Job Description

  • Duties and Responsibilities will entail:-
  • Driving a vehicle as authorized;
  • Carrying our routine checks on the vehicles cooling oil, electrical and brake systems, tyre pressure etc.;
  • Detecting malfunctioning of vehicles system;
  • Maintenance of work tickets for vehicles assigned;
  • Ensuring security and safety of the vehicle on and off the road;
  • Overseeing safety of the passengers and/or goods therein; and
  • Maintaining cleanliness of the vehicle.

Job Specification
For appointment to this grade, a candidate must: –

  • Have KCSE mean grade D(plain) or equivalent qualification
  • Have Valid driving license free from any current endorsements and valid for any of the classes of vehicles which the officer is required to drive;
  • Have Passed the Suitability Test for Drivers Grade I from the Ministry of Roads and Public Works;
  • Have First-Aid Certificate Course lasting not less than one (1) week from St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized institution;
  • Have Valid Certificate of Good Conduct from the Kenya police;
  • Have general computer knowledge; and
  • Fulfill the requirements of Chapter Six of the Constitution.

Work at this level will entail:

  • Ensuring that letters are appropriately filed and marked to action officers;
  • Controlling and opening of files and updating file index;
  • Ensuring security of information/files in the registry;
  • Up-dating and maintaining up-to-date file movement records; and
  • Ensuring the general cleanliness of the registry.

Job Description
Specific duties and responsibilities at this level will entail:

  • Licensing the film operators;
  • Maintaining the licensing registers;
  • Compiling the performance reports;
  • Assist the Senior in running the section;
  • Being in charge of the Unit and making daily operational decisions for the Unit;
  • Examining the film scripts and synopsis; and
  • Compiling customer feedback.

Job Description

Duties and responsibilities will entail:-

  • Processing payments;
  • Preparing and compiling financial reports;
  • Application of Generally Accepted Accounting Principles (GAAPs) including th International Public Sector Accounting Standards (IPSAS) techniques in accounting for Board’s finances, assets, revenue, expenditure and costs;
  • Verifying payment vouchers and committal documents in accordance with laid down financial rules and regulations;
  • Verify bank reconciliation statements;
  • Supervising cash withdrawal for office use and ensuring safety of the same;
  • Coordinating preparation of Appropriation In Aid (A-in-A) reports on quarterly basis;
  • Supervising processing of personal and merchant claims guided by cash balances in the cash books in line with Treasury regulations;
  • Analyzing revenue collected; and
  • Preparing of quarterly financial management reports that fall under his/her section(s).

  • Formulating and implementing strategies and policies for procurement of goods and services Processing payments;

Job Description

This is the highest grade in this cadre. Duties and responsibilities will entail:-

  • Formulating and implementing strategies and policies for procurement of goods and services;
  • Providing advisory services on procurement matters to the Chief Executive Officer;
  • Ensuring compliance with the public procurement and disposal act and regulations;
  • Developing long-term and short-term procurement plans in liaison with users and as per the board’s material requirements;
  • Preparing consolidated procurement and disposal plans;
  • Coordinating procurement of quality materials and services to support the Board’s operations;
  • Coordinating internal monitoring and evaluation of the supply chain function of the Board;
  • Preparing bidding and prequalification documents for expression of interest for the board;
  • Ensuring goods and services procured by board meet tender specifications;
  • Identifying, evaluating, selecting and negotiating contractual terms and prices with third party providers including suppliers;
  • Participating in development of detailed service level agreements for third party providers outlining the key performance areas critical to the board;

An officer at this level will head the Information Communication Technology function of the Board. Specific duties and responsibilities at this level will entail:

  • Initiating the development, reviewing and implementation of Information Communication Technology policies, strategies and programmes;
  • Overseeing systems analysis, design and systems specifications;
  • Monitoring implementation and maintenance of Information Communication Technology systems;
  • Monitoring the implementation of security standards in the Board;
  • Overseeing overall systems documentation;
  • Initiate the development and maintenance Information Communication Technology standards;
  • Overseeing all Information Communication Technology projects in the Board;
  • Preparing departmental annual work plans, budget and procurement plan;
  • Coordinating the designing of Local Area Network (LAN) and Wide Area Network (WAN); and
  • Conducting performance appraisal to Officers under him/her.

Manager Internal Auditor

Job Description

This is the highest grade for this cadre. An officer at this level will be responsible functionally to the Board and administratively to the Chief Executive Officer for efficient management and administration of the department. Duties and responsibilities entails:-

  • Formulating, interpreting and implementing audit policies, strategies, procedures and programmes;
  • Planning and coordinating internal audit activities;
  • Ensuring adherence of accounting procedures;
  • Developing and reviewing audit management systems;
  • Verifying final audit reports/queries on financial statements;
  • Directing and monitoring audit inspections of the Board’s records;
  • Validating audit programmes and work plans for the Board;
  • Validating annual audit reports;
  • Supervising and appraising the officers under him/her;
  • Verifying the accuracy and disclosures in financial statements;
  • Providing leadership in the co-ordination of external audits to ensure that issues raised by auditors are addressed;
  • Evaluating and documenting audit evidence; and
  • Ascertaining the adequacy of the Board’s internal control and providing remedial advice.

  • Have ten (10) years of relevant work experience three (3) of which should have been at the management level;
  • Have Bachelor’s degree in any of the following disciplines:- Commerce (Accounting/Finance option), Economics, Mathematics, Statistics, Business Administration or equivalent qualification from a recognized institution;
  • Have Master’s degree in any of the following disciplines:- Commerce (Accounting/Finance option), Economics, Mathematics, Statistics, Auditing, Business Administration or equivalent qualification from a recognized institution;
  • Have Certificate in a Management course lasting not less than (4)Weeks from a recognized institution;
  • Be a registered member of any of the following professional bodies:- Institute of Internal Auditors (IIA), Institute of Certified Public Accountants of Kenya (ICPAK) or Information Systems Audit and Control Association (ISACA);
  • Be proficient in computer applications;
  • Have demonstrated managerial, administrative and professional competence in work performance; and
  • Fulfill the requirements of Chapter Six of the Constitution.
