Protection Officer – SGBV RESPONSE

Duties & Responsibilities:
Case Management

  • Coordinate case management for all survivors of SGBV ensuring all the case management protocols and systems are in place and followed i.e triaging, case prioritization, case allocation to case workers, PSS, tracking and follow up is completed to closure including at the safe spaces.
  • Provide assessment to vulnerable POCs and survivors of S/GBV ensuring individual and group level support is done with regular case reviews and file audits together with the response team and protection Team leader as the situation demands for support and quality assurance.
  • Work with the psychosocial counselors to ensure survivors of SGBV are provided with comprehensive psychosocial services focused on the survivor centered case management approaches and the information well documented.
  • Coordinate and ensure proper tools are in use, accurately used in documentation of client data i.e consent, intake forms, case plans, follow up forms, closure and ensure they are under lock and key (both electronic and physical files) for confidentiality and that ethical practices are observed.
  • Ensure that the GBVIMS is accurately updated on a regular basis in collaboration with the MEAL assistant and the monthly data generated and submitted for all case management activities.
  • Participate in the interpretation of the analyzed data on trends and work with GBV Team Leader and other protection staff to identify and disseminate trends/information to all relevant stakeholders.
  • Participate in the development /review of case management tools and systems, ensuring that all staffs using them are trained on their correct use.
  • Effectively coordinate the case referrals and case follow ups for all beneficiaries referred for Livelihoods and other interventions by other agencies through an integrated approach and the information is well documented and updated.

Coordination and Networking

  • Promote collaboration and synergy between the protection department i.e SGBV Prevention and response team, VolRep ensuring POCs from the refugee and host community receive focused interventions in an integrated approach.
  • Maintain and strengthen existing networks and working relationship with other service providers at the camp level, to ensure POCs with protection concerns receive quality case management and protection support including safe home volunteers and agency partners i.e medical, security, legal and PSS service providers.
  • Actively participate in scheduled meetings such as the Case Conferences and SGBV inter-agency meetings with focus on quality case management holding partners accountable on the referral pathway including their participation in the participation in the annual update of the referral pathway.
  • Identify new networks to work with to ensure wholesome support to the clients under case management including community-based PSS for rehabilitation, safety and response to SGBV and overall protection program. 
  • Work in close collaboration with the GBV officers and assistants to ensure ongoing needs of at-risk groups, survivors of SGBV, women and girls are being met in the prevention/response related activities.
  • In collaboration with the protection team leader and other partners, design psychosocial and protection interventions within the refugee/host community focusing on the psychosocial needs of adults, youth and children with AGD inclusion.
  • Work in close collaboration with Livelihoods sector to ensure the implementation of the Protection-Livelihoods integrated approach
  • Work together with the protection assistants to build an effective referral networks between partners implementing GBV and facilitate adequate implementation of referral pathways.
  • Participate in conducting trainings for incentive staff and other community structures like SH volunteers on PFA, Basic counseling, CHS, EBIs, BCC and other relevant topics on case management.
  • Work with the protection team leader to lead protection team in project kick-off, review and project closure meetings including periodic program review and planning meetings, external meetings as often and as requested by the supervisor.
  • Coordinate and ensure all the minutes for the coordination and meetings are available and filed.

Community Engagement and Outreach

  • Conduct sensitization, dialogue and mediation sessions with the wider population about issues of trauma and SGBV.
  • Facilitate formation of support groups for survivors of SGBV and other vulnerable groups.
  • Identify and strengthen Community structures through engaging community leaders, camp management and other stakeholders to ensure that the survivors receive adequate support at the community level.
  • Support GBV officer and GBV assistants, in disseminating relevant information during the Community SGBV prevention/response forums meetings. 

Monitoring and Evaluaton 

  • Submit timely and high-quality activity, donor and internal progress reports that includes documentation of program milestones through case studies, best practice and human-interest stories, influencing impact at scale and contributing to donor fund raising on a regular basis.
  • Ensure appropriate use of case management data collection tools and submit reports in a timely and accurate manner    
  • Work closely with the protection officers, assistants and incentive staff to ensure quality documentation and reporting on case management
  • Ensure HAP Principles and CHS is mainstreamed in the day to day project implementation of case management and protection work
  • Staff Supervision-Liaise with the other Protection staff to identify training needs/gaps and with the support of the protection team leader, offer mentorship, technical supervision, capacity building to the Protection Assistants & Community Workers.
  • Assist with any other related activities e.g budget management, DIPs, staff supervision and appraisals, reporting and representing DRC in technical meetings as deemed necessary by the supervisor.
  • Organize for external capacity building forums on GBV Case Management and Therapeutic Counselling techniques.

Experience and technical competencies: 

  • Minimum of 5 years work experience in providing and or coordinating case management /protection work in a refugee context
  • MUST be a female.
  • Knowledge and skills on computer, GBVIMS and utilization of case management tools
  • Excellent written and verbal communication skills, including empathic listening, team player; ability to consult and work collaboratively with others.
  • Ability to communicate in a highly professional manner with clients, community members and partners upholding high ethical and professional standards including confidentiality.
  • Highly motivated, creative, and compassionate person who is dedicated to ensuring that models of best practice are utilized.    
  • Problem solving and conflict resolution skills and ability to work in a challenging environment, reporting and meeting the set deadlines.
  • Ability to promote the values of equality, non-discrimination, and human rights for all.

Education

  • Degree in medical field, Counseling Psychology, legal, Social Work or other Social Science related field
