Human Resources Officer (Staff Development and Learning – MHD)

Context:

  • Within the Department of Programme Support & Migration Management (DPSMM), the Migration Health Division (MHD) has the institutional responsibility to oversee, support and coordinate the Organization’s provision of migration health services globally. The Division provides technical guidance and policy advice, establishes partnerships with relevant governmental, multilateral, civil society and private entities in the domain of migration health, and identifies strategies and programmatic approaches that are informed by agreed policies, evidence, standards and trends in the sector.
  • The Human Resources Officer will work under the direct supervision of the HR – Business Partner (MHD), administrative supervision of the Regional Health Assessment Programme Coordinator in Africa and in close coordination with the Staff Development and Learning Unit (SDL). Core Functions / Responsibilities:

  • Coordinate the conceptualization and development of a Training Framework for MHD staff. Manage, standardize and maintain the Migration Health Division’s learning programmes and ensure that programmes are promoted and offered at a global level.
  • Identify and assess staff development, career support and Performance Management needs of MHD staff globally and coordinate the design and development of programmes to meet identified current and future needs including development and rolling out of career support programmes and learning initiatives to support succession planning as well career aspirations for staff. Coordinate staff development, learning objectives and expected outcomes with the Regional HAP Coordinators, MHD Regional Thematic Specialists (RTSs) and MHD Thematic Specialists across IOM.
  • Provide support and guidance to MHD staff on selection of training and delivery methodology (e.g. simulations, digital learning, mentoring, on-the-job training, professional development classes, face-to-face, online, etc.) for different kinds of trainings to strengthen learning and knowledge transfer, including manuals with infographics, videos and digital workbooks. Create and roll out training plans and training evaluations and feedback.
  • Coordinate the design and implementation of a training feedback tool to collect and analyse feedback from both trainers and trainees following each training delivered and repository of the same as well. Monitor, evaluate and track the effectiveness and impact of training and learning solutions and recommend ways to enhance effectiveness and impact. Advise on the evaluation methodology, analyse evaluation data and recommendations.
  • Review internal and external trainings and healthcare provider resources and tools for relevant content and include them into the resource repository and, if relevant, in the HAP training curriculum. Support the editing and adaptation of newly developed or existing healthcare provider education tools, to ensure language style and messaging provides clear guidance and meets targeted learning objectives.
  • In coordination with SDL, create and maintain an online repository of MHD trainings on the IOM Learning Management System. Identify and coordinate with internal and external providers regarding the design and delivery of online trainings, ensuring (a) integration with the IOM learning management system to facilitate access, reporting and statistics as well as (b) compliance with IOM accessibility guidelines.
  • Facilitate online and in-person trainings for MHD staff globally. Monitor training activities of trained trainers in MHD and keep global MHD training pipeline up to date.
  • Design and facilitate implementation of the IOM staff exchange programme within MHD, in coordination with the Integrated Talent Management Unit.
  • In coordination with the Migration Health Informatics (MHI) Unit and Staff Development and Learning Unit (SDL), establish a global training database and undertake a high-level monitoring of compliance with trainings. Produce statistical data and analytical reports as required and develop strategy for improvement of compliance with the mandatory trainings.
  • Participate in the work of the MHD Oversight Committee of Clinical Credentialling (OCCC).
  • Contribute to the conceptualization of clinical credentialing of MHD staff.
  • Coordinate the engagement of external contractors to develop training courses or materials:
    • draft requests for quotes and contracts according to training requirements and learning objectives being targeted;
    • inform the recruitment and selection processes to ensure the skills of the contractors are fit for purpose;
    • develop memoranda of understanding and consultant briefs to clearly identify the responsibilities of contractors;
    • Monitor and evaluate contractors’ performance according to clear key performance indicators (KPIs) to ensure programme deliverables are met on time; and,e. Communicate and promote existing/upcoming corporate learning solutions and ensure that the key stakeholders leverage them to address relevant learning needs.
  • Liaise with the Department of Human Resources (DHR) and the Ethics and Conduct Office (ECO) on the staff regulations and rules concerning Continuous Professional Development (CPD) of medical staff (e.g. credits for CPD and clinical hours) to facilitate and promote institutional support for CPD.
  • Participate in the work of the Training Advisory Team of the USRAP External Learning Program to identify and select eligible staff to participate in the trainings through transparent and fair selection process to accelerate continuous learning and staff development.

Required Qualifications and Experience:
Education

  •  Master’s degree in a Health-Related field, Business Administration, Training and Development (preferred), or a related field from an accredited academic institution with five years of relevant professional experience; or,
  •  University degree in the above fields with seven years of relevant professional experience.
  •  Chartered Institute of Personnel and Development (CIPD) certification will be an advantage.

Experience

  •  Experience in human resources management, including learning, staff development, career support and performance management;
  •  Experience in designing, developing, managing and evaluating learning programmes and capacity development initiatives using a variety of learning methodologies (online/digital, face-to-face and blended learning);
  •  Experience in clinical education or health training coordination highly desirable;
  •  Experience in development and implementation of programmes related to onboarding, career support, leadership and management, and staff engagement;
  •  Demonstrated strong writing, analytical, facilitation, presentation and project management skills and experience; and,
  •  Demonstrated strong customer-focused skills and experience.

Skills

  •  Familiarity with automated human resources and learning and performance management systems;
  •  In depth knowledge of a broad range of adult learning and staff development methods and techniques; and,
  •  Knowledge of health staff profiles and health staff CPD and credentialling is a distinctive advantage.

Programme Manager/Chief of Party

Context:

  • The search for sustainable solution pathways for the current 3.8 million internally displaced persons (IDP) is a critical issue for Somalia. The Scaling Durable Solutions in Somalia Programme funded by the United States Agency for International Development (USAID) is a three-year innovative programme that will help IOM to make sustainable solutions pathways at scale a reality in Somalia.
  • This programme is part of the Danwadaag Durable Solutions Consortium portfolio of programmes which has additional durable solutions programming supported by USAID, the European Union and the World Bank. Under the overall supervision of the Chief of Mission in Somalia, and under the direct supervision of the Senior Programme Coordinator (Emergency and Post Crisis), the successful candidate will be responsible for the overall coordination of activities of USAID funded Scaling Durable Solutions Program as well as oversight of the wider Danwadaag Consortium portfolio

Core Functions / Responsibilities:

  • Oversee the Scaling Durable Solutions in Somalia programme to ensure the successful implementation of the Programme and provide relevant information for performance management and monitoring of Programme activities.
  • Oversee programmatic, financial, administrative, logistical, and relational responsibilities for all programme activities and ensure that IOM standards and operating modalities are met wherever the programme is implemented.
  • Act as key point of contact for this program with the donors

  • Coordinate the implementation of a robust Monitoring and Evaluation system to ensure the transparent use of donor funds. Report potential corruption issues to the donor according to established procedures.

Programme Manager (Durable Solutions and Urban Displacement)

Context:

  • Since the formation of the Federal Government of Somalia, the Country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain, including conflict and natural disasters. With about 3.8 million displaced in Somalia, and a significant number of returnees from the region and beyond, Somalia has struggled to cope with the high numbers of displaced, particularly in a highly urbanizing context. Increasingly, opportunities arise to support efforts in durable solutions to displacement. IOM has been instrumental in its support of communities to drive, and government to increasingly lead on building progress towards durable solutions to displacement. With strong emphasis on localised capacities and community priorities, as well as humanitarian-peacebuilding-development nexus approaches, increasing partnerships are building momentum towards durable solutions, with a particular focus on resolving displacement in urban centres.
  • Under the overall supervision of the Chief of Mission and direct supervision of the Senior Programme Coordinator (EPC), the Programme Manager (Durable Solution and Urban Displacement) will be responsible for coordinating the strategic development, planning, day-to-day implementation, budget oversight and coordination of durable solutions activities in urban centres.

Core Functions / Responsibilities:

  • Manage the overall implementation of durable solutions programmes that focus on urban centres in a timely manner, including financial, administration and technical oversight in line with IOM policies and practices as well as donor requirements.
  • Actively contribute to IOM’s strategic engagement in resolving displacement in urban centres and implementation modalities, ensuring synergies and linkages with other potential and/or ongoing durable solutions, urban development and resilience programmes, and regular engagement with local authorities and beneficiary communities.

Programme Manager (MECC)

Context:

  • The Somali region is highly vulnerable to the adverse impacts of climate change, which exacerbate existing challenges related to displacement and migration. The changing climate patterns, including prolonged droughts, increased frequency of natural disasters, and environmental degradation, have severe consequences for the livelihoods, food security, and well-being of communities in Somalia. These climate-related factors significantly contribute to population displacement and migration within the country and across borders.
  • Climate change-induced displacement and migration pose complex humanitarian challenges, necessitating comprehensive and integrated responses. IOM recognizes the urgent need to address the linkages between climate change, displacement, and migration, and to develop sustainable solutions that enhance resilience and protect the rights and well-being of affected populations.
  • Within this context, and under the direct supervision of the Senior Early Recovery, Risk-Reduction, Solutions (ERRS) Coordinator, and overall supervision of the Senior Programme Coordinator (EPC), the Programme Manager, Migration, Environment and Climate Change (MECC) will be responsible for designing and implementing interventions that address the complex dynamics of climate change-induced displacement and migration. The position requires a deep understanding of the specific challenges faced by displaced and migrating populations affected by climate change and the ability to develop context-specific strategies to enhance resilience, promote sustainable livelihoods, and protect the rights of affected communities.

  • Oversee the timely and effective implementation of programme activities, ensuring compliance with project plans, budgets, and quality standards. Apply best practices, environmental standards, climate change resilience principles, and sector-specific guidelines within the MECC unit, considering the specific implications for displaced and migrating populations. Foster a culture of learning and knowledge sharing within the programme team to address the complex dynamics of climate change-induced displacement, migration, and DRR.
  • Develop and deploy an integrated approach to climate change, displacement, migration, and DRR in programme strategies and interventions. This approach may include promoting early warning systems, community-based disaster preparedness and response mechanisms, capacity building in disaster risk reduction, and implementing measures to enhance the resilience of affected communities. Emphasize the engagement of affected populations, local authorities, and other stakeholders in the design and implementation of DRR strategies to ensure ownership and sustainability.
  • Support the development and implementation of innovative and context-specific approaches to reduce disaster risks and enhance climate change adaptation among displaced and migrating populations.
  • Establish and maintain effective partnerships with relevant stakeholders, including government authorities, donors, UN agencies, research institutions, and local implementing partners. Given the link between climate change, displacement, and migration, collaborate to enhance coordination, resource mobilization, and knowledge exchange in support of MECC programme objectives. Engage with government ministries and departments responsible for environmental management, climate change adaptation, and disaster risk reduction, as well as UN agencies, donor agencies, NGOs, academic and research institutions, and community-based organizations operating within the context of climate change and migration in Somalia.
  • Ensure that gender equality, social inclusion, and the protection of vulnerable groups are mainstreamed in all aspects of programme design and implementation. Address the specific needs and vulnerabilities of women, children, elderly persons, persons with disabilities, and marginalized communities in disaster risk reduction and climate change resilience-building interventions.
  • Identify funding opportunities and lead the development of high-quality project proposals within the MECC unit. Ensure proposals address the specific challenges faced by displaced and migrating populations affected by climate change and are aligned with donor priorities. Actively engage in resource mobilization efforts to secure funding for MECC programme activities. Consider the priorities and strategies of bilateral and multilateral donor agencies supporting climate change, migration, and environmental initiatives, recognizing the urgent need for interventions that address the complex dynamics of climate change-induced displacement and migration.
  • Develop and implement robust monitoring and evaluation frameworks for MECC programme activities. Ensure systematic data collection, analysis, and reporting to track progress, measure impact, and inform evidence-based decision-making. Apply environmental indicators and climate change adaptation and mitigation measures in monitoring and evaluation processes, recognizing the specific implications for displaced and migrating populations.
