Senior Lead Debt Management Expert (DeMPA Expert)

Objectives and Scope

The objective of this assignment is to support and guide the field Consultant(s) in conducting DeMPA self-assessment. The scope of the assignment include informing assignment methodology, review of the working hypothesis, preliminary, draft and final outputs. The methodology covers 14 debt performance indicators across the full range of government debt management functions, including Legal Framework, Managerial Structure; Debt Management Strategy; Evaluation of Debt Management Operations; Audit; Coordination with Fiscal Policy; Coordination with Monetary Policy; Domestic Borrowing; External Borrowing; Guarantees; On-lending and Debt-related Transactions; Cash Flow Forecasting and Cash Balance Management; Cash Flow Forecasting and Cash Balance Management; Debt Recording and Operational Risk Management; Debt Administration and Data Security; Segregation of Duties;  Staff Capacity, and Business Continuity; Debt Records; Use of Debt Management Information System. 

Specific Activities:

Senior DeMPA Consultant will provide backstopping to the Debt Management Consultant and PDMO officer team who will conduct the DeMPA self-assessment. In particular he will provide quality assurance and comments on:

  • Draft Methodology
  • Initial working hypothesis
  • Draft findings
  • Draft Questionnaire, checklist and data requirements
  • Participate in selected/pilot stakeholder meetings/interviews
  • Daft and Draft Final Indicator Assessments
  • Analysis on selected topics as required
  • Other related activities as assigned by the PASEDE Team Leader

Deliverables

  • Comments on the Assessment Methodology
  • Comments on the Draft DeMPA Assessment
  • Comments on the Draft Final DeMPA Assessment

Qualifications

  • Master’s Degree with specialization in Economics, Public Finance, Public Administration or other fields from a reputable international university; or
  • Bachelor’s Degree in Economics in Public Finance or Business Administration or other related fields and an additional 2 years of experience relevant to the terms of reference
  • At least 12 years of general professional experience.
  • At least 6 years of experience in debt management.
  • Experience with DeMPA assessments.
  • Fluency in written and spoken English.

STAWI Agriculture Technical Advisor

Purpose

Summary of Primary Duties

The Agriculture Technical Advisor is charged with overseeing Objective 3: Improved management, efficiency, and equitable access to water used for productive purposes. As such, s/he will oversee the agriculture components of the STAWI project, including but not limited to improving the management, efficiency, and equitable access to water for productive purposes, seeking out opportunities to engage the private sector, and mobilizing additional financing for the sector, while empowering women and youth. S/he will work closely with Water Technical Advisor to ensure that water infrastructure is designed for multiple uses and that service delivery models account for productive uses of water. S/he will support the development of GEYSI strategies, working to ensure a growing role for women and youth in water sector management and employment across STAWI’s objectives as well as equitable access to water for diverse uses.

Essential Duties

  • Advise and support the COP in providing technical direction to project implementation and ensure the project meets stated goals and reporting requirements.
  • Provide management over all agriculture and water for productive use activities.
  • Lead coordination with the Government of Kenya (GOK), stakeholders, and other development partners on agriculture issues.
  • Coordinate closely with DCOP and Water Technical Advisor on governance, water resource management, and service delivery activities.
  • Oversee a Resilience/Agricultural Officer and a GEYSI Specialist.

Deliverables

  • Input related to the STAWI biweekly, quarterly, annual, and other reports as well as workplans.
  • Accurate data in accordance with the STAWI Activity Monitoring and Learning (AMEL)
  • Technical and programmatic report contributions, manuals, event materials, articles and other publications relevant to meeting STAWI programmatic demands.

Minimum requirements:

  • Master’s degree in agriculture or a related field is required.
  • 10 years of experience in implementing agriculture or water for productive uses programs in development contexts (non-emergency).
  • He/She will have a demonstrated capacity to liaise and negotiate with key stakeholders in other organizations, such as the GoK, as well as to support and supervise staff.
  • Professional level of oral and written fluency in English

STAWI Grants Specialist

Tasks & Responsibilities

Planning and Implementation

  • Support grants management under the oversight of the Grants Manager.
  • With guidance from the Grants Manager, develops and implements the use of the STAWI grants manual.
  • Supports work planning and activity planning to align the grants program with overall project activities.
  • Supports the Grants Manager in the development of timeline and details required for any activities needing grants; conduct market search and price analysis in coordination with technical staff.
  • Coordinates with staff requesting grants to prepare Request for Applications (RFAs) to solicit applications and assess the capacity and readiness of potential grantees.
  • Supports the Grants Manager in the evaluation and selection committee process for grantees.
  • Supports the Grants Manager to draft the required approvals to ensure compliance with internal and external contract and policy requirements.
  • Supports the Grants Manager to draft grant agreements and amendments, explaining terms, conditions, roles, and responsibilities. Ensures that identified weaknesses in initial grantee assessments and related requirements are incorporated into the agreements explicitly/clearly with the required monitoring and actions on the part of the grantee.
  • Supports the Grants Manager to organize kickoff meetings and apprises grantees of the responsibilities, requirements and policies and procedures to be followed during the life of the grant.
  • Supports the Grants Manager to ensures post award grant management in accordance with relevant regulations and generates reports of status of grant activities, such as forecasting payment, inventory, amendments, close outs, and sector specific data (i.e. monthly and quarterly reporting).
  • Supports the Grants Manager to ensure on-time deliverables, payments, and cash flow requests by monitoring milestones and payment schedules.

Compliance

  • Provides training, guidance, and direction to project staff on planning, implementation, and compliance of grants policies, procedures, and instructions, specifically their role in the process.
  • Reviews grants for completeness and appropriateness with the work plan.
  • Ensures all required documentation is uploaded in the grants database TAMIS.
  • Reviews grant milestones and requests for payments against grant agreements to ensure compliance.
  • Trains on and enforces policies and procedures to prevent improprieties, intentional and unintentional.
  • Supports the audit of grant files no less than annually.
  • Other tasks as assigned.

Minimum Qualifications

  • Bachelor’s degree required; degree in business or related field preferred.
  • At least 5 years of professional experience, including increasingly responsible grants experience, preferably with international donor-funded organization.
  • Familiarity with USAID rules and regulations required.
  • Previous experience with DAI policies, procedures, and systems (TAMIS) preferred.
  • Ability to solve complex technical, managerial, or operational problems and evaluation options based on relevant information.
  • Strong communication skills – both written and oral – in English and Kiswahili

Tasks & Responsibilities

Management

  • Responsible for providing training, guidance, and direction to project grants staff on planning, implementation, and compliance of grant policies, procedures, and instructions.
  • Use the FOM to ensure that policies, procedures, and/or practices are being met.
  • Responsible for ensuring documentation requirements are met with various departments i.e. technical, grants, and finance.
  • Supervises Grants Team.
