibilities and the expected levels of coordination across various partners and teams. Manage the team to ensure a healthy work environment. 
  • Contribute to team building efforts and ensure the integration of all team members in relevant decision-making processes.
  • Develop coordination and collaborative learning strategies between the MEL teams of the consortium partners and other relevant agencies for program implementation and capacity building related to CVA.
  • Work with the country MEL Manager to ensure that the MEL team members are engaged in ongoing capacity building efforts, including MEL tech training, monthly MEL learning events and others.   • Maintain regular contact, and participate in internal CoPs and other MEL communities, sharing Consortium’s best practices, and identifying opportunities for relevant pilots to be conducted.

KNOWLEDGE AND EXPERIENCE  

  • Education: BA/S or equivalent, degree or equivalent in development studies, computer science, business administration, statistics, economics, social sciences, monitoring and evaluation, project management or other relevant field required.  
  • In-Country Experience: A minimum of five (5) years of work experience, at least three (3) years of specific experience in the areas of program development and monitoring and evaluation in emergency, transition, and development programs with international cooperation, including relevant experience building and managing complex MEL systems and teams. Relevant experience supervising data collection and data validation exercises and building staff capacity.   
  • Knowledge of key donors: A minimum of three (3) years of experience in monitoring and evaluation management for international development programs; ECHO, USAID/BHA, SDC, FCDO or other donors, preferred. 
  • Knowledge of thematic areas: Experience in conducting MEL activities for CVA programs and diverse sectors including food security, water security, economic empowerment and peace and governance is required.   • Knowledge of mobile technologies: A high degree of computer literacy is required. Knowledge and prior significant experience of using MEL technologies: CommCare for data collection, PowerBI for data visualization and reporting.  Strong qualitative and quantitative data analysis skills and knowledge.  Demonstrated understanding of intermediate statistics and ability to summarize and make predictions from multiple data sets: power user with Excel; experience with statistical packages including STATA, R, or SPSS; prior experience of using a qualitative analysis package, Atlas.ti and MAXQDA is preferred. 
  • Knowledge of data analysis: The candidate needs to demonstrate knowledge of statistical analysis methods, as well as qualitative methods in order to succeed in this role. 
  • Knowledge of evaluation: Demonstrated academic and practical knowledge of various evaluation and study methodologies, including quantitative, mixed methods and qualitative methods. Prior experience with leading, commissioning and conducting complex studies will be a strong benefit to the applicant of this position.

Monitoring, Evaluation and Learning (MEL) Technology Coordinator – Cash Consortium of Sudan (CCS)

General Position Summary 

The CCS MEL Technology Coordinator will support the establishment and ongoing maintenance of a harmonized/standardized common data standards, data schema, and data collection tools that would be available for the entirety of the consortium. This includes creating interactive reporting infographics such as dashboards and other business intelligence solutions; establishing harmonized/standardized (but adaptable) questions/variable naming conventions, identifying data types/database schema to be able to establish a harmonized consortium MEL Microsoft Azure cloud database/infrastructure that is integratable with the Mercy Corps MEL Tech suite of tools (including  CommCare, Power BI). The MEL Technology Coordinator will also support the setup, piloting, customization, documentation/guidance, development and deployment of the CommCare data management system and data automation system (cleansing/processing/analytics through linkages between CommCare, Microsoft Azure and Microsoft Power BI).

The role will provide programmatic support to the MEL Manager and Consortium Director, leading information management and data quality control. It will also effectively assist the CCS MEL Manager in tracking indicators, processing data and establishing monitoring and evaluation practices with high quality standards.

The MEL Technology Coordinator is responsible for  the management, implementation and administration of the consortium’s Azure databases and will support the information sharing and analysis processes with other programs, organizations and institutions. They also inform the MEL Manager about early alerts related to compliance with minimum standards of monitoring, evaluation and data quality required by donors and partner organizations.

They will support the capacity building and mentoring strategy for the MEL staff of CCS partners on regular Monitoring, Evaluation and Learning activities. Additionally, will work with different team members globally across HQ (PaQ, TSU, HLR, T4D, IT) and with Mercy Corps country/regional program and MEL team members to establish and document the data standards/data schema, workflows and strategies related with MEL automation processes. 

Essential Job Responsibilities 

ESTABLISH HARMONIZED/STANDARDIZED DATA COLLECTION TOOLS, COMMON DATA STANDARDS

  • Maintain and develop the information system for the Cash Consortium of Sudan (CCS), including all data collection, transformation, visualization and security tools and processes with the objective of contributing to the continuous improvement of the consortium’s MEL activities.
  • Maintain harmonized/standardized data collection tools (XLS forms in CommCare) in collaboration with the CCS MEL Manager for the following program activity phases: Household Vulnerability Assessments; Participant Selection, Registration, Verification; Baseline/Endline; Cash Distributions (Households and Community Based Organizations); Post-Distribution Monitoring (PDM). 
  • Establish and maintain standardized Power BI Dashboards based on the developed standardized data collection tools.
  • Frequently review the CCS Data Management Plan, ensuring that it aligns with Mercy Corps and donor minimum standards.
  • Identify and align new questions, variables (and their data types), data naming conventions, and indicators across the different data collection forms from the above phases.
  • Facilitate the development and implementation of CCS-specific technology solutions to improve collaboration, coordination and team performance.

PROGRAM MANAGEMENT

  • Lead the information management and regular quality control of program data, with the objective of ensuring the technical quality of all consortium M&E activities. This includes coordinating on partners on case management in the consortium’s data management system.
  • Facilitate and promote the analysis of results and follow-up of program management through innovative statistical and communication tools and identify gaps in the technical capacities of the monitoring and evaluation teams and propose plans for improvement and capacity building.
  • Assist in processing data for ECHO and other internal reports, and help prepare the Consortium team for presentations to high-level stakeholders.
  • Contribute to the CCS MEL strategy, in actions such as technical strengthening of field teams and inter-organizational coordination, promoting the use of best practices and compliance with MEL procedures designed in the consortium. 

ESTABLISH, TEST, AND IMPLEMENT AUTOMATED AZURE DATA INFRASTRUCTURE

  • Establish, maintain, and improve Microsoft Azure data architecture and data processing pipelines, including the use of Azure Data Factory, Logic Apps, Azure Data Lake Storage, Azure SQL DB, Azure Synapse
  • Develop, maintain, and improve data connections between key CCS data sources (e.g. CommCare, Excel, SharePoint, Google Drive) and the established Microsoft Azure data architecture environment using available Azure tools.
  • Implement, maintain, and actively monitor the servers, virtual machines, applications, and software of the Azure data platform.
  • Ensure and maintain a high level of data protection, security and confidentiality of the data platform to prevent unauthorized access.
  • Follow processes and maintain version control over the code assets within the Microsoft Azure data platform and GitHub repositories.
  • Engage with data analysts, visualization/BI developers, data scientists to prep datasets for data analysis and visualization.
  • Work with Mercy Corps PaQ/MEL, IT, T4D team members as well as Microsoft Cloud data and infrastructure architects to ensure harmonized data collection tools and schema are properly deployed into effective automated data pipelines/data architecture in Microsoft Azure. 
  • Run tests and oversee pilot implementation of the dataflows and architecture (in a participatory manner) as necessary. 

TECHNICAL SUPPORT TO CCS MEL TEAMS

  • Engage teams to provide feedback/learnings on needed improvements to the harmonized/standardized data collection tools/data standards.
  • Engage CCS MEL teams to gather feedback/learnings on the automated Azure data pipelines/infrastructure.
  • Provide support to CCS MEL teams in person and/or remotely to support the use of the consortium’s technology tools, with the objective of enabling them to internally troubleshoot issues.
  • Generate and share with CCS partners regular reports associated with deduplication purposes, data quality management, case management, field team performance, etc.
  • Manage CommCare data systems and CCS databases related to indicator compliance and duplicate management.
  • Closely document IT/database/development processes associated with CCS MEL Plan and Analysis plan, including regular Monitoring and Evaluation procedures as well as automation tools like Microsoft Azure architecture.

DATA AGGREGATION AND ANALYSIS

  • With supervision from the CCS MEL Manager and in coordination with the partners MEL teams, identify data analysis processes for the harmonized/standardized data collection tools/variables.
  • Identify what components/data is needed in order to conduct effective aggregate analysis of harmonized/standardized data variables.
  • Where appropriate/applicable, conduct aggregate data analysis of the harmonized/standardized data variables.

AGENCY COORDINATION & REPRESENTATION

  • Engage with external agency stakeholders on harmonized/standardized common data standards and schemas across like-sector programs
  • Engage with Microsoft Cloud Data and Solutions Architects to ensure the harmonized/standardized common data standards/schema are effectively built into the Microsoft Azure cloud data infrastructure.

Knowledge and Experience

Required

  • Bachelor’s degree and/or professional certification in engineering, IT, computer science,  economics, statistics, business administration, social sciences or related fields.
  • Minimum 5 years of demonstrated professional experience, and a minimum of 2 years of demonstrated professional experience in international relief and development with knowledge of relevant sectoral and/or operational areas. 
  • The ideal candidate could either be an IT professional with some experience of humanitarian / development work, or, an experienced MEL professional with some working knowledge of data science and/or data engineering.. 
  • Experience in development and implementation of information systems and primary data collection tools is mandatory. Experience of using statistical/programming software (such as STATA, R, Python, SQL) to establish data pipelines to extract, transform, load data between different data storage containers and analysis software is desirable. 
  • Demonstrated experience developing data collection tools using XLS Forms, or case management platforms such as SurveyCTO, CommCare, ActivityInfo
  • Demonstrated experience on harmonizing data collection tools across multiple programs/sectors. Solid concepts of database management and information analysis.
  • Demonstrated ability to critically evaluate data, identify errors and weaknesses, and conduct data cleaning and manipulation.
  • Experience with descriptive and inferential statistics and conducting aggregate data analysis (combining common data across different programs/datasets).
  • Experience facilitating technical training and consultations remotely and or in-person.
  • Experience working with an interdisciplinary team of diverse professionals (team members from different cultures – technical, and non-technical) to deliver a functional technical solution that improved business/program processes and decision making.
  • Proficiency with MS Office software (Outlook, Word, Excel, PowerPoint)
  • Ability to pick up technical skills in a variety of software platforms and applications through self-directed learning.

Monitoring, Evaluation and Learning (MEL) Officer – Cash Consortium of Sudan (CCS)

General Position Summary 

The CCS MEL Officer will support the CCS MEL Manager and the MEL focal points of each of the partner organizations in the routine implementation of the program’s MEL plan. 

In coordination with the MEL Technology Coordinator, develop regular tools and procedures to improve data management. They will manage multiple databases and periodic reports, address information requests, support reporting and meet Mercy Corps, CCS and donor standards. Additionally, he/she supports the management and administration of consortium databases, coordination and routine management of deduplication processes with CCS partners and other Cash Working Group (CWG) organizations.

The CCS MEL Officer will support the construction of strategic technical area tools such as data quality protocols, Standard Operating Procedures (SOPs) and information systems guidelines, among others. They provide regular troubleshooting support to partners and report on early warnings related to program goals and compliance with minimum MEL standards.

Essential Job Responsibilities 

STRATEGIC VISION

  • Manage statistics, Excel tables, graphs, simple random sampling calculations, strategy charts and program management tracking dashboards
  • Manage data systems in CommCare and CCS databases related to indicator compliance and duplicate management. 
  • Lead the de-duplication process ensuring that standards are implemented to avoid duplicate care within CCS, as well as serving as the focal point for the Secretariat team with other CWG organizations. 
  • Ensure that information is adequately shared with other organizations operating in the same geographic areas to develop synergies, avoid duplication of beneficiaries and maximize outreach and coverage of the needs of affected populations. 
  • Generate and share periodic referral reports for nutrition, health, protection and other services offered by partners in CCS intervention areas. Likewise, regularly follow up on the results of the referral process.
  • Support the development and creation of standard operating guidelines and processes to ensure compliance with Mercy Corps and donor standards related to program monitoring and evaluation.
  • Document the performance of the monitoring and evaluation processes under their responsibility and submit bi-monthly monitoring and evaluation reports to the Secretariat team.

TEAM MANAGEMENT

  • Support the training and capacity building processes of the program team, partner MEL focal points, enumerators and other team members involved in CCS’ implementation.
  • Support the CCS MEL Manager with calls and meeting notes with the MEL teams of the consortium partner organizations.
  • Regularly support the MEL teams of consortium partner organizations by developing tools and resources to improve performance and achieve objectives
  • Promote accountability, communicate expectations and provide constructive feedback formally and informally with regular one-on-one meetings and performance reviews.

ACCOUNTABILITY TO BENEFICIARIES 

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY

None. 

 SECURITY 

  • Ensure compliance with security procedures and policies as determined by country leadership.   
  • Proactively ensure that team members operate in a secure environment and are aware of policies. 

ACCOUNTABILITY 

Reports Directly To: CCS MEL Manager.

Works Directly With: CCS MEL Technology Coordinator and CCS partners’ MEL and programmatic national/local teams (including Mercy Corps Sudan MEL team). 

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring, and evaluation of our projects. 

KNOWLEDGE AND EXPERIENCE  

  • Professional in economics, statistics, business administration, social sciences or related fields.
  • A minimum of three (3) years of work experience, at least one (1) year of specific experience implementing Monitoring and Evaluation systems through qualitative and quantitative methods and basic database management.
  • Experience working for emergency, transition and development programs with international cooperation (ECHO, EU INTPA, SDC, USAID/BHA, BPRM, FCDO, GAC, United Nations, among others) is desirable.
  • Proficiency with MS Office software (Outlook, Word, Excel -advanced-, PowerPoint)
  • Experience in the design of primary data collection tools is mandatory (such as CommCare, Kobo, ONA, ODK etc).
  • Experience using tools for the development of interactive dashboards (Power BI, Tableau, Google Data Studio) is desirable.
