Poverty and Equity Global Practice
To help achieve the twin goals, the institution is organized around fourteen global practices (GP) and five cross-cutting solution areas (CCSA), one of which is the Poverty & Equity Global Practice (Poverty GP).
The Poverty and Equity Global Practice, part of the Equitable Growth, Finance, and Institutions vice-presidency, plays a key role in supporting the World Bank Group’s twin goals of ending extreme poverty and boosting shared prosperity. It generates knowledge and dialogue and supports operational solutions, focusing on poverty monitoring and statistical capacity building, markets and institutions, fiscal and social policy, and resilience to shocks and sustainability.
The practice is organized into seven regionally-oriented units—EAP, ECA, LAC, MNA, SAR and two in AFR—each managed by a Practice Manager. The development and flow of global knowledge within the practice is facilitated through four cross-cutting thematic lines, each of which is led by a thematic Lead Economist. These are: (1) data for policy analysis; (2) markets and institutions for poverty reduction and shared prosperity; (3) fiscal and social policy for poverty reduction and shared prosperity; and (4) welfare implications of climate change, fragility and conflict risks. Every member of the practice is affiliated with, participates in and contributes to the work of at least one of the thematic lines. In addition, the practice takes the lead in two corporate priority areas: (a) Data for Goals; and (b) Systematic Country Diagnostics.
Duties And Accountabilities
The selected candidate will be a locally recruited Economist based in Nairobi, Kenya. Travel within Kenya and occasionally outside Kenya will be required. The selected candidate will be part of the team leading the Poverty and Equity work program in Kenya. In particular, the selected candidate will be expected to:
- Lead and contribute to the successful preparation and implementation of the Kenya component of the Eastern Africa Regional Statistics Program for Results, including technical assistance for and monitoring of activities.
- Provide technical assistance to clients in the design and implementation of household surveys and best-practice methodologies for estimating and monitoring poverty and household welfare more broadly.
- Use innovative analytical tools to monitor poverty and equity trends; and to store, process, share and analyze data.
- Design and implement quality analytical work on poverty and equity, including diagnostics of mobility, vulnerability, multidimensional poverty as well as distributional impacts of fiscal, social, and other sector policies and investment.
- Contribute to advice to country and sectoral teams on how to address poverty and equity issues and promote evidence-based decision making with support for the country partnership framework, policy loans, investment operations, and other country and regional analytic products.
- Contribute to the development of regional public goods in statistical development, including regional and global statistical initiatives for data sharing and analysis.
- Engage in operational and policy dialogue with clients to design and deliver innovative analytical work, capacity building services, financial products, and technical assistance.
- Mentor and guide junior members of the team.
We are looking for an imaginative and innovative micro-economist with a demonstrated track record of sound analytical work, excellent judgment, and experience in working closely with government clients in East Africa to tailor analytical and/or statistical advisory services. Strong client engagement skills, demonstrated effectiveness in working collaboratively with teams from multiple units, prior exposure to and experience working with statistical agencies on the development and implementation of statistical strengthening plans, is highly desired.
Master’s degree in economics, public policy, statistics or other related field, with a strong quantitative background and at least five (5) years of relevant professional experience, or equivalent combination of education and experience.
Other Selection Criteria
- Experience with operational programs (including statistical operations), including the design and implementation of surveys as well as the general functioning of statistical offices and capacity building activities for national staff, ideally in East Africa and/or Kenya.
- Experience in using micro-econometrics and statistical modeling techniques to analyze survey micro-data sets with Stata. Experience in designing and implementing household surveys is desired.
- Strong analytical and quantitative skills with demonstrated strength in at least one of the three streams of work around which the poverty global practice’s country-level programs are structured.
- Demonstrated ability to build and maintain strong working relationships with government clients and development partners.
- Excellent interpersonal skills, with a track record of collaborating effectively with multi-disciplinary and multicultural teams across institutional boundaries.
- Ability to work with staff from all levels and to mentor, coach and motivate junior staff.
- Excellent English communication and writing skills. A good working knowledge of Kiswahili is essential.
