Senior Human Resources Assistant

Core Functions / Responsibilities:
In particular he/she will:
- Participate in evaluation of staffing needs in the office and assist in coordination of recruitment processes, including but not limited to, providing guidance to hiring managers on preparation of Terms of Reference, drafting and posting Vacancy Notice/Special Vacancy Notice, screening and shortlisting applications, drafting interview protocols, preparing and administering written tests, taking part in interview panels as assigned, drafting candidates assessment forms, conducting reference checks, preparing job offers, administering recruitment mailbox, etc.
- Carry-out and coordinate pre-employment activities such as preparation of Entry on Duty (EOD) documentation and collection of supporting documentation, coordination of EOD medical exams and follow-up with Health Insurance Medical Service (Manila or Panama) on medical clearance, coordinate enrollment in insurance plans as appropriate, coordination and delivery of induction sessions, arrangement for security briefing, etc.
- Perform assigned role(s) in PRISM HR paying special attention to data consistency and accuracy; input, maintain and verify data based on approvals and supporting documentation; verify eligibility for allowances and other benefits, monitor and follow up on contractual situation and entitlements, and initiate and coordinate prompt actions; generate, edit and review reports, contract extensions, personnel actions and other related documentation.
- Initiating Contract renewal requests for RO Local Staff and consultants; preparation of contracts, distribution and following up to ensure signed copies are submitted (including Personnel Actions and PD’s as relevant).
- Monitor the contracts expiry dates and take appropriate action in good time.
- Monitor attendance and leave administration; generate, edit and analyse leave-related reports; respond to questions concerning leave administration; guide staff on request and approval procedure in PRISM.
- Carry-out and monitor a wide range of Human Resource actions including but not limited to preparation of documentation for separation, classification, reclassification, promotion, disciplinary cases and coordinate with the Regional Office, Administrative Centers and Human Resource Management in Geneva as appropriate.
- Prepare, coordinate and monitor all reports on personnel matters and submit timely to concerned parties; draft and review routine correspondence, letters, certifications, etc.; create and maintain a systematic way to archive Human Resources documents (electronic and hard copies). Update and maintain electronic and physical archiving systems in the unit including personnel files with all supporting documentation, recruitment files, Human Resources policies, regulations, guidelines and manuals, internal controls, etc.
- Monitor compliance with the Staff Evaluation System and follow-up with staff and supervisor as needed; facilitate compliance by providing technical guidance on the use of the system.
- Plan and coordinate the organization of Human Resources events including staff development and training activities in coordination with the Staff Development and Learning Unit and maintain updated records. Participate in assessments of staff training and development needs.
- Provide information to staff on their entitlements and responsibilities in line with IOM regulations, instructions and procedures. Respond to standard and more complex inquiries and refer the most sensitive ones as appropriate.
- Identify areas for improvement and highlight them to the supervisor; provide inputs for new procedures to complement or to adapt existing ones taking into consideration the specific needs of the office. Assist in analyzing and resolving sensitive cases by collating background information, preparing summaries and sharing best practices. Provides comments on interpretation
- Participate in inter-agency Human Resources related working groups as assigned.
- Provide guidance and training to and coordinate and monitor work of new/junior staff in the unit.
- Perform other related duties as assigned.
Required Qualifications and Experience
Education
- High School diploma with six years of relevant experience; or,
- Bachelor’s degree in Human Resources, Business Administration, Psychology or related field with four years of relevant professional experience.
Experience
- Minimum 4 years’ experience in Human Resources and Administrative duties;
- Prior work experience with UN Agencies/international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; Internet; previous experience in SAP is a distinct advantage; and E-mail
- Personal commitment, efficiency and results-driven.

Languages

Programme Manager (Livelihoods)
Core Functions / Responsibilities:
- Lead the design, planning, and implementation of livelihood programs in Somalia, ensuring alignment with IOM’s livelihood approach and objectives. Conduct comprehensive assessments to identify the livelihood needs, opportunities, and challenges faced by affected populations in different regions of Somalia, employing participatory methods and engaging with communities to ensure their active involvement.
- Develop context-specific intervention strategies that consider market systems, value chains, and employment opportunities in Somalia. Utilize tools such as market assessments, value chain analysis, and sustainable livelihood frameworks to inform program design. Ensure a holistic approach that incorporates income generation activities, skills development, vocational training, entrepreneurship support, access to finance, and support for small and medium-sized enterprises (SMEs).
- Oversee the implementation of livelihood projects, ensuring adherence to established monitoring and evaluation frameworks. Regularly review project progress and adjust implementation strategies as necessary. Foster coordination and collaboration among relevant stakeholders, including government entities, donors, UN agencies, NGOs, private sector actors, and community-based organizations.
- Establish and maintain strategic partnerships with relevant stakeholders, including government entities, donors, UN agencies, NGOs, private sector actors, and community-based organizations in Somalia. Collaborate to enhance collaboration, resource mobilization, and coordination for livelihood programs. Utilize established tools and approaches for stakeholder analysis, partnership mapping, and resource mobilization strategies.
- Identify funding opportunities and develop project proposals that align with the strategic priorities of donors and funding mechanisms. Utilize tools such as logical frameworks and results-based management approaches to ensure the clear articulation of project goals, outcomes, and indicators. Explore innovative financing mechanisms, public-private partnerships, and sustainable funding sources to support livelihood interventions in Somalia.
- Engage with local authorities, communities, and private sector actors to foster inclusive partnerships that promote local economic development. Utilize participatory methods, such as community consultations and engagement frameworks, to ensure the active participation of stakeholders in decision-making processes.
- Provide technical guidance and support to project staff and partners involved in livelihood programs in Somalia. Utilize tools and approaches such as training modules, guidelines, and manuals developed by IOM and other recognized sources to build technical capacity in livelihood interventions. Promote the exchange of best practices and lessons learned from successful livelihood initiatives.
- Develop and deliver capacity-building initiatives, training programs, and workshops tailored to the specific needs and challenges of livelihoods in Somalia. Utilize tools such as training needs assessments, competency frameworks, and participatory training methodologies to enhance the skills and knowledge of project staff, beneficiaries, and local partners.
- Facilitate knowledge management and learning by promoting information sharing among livelihood stakeholders. Utilize platforms for knowledge exchange, such as communities of practice, webinars, and learning events. Foster the documentation and dissemination of good practices, case studies, and lessons learned in livelihood programming in Somalia.
- Develop monitoring and evaluation frameworks, tools, and indicators for livelihood projects in Somalia. Utilize tools such as logical frameworks, results chains, and performance monitoring plans to guide data collection and analysis. Ensure the collection of gender-disaggregated data and the integration of gender-sensitive indicators throughout the project cycle.
- Regularly monitor project implementation, assess outcomes, and identify areas for improvement. Conduct field visits and utilize participatory monitoring approaches to engage with project beneficiaries and assess the impact of livelihood interventions.
- Prepare regular progress reports, project updates, and other required documentation. Follow established reporting guidelines and standards to provide accurate and timely information on project achievements, challenges, and lessons learned. Utilize reporting mechanisms and formats that align with requirements of IOM and relevant donors.

Required Qualifications and Experience:
Education
- Master’s degree in Economics, Development Studies, Business Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in emergency settings and complex environments:
- Experience in programme management with strong knowledge of IOM/UN project life cycles;
- Proven experience in program management, including project design, implementation, monitoring, and evaluation.
- Familiarity with the context and dynamics of Somalia, including understanding of the socioeconomic and political factors influencing livelihood opportunities.
Skills
- Strong technical knowledge and understanding of livelihood approaches, income generation activities, value chain development, and market systems.
- Excellent analytical, communication, and interpersonal skills, with the ability to work effectively in a multicultural and multidisciplinary team. Familiarity with IOM/UN administrative and financial management;
- Excellent leadership, coordination and information management skills.
- Sound judgment, ability to extract, interpret, analyse and format data and make decision rapidly to resolve operational problems.
- Capacity to work effectively in high-pressure, rapidly changing environment

Programme Support Officer (EPC)
Core Functions / Responsibilities:
- Assist in drafting concept notes and proposals for potential donors and funding opportunities by compiling general background information from various sources and providing specific inputs upon instruction.
- Review and carry out preliminary editing of donor reports for Emergency and Post Crisis(EPC) projects and participate in report finalization process with the IOM Somalia Project Support Unit.
- Assist in identifying potential and realistic funding opportunities by collecting donor information, documenting and tracking liaison activities with (potential) donors.
- Provide support to monitoring efforts for the EPC department by applying data collection methods and maintaining adequate documentation and record of project data.
- Coordinate and compile inputs for information requests from Headquarters, Regional Office, IOM missions and external partners, such as donors, government, partner agencies and implementing partners.
- Support the knowledge management of EPC by maintaining and updating EPC information management systems.
- Assist in coordinating the development of EPC communications and visibility products, in close coordination with the IOM Somalia Communications team.

Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Sciences, International Development, Law and/or International Relations or a related field from an accredited academic institution. or
- University degree in the above fields with two years of relevant professional experience.
Experience
- Experience in Project development and reporting;
- Experience in writing and editing information materials and reports;
- Experience in operational activities both in humanitarian and development sector;
- Work experience in the region is an advantage.
Skills
- Knowledge of Emergency and Post-Crisis subject areas dealt with by the Organization.
- Knowledge of UN and donor programming.
Languages
- IOM’s official languages are English, French, and Spanish.
- For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
- Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
