Procurement Officer

Duties and Responsibilities

Ensures elaboration and implementation of operational strategies focusing on achievement of the following results:

  • Plans, develops, and manages all procurement activities within the delegation of Authority and contractual aspects of the OCHA regional procurements for the provision of various Goods & Services, considering local economic and other conditions.
  • Advises requisitioning offices/units and recipient entities on the full range of procurement issues, providing support and guidance at all stage of the procurement cycle.
  • Prepares/oversees preparation and distribution of the request for quotations and manages/conducts all aspects of quotations evaluation.
  • Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects.
  • Establishes and maintains work program and schedule for ongoing contracts and newly planned ones.
  • Signs procurement orders up to the authorized limit, and, in case where the amount exceeds authorized signature authority, prepare submissions for review and approval by the authorized official.
  • Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the world commodity situation, production patterns and availability of good and services.
  • Identifies new technologies, and products/services, evaluates and recommends potential supply sources and participates in the incorporation of research results into the procurement program.
  • Provides technical advice on procurement activities to officials of substantive units during all phases of the procurement cycle.

Ensures efficient management of procurement processes for UNOCHA ROSEA focusing on the following results

  • Timely and proper preparation of procurement plans for the office and projects, establishment of the deadlines and monitoring of their implementation;
  • Establishment and implementation of proper monitoring system and control of procurement processes including organization of RFQ, ITB or RFP, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation;
  • Certification of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP);
  • Management of procurement contracts and, upon delegation of responsibility, performance of the functions of Manager Level 2 in Atlas for Purchase orders approval;
  • Elaboration and implementation of the internal control system, which ensures that Purchase Orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems;
  • Management of the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement;
  • Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations;
  • Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.

Ensures elaboration, introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results

  • Development and management of rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms;
  • Management of the e-procurement system;
  • Analyses and evaluates procurement requests and ensures appropriateness of technical specifications;
  • Support the preparation of various reports as required by management.

Ensures Facilitation of knowledge building and knowledge sharing in UNOCHA ROSEA focusing on the following results

  • Provides direction and guidance to more junior staff and perform other work-related duties as required;
  • Organization of training for staff, other partners including Government on procurement as required;
  • Synthesis of lessons learned and best practices in Procurement;
  • Sound contributions to knowledge networks and communities of practice.

  • Advanced university degree (Master’s degree or equivalent) in business administration, public administration, international relations, law, commerce, Finance, Economics or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Procurement certification such as CIPS is desirable.

Experience, Knowledge, and Skills

  • A minimum of five (5) years of progressively responsible professional work experience in procurement and/or contract management or related area is required;
  • Experience in coordinating small/medium sized teams is required;
  • Experience in working in a fast-paced environment is highly desirable;
  • Solid knowledge of procurement concepts, principles and methods, and ability to apply to strategic and/or practical situations;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web-based management systems;
  • Experience developing standard operating procedures (SOPs) for procurement and asset management.
  • Strong analytical skills;
  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage;
