An officer at this grade will provide interpreting and translating services in NCPWD in a variety of settings and coordinate interpreting services and activities. The person in this position will serve as a Kenyan Sign Language interpreter;

Duties and responsibilities

  • Participate in planning and designing of the Sign Language interpretation services program.
  • Prepare and manage the annual interpreting budget, monitoring expenditures and costs against delivered and realized benefits as the program progresses.
  • Assist in coordinating the Kenyan Sign Language Communications Skills Training Program for NCPWD.
  • Assess Interpreter skills to ensure qualified interpreters are used in all NCPWD programs, thus enabling access to all NCPWD services to individuals who are Deaf, Deaf-blind or hard of hearing.
  • Coordinate scheduling and logistics of external interpreters needed by
  • NCPWD and other stakeholders.
  • Manage the National Sign Language Interpreters Database.
  • Coordinate day-to-day work schedules for SLI Assistant ‘I’ and ‘II’ and scheduling of external SLIs.
  • Assist in identifying training needs for Sign Language Interpreters.
  • Collaborate with stakeholders to build the capacity of service providers on interpreting services guidelines and to develop and monitor the implementation of Quality Standards Guidelines for Sign Language
  • Interpreting Services in NCPWD.
  • Assist in setting performance targets, monitor progress and appraise staff bi-annually
  • Coordinate the scheduling of interpreters to offer interpretation services in national and international celebrations.
  • Ensure the application of the international conferences interpreting guidelines are adhered to.
  • Collaborate with the management and other stakeholders to constitute technical working groups.
  • Collaborate with stakeholders to develop a certification system and tools for Sign Language Interpreters.
  • Coordinate stakeholder participation in the validation of the sign language interpreter framework, final policies, guidelines, and tools for NCPWD.
  • Collaborate with stakeholders to identify research areas.
  • Coordinate and participate in undertaking research on Sign Language interpreter services and deaf issues.
  • Spearhead the implementation of the research findings.
  • Prepare a report on implementation status.

Requirements for appointment

  • Bachelor’s Degree in the following disciplines; Communications, Sociology, Deaf studies, linguistics, or equivalent from a recognized institution;
  • Certificate in Computer Applications;
  • Must have served at least four (4) years of relevant experience;
  • Certification from a recognized Sign Language interpreter certification body.
  • Fulfill the requirements of Chapter 6 of the Constitution; if the applicant is shortlisted

ICT Officer

The officers are responsible for supporting the delivery of the ICT shared services, by realization of the Council’s plans and service outcomes, through the provision of expertise, advice and support in relation to ICT. This is the entry level for the graduate cadre. An officer at this level will work under the guidance and supervision of a senior officer.

Duties and Responsibilities

The duties and responsibilities of the officer will entail: –

  • Manage the network administration activities in liaison with Chief/Senior ICT Officer and end-users;
  • Implement and maintain of Telecommunication and Internet networks in adherence to established ICT standards;
  • Schedule a timetable of preventive maintenance and oversee the operations of helpdesk system;
  • Maintain optimal functioning of the electronic CCTV Security and user access control system for the office
  • Ensure reliable internet connectivity within the Council with minimal downtime by working closely with the internet service providers;
  • Prepare status and progress reports of the Information and Communication Technology network/hardware maintenance;
  • Participate in development of the Department’s Work plan and budget;
  • Prepare networks, electronic CCTV Security and user access control system reports on a scheduled basis; and
  • Participate in departmental and Committee meetings.

Supply Chain Management Officer

This is the entry level for this cadre for graduate employees. An officer at this level will work under guidance and supervision of a senior officer.

Functions

  • Source for goods, works and services as per the procurement law;
  • Raise purchase orders for goods and services for approval;
  • Liaise with suppliers to ensure timely delivery of goods and services;
  • Maintain and update a list of prequalified suppliers;
  • Assist in undertaking market surveys to ensure the Council obtains value for money;
  • Ensure safe custody of all procurements records; and (vii) Participate in the opening
  • Participate in the opening quotations;
  • Any other duty as may be assigned

Requirements for Appointment

For appointment to this grade, a candidate must have:-

  • Bachelor’s degree in Procurement & Supplies Management, Business Administration, or other relevant field from a recognized institution;
  • Member of professional body either KISM or CIPS;
  • Four (4) years relevant experience; and
