Urban Programme Lead (Re-Advertisement)

ABOUT THE ROLE
The primary objective of the role of the Urban Programme Development Lead, is to:

  • Provide leadership and technical support in the development of innovative sustainable urban programmes, with a particular focus on climate action programmes, youth and livelihoods etc. that have a lasting impact in the lives of children and youth.
  • Work directly with country office partners to realise urban program priorities in the MEESA Region.
  • To lead and support urban-focused external representation in the MEESA region- building collaborative external partnerships which can drive deeper impact and complementary expertise in urban contexts.
  • To support urban business development opportunities in partnership with PII offices in MEESA region where urban expertise and contributions of the Urban Hub are of value.
  • To work with Plan International Denmark and their country office partners who directly implement urban programs to provide any necessary technical or program management support.

ACCOUNTABILITIES AND MAIN WORK RESPONSIBILITIES

External Representation and Partnership Building in the MEESA region (50%)

  • In coordination with the Global Urban lead, represent Plan International in building strong partnerships with relevant organisations and build the profile of Plan International. This includes taking leadership on realisation of the priorities of the Plan – UN Habitat MoU and developing relations with the Africa Development Bank.
  • Actively explore and seek new partnerships which can complement Plan’s programs and expertise.
  • Support and contribute to business development in the area of urban programming, and assist in the formation of coalitions and consortiums in bids, particularly in the area of urban climate adaptation and resilience, youth leadership and economic empowerment.

Strategic Urban Leadership in the MEESA Region (20%)

  • Facilitate and build knowledge, support and collaborate in the MEESA region in the area of urban programming in thematic areas that include climate action, job creation for youth, youth engagement/ advocacy and urban development.
  • Provide direct support and technical advisory services to Country Office partners in the MEESA region in relation to key areas of urban expertise.
  • Work to assist and support the development of new urban tools and resources. Deliver training, mentoring and support to country office partners in the region.
  • Collaborate with other regions of Plan International, as needed to support urban programming and learning.

Program development and Technical Support of Plan Denmark – funded Urban youth-led climate adaptation programs (20%)

  • In coordination with Plan Denmark and relevant country offices take part in developing, managing and offering technical support on new youth-led urban climate adaptation programmes.
  • Contribute to and provide technical feedback on project reports, research pieces and evaluations of urban projects.
  • Provide technical review of bids where urban climate adaptation, resilience or other aspects of urban programming represents an integrated component of the bid, and / or review proposals from other technical teams, as relevant, to provide input and advice.
  • Collaborate with DNO’s Program Development Manager, on program development and business development where there is a need to do so.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (5%)

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential Knowledge & Skills

  • Bachelor’s degree in program development or equivalent with at least 5 years working in the international development sector, with an explicit focus on the area of resilience, job creation, youth, green jobs, climate change or urban programming

Senior Business Development Coordinator (Re-Advertisement)

ABOUT THE ROLE

  • Working under the overall direction of the Business Development Manager the Senior Business Development Coordinator (SBDC) will play a critical role in the development and realization of an ambitious business development country strategy. The role will support the BDM in market research, identification of emerging trends as well as coordinating specific end to end bid development, which may include but not be limited to synthesis of the opportunity, partner identification and managing of assigned proposal development teams and with a view to leading collaborative teams that promote winning proposals. Under the direction of the BDM, the incumbent will support the identification of new business development and identify new funding opportunities and ensure appropriate tracking of such bids in line with Plan International Kenya systems and standards and oversight for business development end to end business processes for bids as assigned.
  • The position requires the incumbent to have strong experience in partnership building as well as private sector engagement, undertake a wide range of assignments that compete for time and resources, think strategically and drive innovations as needed. The role involves a high degree of problem solving for project contexts and works with project teams to design to deliver results. The position requires an individual with the capability to work with a diverse range of individuals of different cultural contexts. The post holder will demonstrate the ability to problem solve, thinking strategically while introducing innovations as needed to meet the demands of a dynamic and sometimes unpredictable operating environment.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

Support in the development of opportunities such as proposals, concepts to donors (including institutional, corporate, multilateral, and, foundations, etc.) (40%)

  • Prepare and develop concept notes and other proposal write ups including proposals;
  • Monitor, document and highlight new business development to ensure that Plan Kenya is abreast of new opportunities in line with Plan Kenya’s strategic focus;
  • Support the effective tracking of opportunities on Plan Kenya corporate business development pipeline tracking tool on Plan’s Grant Management Tracking portal whilst ensuring accurate information on databases

Representation, Partnerships Engagement and Networking (10%)

  • Lead in strategic repositioning and build strategic partnerships for new resource mobilization and program development
  • Build a network of professional business contacts within Plan’s industry including negotiating partnership teaming arrangements, related budgets and other institutional arrangements with partners;
  • As delegated and under the direction of the Head of Business Development and Partnerships, represent Plan Kenya to donors and partners in line with the an agreed upon Country office response plan;
  • Attend forums and meetings (including Skype calls) with/or on behalf of the Head of Business Development and Partnerships to represent Plan that will advance its interests to improve its resource base;
  • Support to mobilize and setup network meetings between Plan Kenya, its partners, donors and other interested parties.

Project start-up and Contracting (10%)

  • Develop Fund Agreement Documents and monitor to ensure contracting is finalized between National Offices (NOs) and Plan Kenya;
  • Act as a liaison between Grants Department and Business Development Department to ensure there is a harmonized coordination between the departments especially during proposal development (including developing proposal budgets), contracting and hand over of contracted projects to the Program leadership and project staff;
  • As part of hand over processes, support in setting up new project start up workshops with the program team and designated project staff and other Plan International key staff.

Support a high performing team and ensure all relevant departments have the necessary knowledge and skills to acquire and implement sustainable grant funding (20%)

  • Identify staff training needs and Work together with the Head of Business Development to identify and coach Plan Kenya staff on grants acquisition to ensure there is a steady pool of staff to support the department in its fundraising efforts.
  • Participate in regular team meetings and contribute to the overall smooth operation of the department.
  • Support in the development of training materials for staff on Business Development and mentor staff in proposal development as needed;
  • Take an active role to develop and keep up to date on trends, issues, and solutions pertaining to Plan’s Areas of Distinctiveness

Support the roll out of YODA and its integration with business development processes (10%)

  • Perform YODA specific functions which include but are not limited to; creation of projects and grants in D365; tracking and updating the funding gap in D365, generating grant reports and supporting the D365-PMERL integration for projects and grants.

  • Bachelor’s degree equivalent practical experience, in interdisciplinary areas within human rights, international development and program leadership;
  • 7 years of demonstrable and relevant experience in managing multilateral and bilateral donor funded grants/contracts and other fund sources;

  • Experience in private sector engagement will be an added advantage;

Business Development Manager (Re-Advertisement)

ABOUT THE ROLE

  • Plan Kenya’s redefined strategy represents a strategic shift in focus; the Business Development Manager leads in ensuring optimal resourcing of the strategy and is responsible for identifying multiple and diverse sources of funding locally and internationally. As a member of the Plan Kenya extended Country Management Team, the Business Development Manager will help formulate, review and revise country business plans, as well as organisational strategies and priorities. S/he leads in the development of new business opportunities in order to generate resources for programme development. S/he will develop and/or review and steward the implementation of the Resource Mobilisation Strategy and ensure PIK’s strategic positioning with Plan International National Offices, partners and donors and maximise opportunities in line with the country strategy. S/he will represent Plan International Kenya at relevant forums and networks whenever appropriate as well and collaborate with colleagues to foster innovation and new product development for resourcing. The position holder will stay abreast of international development policies and best practices with particular attention to issues pertaining to climate change, gender equality, children and young people. S/he will work closely with the Director of Program Design and Business Development in identifying, nurturing and strengthening strategic partnerships with donors so as to advance our purpose in Kenya through resourcing of our Country Strategy.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

Strategic Leadership (15%)

  • Provide leadership in the design and implementation of the Resource Mobilisation strategy and drive the delivery of related key performance indicators;
  • Provide overall strategic Business Development oversight in aligning Plan Kenya’s Grants Funding Portfolio with programmes based on the Global Strategy and Plan Kenya’s five-year strategy (FY2022-FY2026);

  • Lead the phased roll out of the Local Fundraising Strategy with a priority focus on Corporates and Corporate Foundations.
  • Develop, in collaboration with the Technical Leads business cases and funding propositions to private sector
  • Engage selected private sector companies for relationship building and BD pursuits and target to have engagement MoUs with at least 3 for FY25
  • Support the Director of Program Design and Business Development and the team in strategic partnerships engagement targeted at prepositioning PIK as a GO-TO Agency for the Private Sector in Girl child and youth focused programming (Child Protection, Health -SRHR, Resilience and Youth Employability & Entrepreneurship).
  • Manage end-to – end business development processes (mapping, pitching ideas, bid development and project start up) for Private Sector Companies, Major Donors, Corporate and Philanthropic and other non-institutional funders.

Delivering a Healthy Funding Pipeline (20%)

  • Explore and diversify new business opportunities from institutional donors, corporates, and non-institutional donors by conducting donor analysis needed for business plan and contribute to Plan Kenya’s growth in line with the Country strategic plan;
  • Develop, review and regularly update Plan Kenya’s institutional donor opportunities and non-institutional donors mapping by theme, geographical coverage and priorities;
  • Work closely with relevant staff members in in the field and engage with the donors to further explore and negotiate on grants funding opportunities;
  • Lead the Country office in making informed decisions on ‘go’ or ‘no-go’ for emerging funding opportunities, as part of PIK Bid Pursuit and Capture Processes;
  • Drive the diversification of PIK’s funding portfolio whilst ensuring alignment with PIK’s five-year strategy.
  • Create and sustain relationships building and engagement all mapped NOs for entry into their markets for Mission Driven Private Sector Engagement supported by Products, Business Cases, Ideation and Co-creation mechanisms
  • Provide strategic blueprint for the development and implementation of partnerships with potential donors
  • Engage in and lead high-level representational role with the government, donors, partners and other stakeholders for overall organizational growth and sustainability;
  • Develop and maintain high quality working relationships with donors and counterparts from different parts of Plan and its partner organizations;

Bid Development (20%)

  • Play a coordinating role for the design of the Expression of Interests, concept notes and/or proposals as necessary, based on agreed actions with key stakeholders, including Plan Kenya Country Management Team, donors, Plan National offices,
  • Collaborate and participate in new programme development initiatives in collaboration with the Program development directorate and support readiness for market;
  • Provide strategic leadership to Senior Business Development Coordinators in development of concept notes and some full proposals based on capabilities and agreed actions and increase conversion rates through adoption of smart techniques that assure quality, strategic partnerships, positioning, etc.;
  • Lead in the development, writing and packaging of successful grant applications in different stages of grants development process, as necessary;
  • Ensure the implementation of relevant business development business processes to ensure streamlined bid development processes, including identifying related process gaps and mitigating accordingly;
  • Contribute to institutional learning by thoroughly documenting and sharing practices and sharing fitting practices on bid management, including leading on learnings from bids won and/or lost;

Capability Building and People Management (5%)

  • Provide overall vision, direction and coaching to the Business Development Team and enable collaboration, coordination, planning, prioritization;
  • Ensure the Business Development team is operating as a high-performing team and have clear accountability lines and Business processes;
  • Conduct performance management processes of direct reports on a continuous basis;

  • In collaboration with other members of CMT and Technical team develop and implement initiatives/programs that enhance internal capacity to generate new business at both country office and field level.

Financial Responsibility (5%)

  • Contribute to the coordination in the BD departmental budget preparation, consolidation, analysis and timely submission
  • Actively participate in new grants inception/launch and closeout workshops/meetings.
  • Provide support for timely project expenditures that are aligned to the budget (within permissible variance limits) and participate in budget reforecasting and reallocation exercises as required.
