Daily Worker/Locum Clinical Officer

The objective of the position

Organizing and ensuring medical consultations to the target population providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols, procedures and the universal hygiene standards in order to guarantee quality and efficiency of the service provided.

Responsibilities include, but are not limited to:

  • Ensure the implementation and standardization of MSF clinical policies, tools, and hygiene protocols in order to minimize clinical risks and to granting quality of patient case management.
  • Implement diagnosis, prescription and prevention procedures that fall under the scope of his/her competencies applying medical knowledge, asking appropriate questions to patients and following protocols in force as well as using laboratory services when necessary, in order to ensure a correct implementation of the medical treatments and to refer patients when appropriate.
  • Carry out pre-hospital stabilization and trauma room treatment according to protocols in case of an emergency in order to reduce mortality rates and referral of patients when necessary
  • Delegates and organize team during an emergency resuscitation in the emergency room.
  • Ensure that the patients are triaged based on emergency medical coding system.
  • Be conversant with the MSF Sexual Violence & Intimate Partner Violence (SV & IPV) Protocol and the processes of offering medicolegal support to survivors in the Kenyan context.
  • Know, promote, and provide medical services to survivors of sexual and gender-based violence according to the MSF SGBV protocol
  • Perform the role of shift clinical team lead with the support of the supervisor to ensure quality of care, IPC and commodity management
  • Promote and maintain confidentiality regarding all patient cases and records
  • Record in individual patient’s card and registration books all medical activities (drugs prescribed, lab results, vaccination status, epidemiological activity, doses, etc) performed keeping data traceability in order to ensure patients treatment continuity
  • Participate in data collecting and reporting when required
  • Know and implement Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, providing them information regarding their health state and responding to their questions.
  • To participate in any other project activities as will be required and provide input to the department

Qualifications & Requirements

Education:

  • Minimum of a diploma in Clinical Medicine from an accredited institution.
  •  Must have a valid practicing license from the Clinical Officer Council of Kenya

Experience: 

  • Desirable 2 years working experience. Previous experience in other NGO’s/MSF is a plus.

Languages: –

Daily Worker/Locum Psychologist

The objective of the Position

  • Organizing and ensuring psychological consultations to the target population providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols and procedures in order to guarantee quality and efficiency of the service provided.

Responsibilities include, but are not limited to

Provision of counselling activities in the Trauma & SGBV clinics and Youth Friendly Centre.

  • Liaise closely with other departments in the programme to enable open communication and ensure smooth referral of patients
  • Attend departmental meetings, discussing relevant issues concerning the counselling department.
  • Reinforce confidentiality in the clinics
  • Order requests of commodities and stationery for the department activities

Psychological care for SGBV patients and other Mental health emergencies

  • Provide patient centered psychological care for clients according to MSF guidelines.
  • Sensitize the medical team to recognize psychological disorders and to refer patients to the psychologist for further assessment and management
  • Ensure the patients receive open-minded support regarding their right to choose, especially in delicate issues like unwanted pregnancies, desire for a child, marital discrepancy etc.
  • Provide psychotherapy interventions for patients with complicated psychological diagnosis and evaluate the necessity of referral for external support or for a 2nd opinion
  • Referral of acute mental health emergencies and follow up of the patients in referral facilities (together with MAM)

Continuous Medical Education (CME) presentations about psychological disorders

  • To participate in CMEs and on job training for staff on trauma cases, SGBV cases, child development, counselling techniques etc. The counsellors should be encouraged to present with your support and input.
  • Participate in training new Staff or other health workers from MOH/ other organization
  • Develop treatment literacy sessions and provide materials and tools.
  • Train and supervise counsellors and expert patients, as needed, to conduct such sessions with the involvement of the medical team
  • Provide health education materials for patients

Qualifications & Requirements

Education:

  • Degree in Medical Psychology from an accredited institution.

Experience:

  • Psycho-social counselling experience of at least 2 years. Previous experience in other NGO’s/MSF is a plus

Languages

  • Fluency in English and Kiswahili is a must, other local language is a plus.

Knowledge:

  • Computer operation, Word, Excel, PowerPoint.

Youth Clinic Manager

Objective of the Position

  • The Youth Clinic Manger is responsible for defining, coordinating and monitoring all the activities of the Dandora Youth Friendly Centre (YFC) according to MSF principles, protocols, and standards and in line with the national guidelines for Adolescents and Youth Friendly Services (AYFS) in order to provide safe, friendly space in the YFC, where adolescent can freely interact and seek the different services.

Responsibilities include, but are not limited to

  • Actively identifying the needs of the adolescents and youth in the catchment area and participating in defining appropriate strategies, objectives, specific actions and budget for both medical and social activities of the Youth Friendly Centre including outreach activities.
  • Supervising all the Youth Friendly Centre activities, in and outside the centre.
  • In close collaboration with the Data supervisor, PC, MTL/MAM and the IECHP manager, identifying indicators in order to monitor the activities’ results and achievements (medical & social) and using the concrete tools to measure and follow up those indicators.
  • Ensure adherence to the principles of youth friendly services according to the Kenya national guidelines for Adolescents and Youth Friendly Services (AYFS).
  • Promoting the youth/community participatory approach as a main pillar of the Youth friendly services.
  • Ensuring adherence to the agreed medical guidelines (MSF/MOH) and to the medical objectives of the project.
  • Refining of the tools used to monitor the standards of the Youth Friendly Center (Qualitative indicators) e.g. satisfactory surveys and other youth/community feedback mechanisms.
  • Supporting in designing and development of additional youth tailored IEC materials (posters, leaflets, multimedia content, etc.).
  • Mapping of partners involved in Youth targeted activities who can collaborate with MSF towards more holistic services, building cooperative relationships and identifying opportunities for synergies and joint advocacy
  • Planning and supervising the HR/Fin procedures (recruitment, training, evaluation, Learning & development, internal communication and cash box management) in accordance with MSF vision, values and procedures.
  • Ensuring regular collaboration and coordination with the other MSF managers and supervisors and attending the project’s fortnightly manager’s meeting.
  • Participating in the monthly reports according to guidelines (Sit Reps, statistical reports, etc.), and timely reporting complex situations to the Med Ref and/or Project Coordinator in order to help with decision making.
  • Participating in updating the security risk analysis as needed and play the role of the focal person for security follow up in the YFC, he or she is responsible to timely report security incidents to the PC.

Qualifications & Requirements

Education

  • Essential: University degree in social sciences, social communication, health promotion or related studies. or related fields

Experience

  • Essential : 4 years of previous work experience in related jobs (health promotion, project coordination, social research) with MSF or other NGOs.
  • Desirable : 2 years of experience in working in youth/ community participatory programs is an added value

Languages

  • Fluent in English and Swahili

Human Resource Assistant

Main Purpose

  • Execute administrative, HR and legal related tasks to support the Project HR Manager following MSF standards and procedures, in order to ensure legal compliance and to realize the HR capacity required to achieve project objectives.

Accountabilities

  • Under supervision of the Project HR Manager managing personal files in order to ensure accuracy, compliance and on time payments
  • Updating the HR database and personal files to facilitate HR processes management.
  • Updating Social security Tax office files in order to meet legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance
  • Preparing employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
  • Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
  • Following up of all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative
  • Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.
  • Additional HR/ Admin tasks delegated by the Project HR Manager

MSF Section/Context Specific Accountabilities

  • Update payroll calculations and personal files in order to ensure accuracy & compliance for on time payments.
  • Assist the project HR manager in the statutory planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc
  • Management of the Homere database leave plan and roaster planning and ensure compliance,
  • Induction and on-boarding of new staff (e.g. HR policies, communication and employment registration).
  • Record keeping and maintenance of personnel files and organizational charts (including updated job descriptions, monthly staff attendance, and monthly updated organogram).
  • Support in staff recruitment upon request.
  • Archiving of staff files in one drive on a weekly basis
  • Support in disciplinaries
  • Follow up on accommodation for staff in the MSF compound
  • Back up for other desk interchangeably when in charge is not present.
  • Support in scheduling travel and lodging for staff and referrals.
  • Support to HR manager in the control, requisition and inventory of stationary, airtime, etc.
  • Management and follow up on medical cover for the staff renewal, updates & cards follow up

Requirements

Education

  • Essential finance, business, administration, or HR related diploma. •
  • Desirable BA degree in finance, business, administration, or HR

Experience

  • Essential previous working experience of at least 2 years in HR and Admin related jobs.
  • Essential at least 1 year of experience managing payroll, labour relations and local HR legal compliances.
  •  Desirable experience in MSF or other NGOs in developing countries

Languages

  • Fluency in English and Kiswahili language are mandatory for this profile
  • Working knowledge of Somali language is desirable

Knowledge
