Job Description/Requirements

Salaries and Remuneration Commission is an independent Commission established under Article 230 of the Constitution of Kenya 2010, with the mandate to set and regularly review the Remuneration and Benefits of all State Officers and to advise the National and County Governments on the Remuneration and Benefits of all other Public Officers. In carrying out its mandate, the Commission has to take into account the principles of; fiscal sustainability of the public compensation bill, attraction and retention of requisite skills for service delivery, productivity and performance, transparency, fairness, and equity.

The Commission seeks to recruit qualified and competent staff to fill the following vacant positions.

JOB DESCRIPTION FOR THE PRINCIPAL OFFICER, JOB EVALUATION, AND SALARY STRUCTURES

Job Purpose
This position is responsible for the execution of the Commission’s Strategy on job evaluation and salary structures to achieve equitable, affordable and fair remuneration in the public sector.

Key Responsibilities/ Duties / Tasks

1. Managerial / Supervisory Responsibilities

i. Oversee the preparation and review of technical papers and reports to ensure they conform to the required Standards;
ii. Initiate mechanisms to design, monitor and evaluate framework systems and tools for data analysis to enable the Commission to make remuneration decisions for the Public sector;
iii. Coordinate compensation surveys for the purpose of informing remuneration decisions;
iv. Provide technical input to the development and review of training curriculum for job evaluation;
v. Implement policies, procedures and manuals on Job Evaluation and Salary Structures;
vi. Implement departmental work plans and undertake continuous performance monitoring and reporting on the work plan activities;
vii. Oversee the implementation of Job Evaluation grading and salary structures recommendations;
viii. Guide provision of feedback to enhance business processes and initiate process improvement to achieve operational excellence;
ix. Draft and review job evaluation and remuneration guidelines;
x. Provide input into the departmental work plan and compile budget estimates to inform the departmental planning process;
xi. Lead the development and performance management of staff that report to the position for the achievement of both individual and departmental goals;
xii. Carry out training needs assessment and propose training programmes for departmental staff;
xiii. Mentor and coach staff that report to the position; and
xiv. Implement the departmental risk management framework, through identification and evaluation of risks and implications of all the departmental activities.

2. Operational Responsibilities / Tasks
i. Consolidate and analyze remuneration data from public institutions to enable the provision of advice to the Public Sector;
ii. Design remuneration structures for State and Public officers;
iii. Develop and maintain remuneration and grading structure data base for all Jobs in the Public Sector to ensure ease of retrieval, confidentiality and consistency;
iv. Review the analysis and recommendations made in the departmental technical papers/reports generated by senior analysts as part of the quality assessment process ;
v. Present technical reports to the relevant Commission’s Technical Committee;
vi. Coordinate remuneration reviews for all State Officers and make recommendations based on data collected and market practice;
vii. Carry out job evaluation exercises for both State and Public Officers and ensure successful implementation of the adopted recommendations;
viii. Train, sensitize and provide technical support to state and public sector institutions to build capacity in job evaluation;
ix. Review request for job evaluation reviews and re-evaluating cases as appropriate;
x. Maintain the job evaluation system that is used in the Public Sector;
xi. Train and provide technical support to public sector institutions to build capacity in job evaluation.
xii. Coordinate the analysis of remuneration benefits for all State and Public Officers to ensure rationalization and harmonization of remuneration structures;
xiii. Carry out salary surveys to provide benchmark salaries payable to public officers;
xiv. Prepare and submit departmental monthly, quarterly ,annual reports and provide status of ongoing programs to the head of department;
xv. Provide feedback to enhance business processes and initiate process improvement to achieve operational excellence; and
xvi. Develop individual work plans, monitor own performance and seek requisite support to ensure delivery of agreed targets.

7. Job Competencies (Knowledge, Experience and Attributes / Skills).
Academic qualifications

(i) Bachelor’s degree in Social Sciences (Economics, Statistics, Human Resources, Public Administration) or relevant field of study from a recognised university; and
(ii) Master’s degree in Social Sciences (Economics, Statistics, Human Resources, Public or Business Administration) or other relevant field from a recognised university is an added advantage.

Professional Qualifications /Membership to professional bodies
i. Relevant professional qualification; and
ii. Membership to a relevant professional body;

Previous relevant work experience required.
Relevant work experience of at least eight (8) years with four (4) years in a comparable position from a reputable organization.
