Deputy Director, Resource Mobilization and Partnerships

Job Purpose

The purpose of this job is to plan, coordinate, direct, supervise and guide the activities related to resource mobilization and partnerships for the achievement of the Authority’s strategic objectives.

Key Responsibilities/ Duties / Tasks
Managerial / Supervisory Responsibilities

  • Oversee the development, implementation and review the resource mobilization and partnerships policies, strategies, standards, guidelines and procedures;
  • Lead the development, review and updating of a resource mobilization framework that will guide interactions with potential investors, collaborators, partners, donors and other relevant stakeholders on financing the Authority development programmes;
  • Provide leadership in the identification of sources of funding;
  • Oversee the development of partnerships and funding proposals;
  • Coordinate the identified methods for mobilization of donations, grants, gifts and endowments from both public and private sectors;
  • Mobilize resources for financing the Authority start-ups and strategic  projects;
  • Oversee the development of a data base on development partners and donors and their funded projects;
  • Facilitate constructive engagements with potential investors, collaborators, partners, donors and other relevant stakeholders on financing the Authority development programmes;
  • Build and maintain good relationships and linkages with investors, donors, development partners and other stakeholders;
  • Develop,review and update the Authority’s stakeholder framework;
  • Spearhead preparation, implementation and review of the departmental budget, work plan, procurement and disposal plan and activity schedules;
  • Lead formulation, implementation and review of risk and quality management frameworks that are mainstreamed in the operations of the department;
  • Promote adherence to the principles of good governance, ethics and integrity in the department;
  • Provide leadership in the formulation and implementation of corruption prevention and mitigation strategies in the department; and
  • Facilitate effective communication and strategic linkages/partnerships/ collaborations with the department’s relevant internal/external stakeholders.

Operational Responsibilities / Tasks

  • Advises the Director, Strategy and Planning on the implementation of the operations of the department;
  • Handle day to day administrative and operational affairs of the department in compliance with policy, regulatory and statutory requirements;
  • Assign and delegate duties and responsibilities,
  • Supervise and monitor performance of staff in the department;
  • Verify & recommend for approval by Director Strategy and Planning draft
  • statutory reports prepared by the Principal Resource Mobilization and Partnerships Officer;

  • and update the Authority’s stakeholder framework;
  • Mentor, coach and guide resource mobilization and partnership officers in the performance of their duties and responsibilities;
  • Provide relevant information about the department’s activities to other internal departments and external stakeholders/partners through the Director, Strategy and Planning;
  • Implement good governance, quality and risk management policies and strategies of the Authority in the department;
  • Articulate issues related to the Authority in various forums;
  • Oversee the implementation and review of departmental budgets, procurement and asset disposal plans and work- plans;
  • Prepare responses to Board resolutions regarding the department’s activities;
  • Prepare responses to internal and external audit reports; and Chairs departmental meetings.

Job Dimensions:

Financial Responsibility

  • Provide leadership in the formulation and implementation of the Directorate’s approved budget and procurement and asset disposal plan;
  • Approve the Directorate’s expenditure; and
  • Responsible for resource mobilization within the Directorate.

Responsibility for Physical Assets

  • Takes full responsibility of the assets in the Deputy Director’s office; and 
  • Reports to the Head of Procurement through Head of Administration on all assets under his/her care which require to be disposed.

Academic qualifications

Job Competencies (Knowledge, Experience and Attributes / Skills).

  • Masters Degree in any of the following disciplines: Strategic Management, Project Planning and Management, Economics and Development Studies, Business, or equivalent qualification from a recognized institution.
  • Bachelors Degree in any of the following disciplines: Strategic Management, Project Planning and Management, Economics and Development Studies, Business, or equivalent qualification from a recognized institution; and
  • Management Course lasting not less than four (4) weeks from a recognized institution or its equivalent.

Professional Qualifications / Membership to professional bodies

  • Membership to a relevant professional body and in good standing where applicable

Previous relevant work experience required.

  • A minimum period of ten (10) years relevant work experience, four (4) years of which should been at the level of management.
  • MUST demonstrate the ability to mobilize resources by giving evidence of having worked in similar environment and their resource portfolio raised whilst working.

  • Gratuity at the rate of 31% of annual basic salary

Deputy Director, Human Resource & Administration

Job Purpose

The Deputy Director, Human Resource and Administration is responsible for providing strategic leadership, develop and implement policies on the proper management of the Authority’s human resource and administration functions to facilitate realization of the Authority’s mandate

Key Responsibilities/ Duties / Tasks

Managerial / Supervisory Responsibilities

  • Guide, develops and implements human resource strategies, policies, procedures in line with the Authority strategic plan, labour laws, government regulations and directives to ensure that the Authority attracts and retain skilled and qualified employees.
  • Lead in development and implementation of remuneration, compensation, employee benefits policies, and human resources programs within the established standards, procedures, guidelines, policies and labour laws;
  • Spearhead staff training and development, performance management and staff appraisals for effective implementation of the Authority mandate;
  • Oversee human resources planning, optimal staffing levels, staff recruitment and selection, staff deployment and management of staff employment contracts;
  • Oversee the provision of employee administrative support, through maintenance of personnel records, payroll administration, processing of staff benefits and management of retirement benefits scheme;
  • Spearhead the facilitation of good employee and industrial relations, implementation of staff welfare schemes, maintenance of a healthy and safe working environment, effective management of staff disciplinary matters and handling of grievances;
  • Coordinate employee related legal issues and advise management on matters relating to management of human resource;
  • Facilitate the periodic review and update of Human Resources instruments in line with and government directives, labour environment, statutory and regulatory requirements.
  • Spearheading promotion and adoption of technology to enhance efficiency in the management of human resource and administration functions;
  • Overseeing the monitoring, evaluation and auditing of human resource management activities and programmes to ensure compliance with the Human Resource policies, statutory and regulatory requirements;
  • Oversees the development and implementation of the administration policies, procedures and regulations for effective and efficient administrative support services in the Authority.
  • Oversee implementation of staff Codes of Conduct;
  • Oversee provision of effective records management and archiving in the Authority

  • Ensures the general and life covers are in place and there is proper management of contracts for outsourced services by contracted service providers in compliance with Service Level Agreements.
  • Appraise the direct reports and oversees the Annual Performance Appraisal for all staff under Human Resource Administration.
  • Provide in-put in the interpretation, programming and mainstreaming of the constitution’s national values and principles in the directorate and the Authority;
  • Provide in-put in development and implementation of strategies for mainstreaming and domesticating the implementation of various cross- cutting national priorities in the department and the Authority;
  • Oversee property management including allocation of office space, buildings, collection and review of rent in the Authority properties;
  • Provide leadership, supervision, Coaching, mentoring training and development of the staff in the department by ensuring an effective and motivated team;
  • Oversee development, implementation and review of work plans and budgets for the department in line with the Authority’s strategic plan;
  • Lead in the execution of a risk management policy and framework that ensures the department has a robust system and processes of accountability, risk management, internal controls, and business continuity;
  • Foster a corporate culture that promotes ethical practices and good corporate citizenship within the department;
  • Provide technical advise on human resources management
  • Articulate issues relating to Human Resource & Administration in various forums in which the Authority participates in;
  • Lead in the development and implementation of the department’s corruption prevention and mitigation strategies;
  • Spearhead provision of effective communication between the staff of the department and between different levels of management; and
  • Draw and Manage the succession plan for the Authority 29.Implements work design, and initiate change, improvements

 Operational Responsibilities / Tasks

  • Coordinate the day to day administrative and operational functions of the Department;
  • Provide input in the implementation of the Authority’s projects;
  • Coordinate the preparation and submission of quarterly and annual reports;
  • Collects and analyses and maintains information, data on HR Metrics for effective planning and decision-making.
  • Approves procurement requirements such as office furniture, stationeries and vehicles to ensure the right quality and quantity for good and services are provided to all users.
  • Approves payments of all common utility bills for common services as provided by service providers in accordance with the Government Procedures.
  • Spearheads the repairs and maintenance of building facilities and equipment in order to ensure a conducive work environment for staff.
  • Spearheads the provision of transport to staff carrying out official functions to facilitate movements as and when is required.
  • Spearheads the implementation of infrastructural development projects in the Authority
  • Ensures the provision of cleaning and maintenance of grounds and custodial services, to ensure adherence to contractual agreements and high standards of service delivery during the period when the contract is in force.
  • Oversee the operations of records management, property management and administration issues in the Authority.

  • Bachelors degree in Human Resource Management or equivalent qualification from a recognized institution; OR Bachelors degree in Social Sciences Plus Diploma in any of the following discipline: Human Resource Management, Human Resource Development, Industrial Relations, Labour Relations or equivalent qualification from a recognized institution.

Professional Qualifications / Membership to professional bodies

  • Diploma in any of the following discipline: Human Resource Management, Human Resource Development, Industrial Relations, Labour Relations or equivalent qualification from a recognized institution;
  • Certificate in Management Course lasting not less than four (4) weeks from a recognized institution or its equivalent;
  • Full member to the Institute of Human Resource Management (IHRM) in good standing and with a valid practicing certificate.

Previous relevant work experience required.

A minimum period of Ten (10) years relevant work experience, four (4) years of which should have been the level of management;
