The Northern Water Works Development Agency (NWWDA) is a State Corporation under the State Corporations Act and the Water Act 2016 vide special issue of Kenya Gazette No. 28 dated 26th April 2019. The Board of the Northern Water Works Development Agency (NWWDA) is seeking to recruit competent individuals to fill the position of Chief Executive Officer and General Manager, Infrastructure Development. The Board therefore invites applications from suitable candidates for the positions.
1.0 Chief Executive Officer
The chief Executive Officer (CEO) of NWWDA will be secretary to the Board of Directors and will also be both the Authorized and Accounting Officer of the Agency and responsible to the Board of Directors for overall execution of day to day activities in the Agency.
The functions of the office of the CEO are: –
i) Provide strategic leadership to the staff of the Agency;
ii) Guide in the development and implementation of relevant policies and procedures that gives the Agency positive perception and competitive advantage;
iii) Being responsible for day-to-day operations of the Agency;
iv) Manage internal multidisciplinary team to ensure set objectives are met;
v) Facilitate the preparation and implementation of the Agency’s strategic and annual work plans;
vi) Facilitate regular reporting on the status of performance of the Agency;
vii) Being responsible for the execution and communication of the Board’s strategies, decisions and policies;
viii) Ensuring that the organization has an effective management structure including succession plans;
ix) Coordinate resource mobilization to enhance realization of the strategic objectives;
x) Foster relationships with the relevant ministries, development partners and other stakeholders for the benefit of the Agency;
xi) Ensure prudent management of all available resources of the Agency;
xii) Ensure adherence to relevant national and international treaties;
xiii) Foster conducive corporate culture that promotes ethical practices and good governance in line with the Constitution of Kenya 2010;
xiv) Coordinate the preparation of the budget and financial reports for the consideration and approval by the Board;
xv) Develop networks and partnerships with development partners and spearhead donor collaboration, fundraising and project development within the Agency’s area of jurisdiction;
xvi) Ensure compliance with any Government policies and regulatory guidelines and directives;
xvii) Serving as the link between the Board and the Management and other stakeholders;
xviii) Being responsible for stakeholder management and the enhancement of the corporate image of the organization.
For appointment to this grade, a candidate must have:
i) A Bachelors from a university recognized in Kenya.
ii) A master’s degree from a university recognized in Kenya.
iii) Have at least fifteen (15) years’ proven experience in relevant field.
iv) At least five (5) relevant work experiences in senior management position.
v) Leadership course lasting not less than four (4) weeks from a recognized institution.
vi) Demonstrate professional competency and managerial capability as reflected in work performance and results.
vii) Professional qualification and membership of a professional body.
viii) Proficiency in computer applications.
ix) Fulfill the requirements of Chapter Six of the Constitution of Kenya 2010.

d) Grading structure
The career guideline provides for only one position of the Chief Executive Officer in the Agency, who is the designated and graded as NW 1. The appointed will be for a contractual period of three (3) years renewable once for a similar period of time subject to satisfactory performance and delivery of set performance targets and outcomes set and evaluated by the Board.
2.0 General Manager, Infrastructure Development
This position will be responsible for Water and Sanitation Infrastructure development and provide technical leadership and guidance on matters pertaining to Infrastructure development of water and sanitation projects as necessary within NWWDA area of jurisdiction.
The functions of General Manager, Infrastructure Development are: –
i) Develop water and sanitation infrastructure investment programs;
ii) Oversee construction and maintenance of structural works;
iii) Participate in formulation of policies on infrastructure development for implementation;
iv) Advise the Board and the CEO on all project technical matters;
v) Approve identified water or sanitation projects;
vi) Ensure implementation of policies and programs on water/sanitation project;
vii) Approve technical reports on implementation, and maintenance;
viii) Coordinate and supervise construction of all water/sanitation projects;
ix) Ensure safe custody of all information on projects;
x) Verify and authorize technical reports and designs and estimates drawings;
xi) Ensure that all projects are constructed as per the acceptable construction industry standards;
xii) Coordinate the Construction of Water and Sanitation infrastructure within the agency’s area of jurisdiction.
xiii) Development and implementation of the Departments Work plan
xiv) Ensure stakeholder engagement during project implementation
xv) Examining the design documents to ensure they meet the accepted standard for implementation
xvi) Coordinate the production of project implementation reports
xvii) Approve the projects certificates for payment
xviii) Coordinates the site handing over to the contractors
xix) Coordinates the supervision of the project
xx) Coordinates the project handing over to the operators
xxi) Coordinates the preparation of the project’s appraisal reports
xxii) Verification and approval of Resource Mobilization/business proposals;
xxiii) Ensure audit of projects and programs;
xxiv) Develop departmental strategies, policies and plans to facilitate achievement of overall Agency’s objectives;
xxv) Coordinate stakeholders including multilateral and bilateral financing agencies, Government Agencies in the execution of various programs;
For appointment to this grade, a candidate must have:
i) At least 12 years relevant work experience, five (5) of which must be in a supervisory position;
ii) Master’s degree in Civil/Water/Structural/Electrical Mechanical Engineering or its equivalent from a recognized institution;
iii) Bachelor’s degree in Civil/Water/Structural/Electrical Mechanical Engineering or its equivalent from a recognized institution;
iv) Membership to Institution of Engineers of Kenya;
v) Registered with Engineers Board of Kenya;
vi) Professional Development in a relevant field;
vii) Knowledge in Computer Aided Designs;
viii) Management Course lasting not less than four (4) weeks from a recognized institution.
ix) Have demonstrated merit and shown ability in work performance and results;
x) Proficiency in the relevant computer applications;
xi) Fulfill the requirements of Chapter Six of the Constitution of Kenya 2010.

d) The Grading Structure
The career structure establishes one (1) grade of General Manager Infrastructure Development who will be graded and designated as below NW 2. The appointed will be for a contractual period of three (3) years renewable once for a similar period of time subject to satisfactory performance and delivery of set performance targets and outcomes set and evaluated by the Board.
