Project Coordinator – Inclusive Market Systems

Overall purpose of the role: 

  • Under the supervision of Head of Programs, the Inclusive Market Systems Coordinator will provide targeted and high-quality strategic guidance, capacity strengthening and technical leadership to DRC Kenya’s Market Systems and Economic Recovery portfolio, with the aim of promoting and reinforcing DRC Kenya and its local partners’ leadership and expertise in building self-reliance and resilience for conflict-, climate- and displacement-affected populations in Kenya and the wider region..

Duties & Responsibilities:
Technical Design and Strategy

  • Provide technical advice and quality assurance to the DRC Kenya team on application of Market Systems Approaches methodology and principles across the programme lifecycle including proposal design, sector selection, market systems analysis, intervention design and planning (sequencing, layering, integrating), partner identification and engagement strategy, facilitation, MEAL using theories of change and results chains, and adaptive management techniques. 
  • Lead the country team and DRC Kenya’s local partners in the planning and design of participatory Market Systems Approaches (including in support to basic needs, in close collaboration with the Emergency Coordinator) to deliver high-quality, needs-based, contextually-appropriate Economic Recovery programming on behalf of IDPS or refugees and their host communities.   
  • Collaborate closely with other technical leads within DRC Kenya as well as counterparts across the EAGL region (notably Humanitarian Disarmament and Peacebuilding, Protection, Climate Change / Environment, etc.) to explore options and maximise opportunities for integrated programming.
  • Contribute to the further strategic and programmatic development of DRC’s Economic Recovery portfolio in DRC Kenya,  and across DRC’s Response Framework (Responding to Emergency; Solutions to Displacement; Addressing Root Causes) to facilitate nexus programming through local actors and systems. This includes further defining DRC Kenya’s strategic niche in building the self-reliance of conflict- and displacement-affected populations in ASAL counties and urban areas through advanced and integrated livelihoods and financial inclusion interventions.

Capacity Strengthening of DRC staff and local partners

  • Identify technical and/or programmatic gaps and provide training, mentoring and capacity building as required, and specifically for DRC Kenya partners on the front line of programme delivery. 
  • Build capacity of partners and relevant DRC staff (including Operations staff) on their role in facilitating the application of MSA in programming to design advanced and modern marked-based program models for livelihoods, financial inclusion and food security interventions. This will include providing support / capacity building on:
  • appropriate proposal design, 
  • sector selection and participatory market systems analysis (appropriately selected for Response Framework e.g. EMMA for emergency response vs in-depth market systems analysis for durable solutions vs PCMA for crisis preparedness and resilience building / informing EPRPs)
  • modality due diligence and selection, intervention co-design and planning (sequencing, layering, integrating)  
  • local actor identification and engagement strategy, 
  • partnership and facilitation tactics 
  • MEAL using theories of change and results chains, and 
  • adaptive management techniques
  • Work collaboratively with Global Technical Support, HoP and HoSS to identify organisational readiness priorities to facilitate uptake of MSA 

Monitoring, Evaluation and Learning

  • Design and monitor economic recovery and livelihoods interventions for DRC Kenya, particularly including indicators for MSD and ways of measuring and tracking system level changes that are relevant for DRC’s target communities.
  • Technical monitoring of DRC and partner project implementation and hands on guidance about how to adapt their programming to the changing context and emerging risks and opportunities.
  • Ensure learning is captured and disseminated effectively across DRC and partner teams, both successes and failures and feedback from beneficiaries and other key stakeholders
  • Quality assurance & compliance: follow up and report on the implementation of project level M&E commitments as well as compliance with DRC’s minimum standards for Economic Recovery programming.

Partnership development and oversight

  • ToR development, selection and line management of technical consultancies and service providers for delivery of livelihoods and financial access project components for DRC Kenya, in compliance with DRC Kenya and donor regulations.
  • Exploration and development of new partnerships with local NGOs, private sector service providers and research organizations that can add value to DRC’s portfolio of existing and planned programmes in the inclusive markets sector.
  • Advise on opportunities and risks with respect to achieving programme outcomes through local actors engagement strategies e.g. direct delivery vs. partnership vs. facilitation

Other

  • Risk management: support organisational risk management related to MSA and for core Economic Recovery activities.
  • Any other duties as agreed with Head of Programmes

Technical Competence in at least three of the following domains (not all):

  • System vulnerability analysis or PCMA and system resilience (particularly being able to respond to displacement needs or mitigate risk of displacement due to climatic events and/or conflict)

  • Livestock value chain development: support to pastoralists to improve long term productivity and income from livestock through adaptation and switching to alternative livestock value chains.
  • Business development and SME start up / expansion: growth of grassroot businesses through access to financial services and linkages to private sector companies and investors.
  • Youth and women’s economic empowerment: supporting youth and women to acquire new skills and opportunities to generate independent income, particularly in displacement contexts and with an urban focus.

Experience and Knowledge 

  • A minimum of 2-3 years of experience in the humanitarian sector related with an NGO/United Nations or civil society organization.
  • Experience in quantitative and qualitative data analysis. 
  • Experience in using research methodologies and data collection tools.
  • Excellent drafting skills in English and experience in report writing different audiences.

Monitoring Evaluation Learning and Accountability Coordinator – HDP & Emergency

Overall purpose of the role: 

  • Under the supervision of Head of Programs, the Monitoring Evaluation Accountability and Learning Coordinator will Lead on MEAL activities for Emergency and HDP programs across the country operation

Duties & Responsibilities:
MEAL capacities and commitments

  • Apply and adapt DRC MEAL model and the relevant Building Blocks and guidance to the local circumstances and corresponding projects and programmes, in their area of responsibility.
  • Identify and plan for the human resources, financial resources, and time needed to carry out MEAL activities in their area of responsibility in line with DRC guidance.
  • Apply DRC guidance with regards to GDPR and data protection in their area of responsibility, specifically for MEAL related data. Liaise with relevant internal counterparts responsible for data protection. 

Results Monitoring and programme quality support

  • Engage in and support quality throughout Project Cycle Management, in line with DRC guidance and division of labour, accommodating external requirements and internal evidence needs, including the Global Results reporting. Specifically, coordinate development and adequate maintenance of MEAL plans, indicator tracking tools and other relevant tools for the area of responsibility.
  • Participate in and contribute to (as appropriate) project Kick-off meetings, Quarterly Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes.

  • Coordinate the design and implementation of accountability systems for DRC projects, and Community Feedback Mechanism more specifically, working closely with the Emergency Manager as well as the Humanitarian Disarmament & Peacebuilding Manager.
  • Build the capacity of staff to plan and implement effective accountability systems for the country programme.
  • Ensure actions are followed to up close the feedback loop and ensure all complaints are processed in a timely, safe and accountable manner.
  • When relevant, liaise with HQ, coordinate with CO management and support COs team during CHS certification audits, CHS self-assessment processes and follow-up to the improvement plan.

Evaluation, analysis and learning

  • Coordinate (as apropriate) the analysis, evaluation, and research for data-driven evidence and use in the area of responsibility.
  • Support utilisation of results for better planning and decision making; and share knowledge and learning for improved programming within DRC and beyond, within the area of responsibility.
  • Translate MEAL findings into organisational learning; plan and implement learning events and design appropriate learning products.
  • Regularly present the key MEAL findings and feedback to the supervisors, and when relevant to the Senior Management Team for further development.
  • Coordinate evaluations in compliance with DRC evaluation policy, from development of ToRs, to advising management on approval of final report, to dissemination of evaluation.

Experience and Knowledge 
Essential

  • Minimum 3 years of relevant work experience in monitoring, evaluation, accountability and learning of humanitarian or development and peacebuilding programmes.
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings and/or emergencies.
  • Proven experience in effectively working with a variety of donors’ requirements including ECHO, EU, DFAT, GIZ, OFDA and UN agencies (as required).
  • Strong understanding of monitoring, evaluation, accountability and learning principles and processes, including database management, reporting etc.
  • Demonstrated experience with DRC Core Sectors.
  • Proven understanding of mix-methods approach, research methodologies and the nature and use of evidence, including participatory methodologies.
  • Demonstrated understanding of Core Humanitarian Standards (CHS) and ability to apply accountability and ethical standards in everyday work.
  • Advanced skills in design, implementation and quality assurance throughout data collection process and specifically software, such as Kobo Toolbox, ODK, CommCare and others as relevant.
  • Very good skills in analysis frameworks, with data analysis for quantitative and qualitative data and communicating evidence.
  • Experience of working with or providing support to partners and/or a partnership model of working, when relevant.
  • Good skills in supporting organisational learning in programmes.
  • Proven facilitation and training skills with diverse audiences of NGO practitioners.

Project Manager – Multiple Project Management

Overall purpose of the role: 

  • The post-holder will provide leadership and day to day management, technical support and oversight of upcoming projects focused on self-reliance and socio-economic integration of host communities and refugees. The Project Manager will be responsible for coordinating the project across the consortium members and overseeing the day-to-day implementation of the DRC team to meet project goals. The PM will act as the main point of contact for the respective donors in consultation with the Head of Programmes (HoP) and directly supervise project staff in coordination with the DRC Area Manager including being responsible for managing the expectations of and relationships between all project partners, target population and stakeholders

Duties & Responsibilities:

Project Management, Development, Monitoring and Evaluation

  • Ensure the project is implemented in ways responsive to the beneficiary communities, donor compliance procedures and vision/mission of each of the partner organizations. This includes working closely with consortium members, national/local government, relevant stakeholders and community structures to successfully implement and strengthen local capacity.
  • Ensure that the project has appropriate monitoring, evaluation, accountability and learning systems established (including impact evaluation), and that the project reporting is delivered 
  • Ensure project activities are delivered according to the agreed project proposal and implementation plan, and that all activities and deliverables are completed within the agreed timeframe and budget, reports are submitted as per the agreed schedule and formats are fulfilled as specified in signed agreements.
  • Ensure work plans are regularly updated in collaboration with the project team, ensure project plans and project tracking tools are used by the project team, and monitor project activity implementation.
  • Ensure community participatory planning and targeting in line with project design and needs, and following donor compliance procedures.
  • Provide on-site support through frequent visits to all project sites.
  • Engage with the various technical staff from DRC and partners to facilitate support to the team.
  • Serves as the primary contact with respect to project implementation for the donor and strategic stakeholders.

Technical Expertise

  • Provide technical assistance to implementing teams in areas of self-reliance and financial inclusion, working alongside project partners, Regional Office technical coordinators and DRC Kenya colleagues
  • Provide support to MEAL teams in contextualizing tools, including the self-reliance index
  • Work with the Market Systems Development Manager to develop context-specific MSD approaches

Training & Capacity development

  • Identify training needs of team and explore options for meeting them.
  • Provide continuous technical support and mentorship for all project staff and partners in the project in order to develop their professional and technical competencies.
  • Ensure that minimum standards for project management and accountability are met.

Coordination & Partnership

  • Coordinate the day-to-day implementation of the project and ensure effective integration among the consortium members, with special attention for the specific needs and expectations of the project objectives/aims.
  • Along with the Partnership Coordinator and Support Team, support capacity development of partners – and ensure that appropriate oversight mechanisms are in place based on due diligence
  • Ensure proper communication mechanisms are in place to guarantee effective and timely communication between project staff and the consortium members and management.   
  • Participate in regular external stakeholder meetings, and maintain external relations with the relevant government agencies, and stakeholders across the project areas.
  • Ensure there is a system for networking and communication with relevant local government line departments, DRS (Department of Refugee Services), UNHCR, relevant actors, and community representation in the project areas. 
  • Promote collaboration and synergy between the consortium member project activities and similar projects, businesses and activities in the project areas. 
  • Promote a positive profile of the project and good understanding among other actors and communities about the project.
  • Develop and maintain strong working relationships with all stakeholders. 
  • Represent the project at interagency coordination meetings as well as other key stakeholder forums related to the sector.

Budget Management

  • The post holder will oversee the project budget responsible for budget monitoring, cash forecasting and BFU reviews while working closely with DRC and partners. Will oversee the project budget in order to maintain project expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements.
  • Track budget spending and ensure timely reviews of financial transactions and budget utilization every month.
  • Support team members to utilize financial planning tools, such as spending plans, procurement plans, and work-plans based on activities and budgets.
  • Work closely with the respective Area Programme and the Country Office team in budget drafting and revision processes as per identified/prioritized needs of the project.

Staff Management

  • Directly lead, manage and motivate the project staff and partners. Ensure that they have clear objectives and receive regular supervision and reviews. Develop a plan, and oversee management, of all project staff.
  • Ensure appropriate participation of staff in project management, day to day implementation and decision making, and escalating issues as per the consortium governance structure. 
  • Ensure project staff members attend and participate in weekly and monthly office management meetings as per schedule.
  • Ensure timely recruitment and replacement if the need arises of highly competent project staffs.
  • Monitor and provide objective feedback related to staff performance, including objective-setting, probation & performance evaluations to promote growth and development. 

Experience and Knowledge 

  • At least 5+ years of experience working in multi-donor-funded and/or multi-stakeholder projects or programmes managing self-reliance/MSD projects, preferably in refugee setting
  • Experience in developing MSD programming
  • Experienced and excellent demonstratable understanding of project cycle management.
  • Able to navigate between consortium members, their workstyles, and their agenda’s.
  • Experienced working with and implementing projects aimed at addressing challenges faced by displacement affected entrepreneurs to maintain and grow their businesses.
  • Experience in capacity-building staff, and in convening and facilitating trainings and workshops 
  • Excellent analytical and report-writing skills
  • Has excellent communication (spoken and written) and presentation skills
