Water Supply & Provision Senior Manager

Primary Purpose

Primary Purpose:

The CWS Kenya Country Office Water Supply & Provision Senior Manager will design and lead programme strategies, systems, policy, tools, and ensure best practices are in place. The Manager will secure funding for project activity within the Resilience framework and strategy of CWS Africa.  The Manager will work closely with the Business Development Managers of Kenya Country Office and the Regional Business Development Manager to prepare project proposals and bids to submit to a variety of institutional and other donors.  The Manager will oversee the implementation of Water projects in Kenya, including meeting donor obligations and requirements.  The Manager will provide a range of advisory support, technical oversight, and capacity building for staff in water supply and provision.

The manager will also have a technical accountability to the global programme function, policy, strategy, and direction as determined. Collaborative working with colleagues within the wider regional program teams and Africa country team when requested.

Responsibilities

Essential Duties:

  1. Provide technical support to the Water Supply and Provision team at Kenya country level in accordance with the agreed CWS Global WASH strategy, and international and national standards.
  2. Maintain mapping of partners and donors relevant to the expansion of Water Supply & Provision programs and lead resource mobilization for WASH programming.
  3. In close coordination with the HQ Business Development Unit, leverage existing partnerships and strategically lead public and private resource mobilization.
  4. Responsible for ensuring compliance and adherence to CWS policies, guidance, and procedures in relation to the thematic area while contributing to the development of policies, strategies, tools, and new approaches with a focus on innovation and piloting.
  5. Work with finance team to develop institutional donors’ budgets and manage the budgets.
  6. Lead the development, adaptation, testing and mainstreaming of best/good practices in needs assessment, project design, implementation, M & E, and research in Water Supply & Provision programming.
  7. Ensure that lessons learning and research around program quality is carried out and used for program quality improvement in country programs and programs.
  8. Ensure effective and efficient program monitoring and reporting processes are in place and implemented for all program activities.
  9. Develop standards and procedures for the implementation of quality Water Supply & Provision infrastructure in Kenya, considering design processes, budgeting, contracts, works supervision, risk, and indemnity.
  10. Responsible for providing strategic advice and technical support and capacity building support to the Water Supply & Provision staff in CWS Kenya including partners on relevant core competency or cross-cutting issues.
  11. Contribute to strengthening the organization’s Emergency Response (ER) efforts through the further development of a roster of candidates for relevant roles; a repository of WASH technical resources for ER; an inventory / catalogue of WASH ER items etc.
  12. Ensure appropriate visibility at regional and country platforms and forums concerning Water Supply & Provision in humanitarian, transitional and development programming.
  13. Build the evidence of best/good practices and results of operational research CWS Africa and enable the team to present on local and global platforms.
  14. Lead the development of a Water Supply & Provision results database in collaboration with the technical advisors and M&E team.

Qualifications

Experience:

  • 8 years of paid relevant work experience is required.
  • Three (3) years of direct supervisory experience is required.
  • Extensive relevant experience in Water Supply & Provision program implementation at the field-and national and regional level in humanitarian contexts. 
  • Solid understanding of cross-cutting issues and related research agenda in Water Supply & Provision programs in humanitarian and development contexts. 
  • Ability to carry out critical analysis of needs, gaps, and opportunities in relation to assure delivery of quality programming.
  • Extensive experience with proposal development and budgeting to institutional donors

Business Development Senior Manager

Primary Purpose:

The Business Development Manager (BDM) will actively seek to grow the Kenya Country office income and will lead on key multi-country funding opportunities and partnerships as required and will support in providing strategic leadership to Country’s institutional resource mobilization. As a result, he/she will act as the main focal point for Kenya Country Office for Business Development by establishing and maintaining close relationships with institutional donor technical and senior staff, including USAID, BHA, Feed the Future, WFP, ECHO and UK AID and others. The BD Manager, working under the supervision of the Kenya Program Coordinator, will coordinate with the CWS Africa Regional Deputy Representative for Programs and the CWS HQ Business Development Unit and the HQ Technical Unit to identify and track funding and partnership opportunities in a systematic manner in pursuit of CWS funding strategies. The BD Manager will lead project proposal development writing and work with relevant finance staff to develop and finalize project budgets for submission.  In the event of humanitarian emergency, the BD Manager will work outside the normal role profile and be able to vary working hours accordingly.

The BD Manager will provide guidance and capacity building on new business development, actively track, and analyze project pipeline and portfolios, on planning for key must win new opportunities, and for ensuring well-coordinated and competitive proposal management processes are used.

The Kenya Country Office BD Manager will work collaboratively with counterparts in other CWS Africa Country Offices when called upon.

Responsibilities

Essential Duties:

  • Lead CWS Kenya resource mobilization initiative by writing winning project proposals for institutional funding in coordination with CWS Africa Regional Office and HQ BDU and HQ Technical Unit, and other stakeholders.
  • Develop and continuously review CWS Kenya fundraising and resource mobilization strategy in relation of to the strategic plan.
  • Familiarize with the CWS global fundraising and resource mobilization policies and guidelines.
  • Plan, execute, monitor, and evaluate fundraising activities leading to increased financial support for the CWS Kenya programs, and continuous learning to further develop and enhance these activities.
  • Track the periodic plan of action for fundraising and set annual fund-raising targets.
  • Collaborate with the Kenya Country Representative, program managers and other technical staff, to identify key funding gaps and potential funding sources the drafting of all proposal sections ensuring that all the pieces come together in a coherent, compliant with donor requirements, and in a winning manner.
  • Conduct research and identify new avenues for fundraising. This includes marketing CWS program methodologies to prospective donors and partner organizations.
  • Cultivate relationships with strategic partners, including technical advisors, researchers, and other professionals in support of CWS programming.
  • Continuously study market situation, carry out mapping of financial targets according to the CWS strategy and create opportunities for sustainability.
  • Establish a knowledge management system for fundraising in different levels of CWS.

Proposal Management

  • Coordinate program teams in all stages of pre-award functions (concept note/proposal development, planning, drafting, editing, coordinating with potential proposal partners, internal clearances, and submission of high value solicitation documents) and efficient transfer of approved awards to CWS Africa SMT and HQ BDU.

Capacity Strengthening & Knowledge Management

  • Developing a robust knowledge of ongoing trends and donor priorities
  • Compiling and Using Learning for Program Design & Resource Mobilization
  • Incorporating and institutionalizing learnings and best practices into program designs.
  • Leading and engaging in relevant key technical discussions within CWS Africa and with other partners.

Qualifications

Experience:

Resilience & Livelihoods Senior Manager

Primary Purpose

The CWS Resilience & Livelihoods program is an integrated programming approach to support basic human needs in the Arid and Semi-arid Lands (ASALs) of Kenya, with the safeguarding of livelihood and strengthening of community resilience. It is centered around addressing worsening poverty and vulnerability, supporting enhanced community resilience and social cohesion, addressing climatic vulnerability, and enabling the rehabilitation of infrastructure vital for basic human needs. The Resilience & Livelihood Program responds to the real and perceived water supply needs of communities through the work of the Kenya WASH Program Manager, and supports the creation of immediate sources of income, the development of Village Saving and Loan Associations, small businesses, and livelihood opportunities with particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. The CWS Kenya Resilience & Livelihoods Program is sensitive to continuously and emerging vulnerabilities of women and girls through social and economic empowerment.

The Resilience & Livelihood Programs Manager will lead in technical advice, guidance, and support to a wide range of program design.  The Manager will lead project proposal drafting, as well as project implementation with a focus on large and complex, layered, and sequenced project elements around integrated dry lands management, climate change adaptation and Agriculture livelihoods as alternatives to Pastoral pursuits in line with CWS program quality principles and standards, donor guidelines, and industry best practices. The Manager will be responsible for overall project management and for ensuring that project objectives are on track, which will require him/her to work constructively with the country team. The Manager will provide technical direction to project staff and partners in the areas of Resilience, according to the projects’ activities, and provide recommendation for improvements. In addition, the Manager will, on an on-going basis, assess current Resilience programming needs and write project proposals to secure funding for new projects from a range of donors.  The Manager will, from time to time, be directed to conduct all of these activities on short- or medium-term assignments in other CWS Africa Country Offices under the supervision of the respective host Country Representative.

  3. Develop and as appropriate, lead small innovation projects advancing CWS’ agenda in climate change adaptation and livelihoods.
  4. Work with finance team to develop institutional donors’ budgets and manage the budgets.
  5. Contribute to capacity strengthening initiatives in Resilience programming for staff and partner through coordination of development of learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching to CWS Kenya staff.
  6. Ensure that CWS Kenya is adequately represented in formal coordination activities including clusters, Resilience working groups, task force meetings and coordination meetings recognized by partners including local NGOs, INGOs and UN agencies.
  7. Supervise that all activities are critical to community needs and gender issues, promote the full and equal participation of women in all aspects and ensure that the Program is an opportunity for peace making, not community division.
  8. Development of work plans and budget management according to project outputs and results.

Responsibilities

ESSENTIAL DUTIES:

  • Provides transportation for the CWS staff and all visitors as guided.
  • Ensures relevant vehicle documents are up to date and well displayed which include inspection stickers, insurance certificates, speed governor stickers and any other.
  • Reviews vehicle performance and participates in replacement decisions.
  • Cleans and cares for official CWS Africa vehicles; Conducts regular checks of vehicles to ensure that they are mechanically sound and in good working condition and reports any problems noted to the Supervisor.
  • Ensures that the fuel level in each vehicle does not go below half tank.
  • Posts and collects mail, weighs and affixes the correct amount /number of stamps on letters and packages.

Regional HR Director for CWS Africa

Responsibilities

  • Lead the transition of HR management from regional/embedded within the RSC Africa Nairobi office to CWS country offices. 
  • Work with each CWS country office to develop a transition plan with clear timelines and benchmarks, and work with Regional Representative for Africa to monitor the implementation of these plans.
  • Develop and implement regional HR procedures, SOPs, guidelines and tools (to include country Employee Handbooks), when needed, in coordination with CWS HQ and the Regional Representative for Africa.
  • Bring transformative insight to advise country offices to effectively integrate CWS’ Relief, Development, and Protection (RDP) and Resettlement Support Center (RSC) programs’ HR needs into their country office operations.
  • Liaise regularly with CWS Headquarters to advance CWS-wide HR projects of strategic importance to CWS Africa, which enable RSC and country office HR teams to succeed, including:
    • The development and implementation of a nimble and effective salary structure that recognizes staff skills, experience, performance, and tenure with the organization.

Qualifications

Experience:

  • Ten (10) years management experience in an International NGO in a similar capacity.
  • Twenty (20) years HR Management experience in progressively advanced roles.
  • Proven experience working for global organizations; with a combination of experience in an overseas capacity and in a leadership capacity at HQ.

  • Defines and implements strategies to improve and maintain CWS Africa (region and countries) technical capacity. 
  • Ensure regional and country program staff have the technical skills and abilities to adequately implement their programs.
  • Develop and, in collaboration with country teams, lead the regional emergency and humanitarian response program rebuilding relationships, funding, and capacity in disaster/emergency response programs.

Programs leadership, Strategic Planning, and Regional Learning

  • Ensure effective project implementation and manage regional and program/project personnel to achieve the objectives agreed to in grants and contracts for the CWS regional program.
  • Define and implement the regional learning strategy (including program evaluation and research) and disseminate findings from CWS programs and projects. 
  • Oversee research design, methodology and dissemination of information needed to monitor and evaluate programs and projects.
  • Works with staff to develop program proposals, concept notes, and program reports, especially in response to new or emerging areas.
  • Works directly with partners to ensure outcomes in program implementation, reporting, and grant applications as needed.
  • Leads implementation of Regional work-plan.
  • Works with staff to complete regional priorities.
  • Supports research and field strengthening efforts.
  • Identifies opportunities for program growth and improvement.
  • Reviews and provides feedback on program documents.

Business Development and Fundraising

  • Develop and monitor the business development and program growth strategy of the region. 
  • Oversee the generation of concept papers, proposals and other information as needed for submission to donors and others for fundraising purposes, for regional, country and global audiences.
  • Solicit funds and in-kind donations from corporations, foundations, governmental organizations, multilateral, and bilateral agencies in the region.

Fund Development, Partnerships, and External Relations

  • Develops and manages the implementation of MOUs.
  • Supports ongoing partner relationships.
  • Represents CWS Africa with partners, governments, civil society organizations, and other stakeholders as needed.
  • Host or travel with constituent groups and visits.

Managing Staff

  • Supervises and supports regional staff, especially in areas regarding day-to-day operations.
  • Ensures well-being and care of regional staff.
  • Works with Regional Representative to ensure that relevant staff have up-to-date job descriptions, annual goals, and professional development plans.
  • Facilitates and organizes staff meetings.

Liaison with HQ

  • Serve as CWS focal point in Africa for emergency response, business development/fundraising, compliance, technical capacity and program development.

Qualifications

Experience: 

  • A minimum of fifteen (15) years of relevant experience working in international development, humanitarian and emergency response, with demonstrated supervisory experience.
  • Experience designing and implementing large scale, multiyear USG and other major institutional donor -funded development projects in the Greater Horn of Africa, and/or Central and Southern Africa countries required.
  • Experience working in large scale, sustainable development (Resilience in Arid & Semi-Arid Lands, Water Resource Development and Capture, Food Security, Ag Livelihoods), emergency response, refugees, migration, protection, gender inequality, and/or development and with a diverse population.
  • Experience supporting national civil society partners in for project/program activities.
  • Demonstrated experience and knowledge establishing systems and overseeing start-up under limited time constraints as well as program close-out.
  • Financial management experience, including budgeting, financial management (tracking, reporting, and accounting), and procurement.
  • Experience with activity design, development, and implementation.
  • Past representational experience with host governments at the Ministerial level, regional organizations including bi-laterals and other donors, and civil society.

Deputy Regional Representative -Administration

Primary Purpose

The Deputy Regional Representative, administration will oversee and monitor the transition of CWS Africa centralized administrative functions currently held by the CWS Nairobi RSC Administration units to existing (South Africa, Tanzania), emerging (Uganda, Rwanda), and newly opening CWS Country Offices (Kenya, West Africa, DRC plus additional expansion as confirmed) in Africa.  The position will be responsible for the administrative integration of CWS RSC and RDP portfolios.

This position will also represent both the Regional Representative and Country Representatives, if needed in case of leave of absence.

Responsibilities

General Oversight:

  • Responsible, in conjunction with Country Program leads, for oversight for all support services for CWS Country Office Operations, to include finance, administration, logistics, HR, procurement, property, IT and Security
  • To link with HQ in New York and help calibrate, develop capacity in balance between HQ, the Regional Office in Kenya, and multiple CWS Country Offices in Africa
  • Engage with the internal auditor for CWS Africa, as it relates, to ensuring all administrative functions across Africa are operating effectively, and with compliance. 
  • Support the regional administration leaders to set, implement and monitor work plans across the administrative functions.  

Administrative Function

  • Challenge the existing administrative implementation frameworks to ensure they support the effective integration of all CWS administrative functions across all Country Offices.
  • Develop, assist with implementation and monitor work plans to build the capacity of the administrative function at Country Office, to enable these departments to function with increasing independence from the CWS Regional office.
  • Support and supervise the establishment of common management practices across the Country offices. This will include:
  • Developing Minimum Operating Standards (MOS), in collaboration with CWS HQ, across procurement, IT, property, finance and HR, across all Country Offices.
  • Ensuring the MOS, as developed, are consistent with CWS HQ MOS, as they are developed.
    • Establishing benchmarks and dashboards to effectively manage adherence to the minimum operating standards.
    • Develop a reporting system to provide visibility for the management team for each standard. 
  • Responsible for reporting on the transfer of current centralized authority and capacity within the administrative function from regional HQ in Nairobi to the Country Offices. Reporting to be made to the Regional Representative for Africa and CWS HQ.

Compliance and Audit

  • Is available to Country Offices and CWS programs (RSC Africa and others) to assist Country Offices to establish or improve compliance systems, policies, and structures within each operating environment.
  • Identifies and assesses, in collaboration with the Internal Auditor and Program leadership, areas of significant compliance risk within the Country Office operations, and, with management, designing and implementing corrective action plans.

Team Development and Capacity building

  • Establish in partnership with Country Representatives, and to support through dotted line, matrix management approaches, administrative units or teams in each Country Office 
  • Build a pipeline of managers and leaders familiar with CWS programming and administrative policies
  • Oversee the development of the administrative functions across each Country Office and the regionally to serve as integrated administration for both RSC and RDP programs. 

Qualifications

Experience: 

  • Twelve (12) years experience, in an extensive administrative role, preferably in an INGO
  • Eight (8) years experience in a management role
  • Four (4) years experience in a senior management role, supervising managers with direct reports
  • Experience working with US Government funds, with responsibility for reporting in line with US Government funding rules and regulations
  • Experience working directly with US Government agency representatives and stakeholders.
