Requirements for appointment 

  • Be a Kenyan citizen; 
  • Have a Bachelor’s degree from a University recognized in Kenya. Possession of a Master’s degree in a relevant field will be an added advantage; 
  • Have vast knowledge and experience of not less than 10 years in the relevant field, 5 of which should be in a senior/managerial position in a large organization; Demonstrate thorough understanding of county development objectives and Vision 2030; 
  • Be a strategic thinker and results-oriented; 
  • Have excellent communication, organizational and interpersonal skills;
  • Have capacity to work under pressure to meet strict timelines; 
  • Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity; 
  • Demonstrate understanding and commitment to the National Values and Principles of Governance and Values and Principles of Public Service as outlined in Articles 10 and 232 of the Constitution of Kenya; 
  • Be computer literate;
  • Trans-Nzoia County residents will be required to indicate their Sub-County and Ward of residence.

Duties and Responsibilities 

  • The Chief Officer will be the authorized officer and accounting officer in the department and shall be responsible to the County Executive Committee Member for Finance and Economic Planning. 

Specific duties will include: 

  • Administration of the department; 
  • Formulation and implementation of programs to attain Vision 2030 and sector goals; 
  • Development and implementation of strategic plans and sector development plans;
  • Implementation of policies and regulations; 
  • Providing strategic policy direction for effective service delivery; 
  • Ensuring compliance with the National Values and Principles of Good Governance and Values and Principles of Public Service as outlined in Articles 10 and 232 of the Constitution of Kenya, 2010; and 
  • Performing any other duties as may be assigned from time to time.

County Director of Health Services and Sanitation

JOB GROUP “R” (1 POST) – (CPSB-03). Advert No. 5/2023

Duties and Responsibilities

  • Chair the County Health Management Team (CHMT) 
  • Provide leadership in formulating and implementing health policies in the department 
  • Supervise medical superintendents, unit heads and Sub-County Medical Officers of Health (SCMOHs) 
  • Manage administrative responsibilities (preparation and approval of work plans, departmental budgets, etc.) 
  • Chair disciplinary committee in the health department 
  • Implement performance management system in the department 
  • Implement monitoring and evaluation of health services 
  • Ensure that health services and operations comply with the law or regulatory bodies 
  • Ensure compliance with financial regulations in the Department of Health 
  • Coordinate County and National health programmes 
  • Oversee health outreach activities
  • Ensures implementation of affirmative, gender and disability mainstreaming in the Department of Health services and Sanitation 
  • Provide leadership and implement corporate governance in the Department of Health services and sanitation 
  • Enhance sustainability of health operations through partnership and collaboration with development partners and health/learning institutions 
  • Establish and maintain a good working environment for health providers and the community 
  • Ensure inventory management in the Department of Health services and sanitation 
  • Receive and make reports about the Health and sanitation services within the county 

Requirements for Appointment
For appointment to this grade a candidate must have:

  • Bachelor of Medicine, Dental Surgery, Pharmacy or any health related degree;
  • Master’s degree in Medicine, Dental Surgery, Health Systems Management, or a Master’s degree in Public Health;
  • A certificate in Strategic Leadership Development Programme lasting not less than four (4) weeks or its equivalent from a recognized Institution;
  • Ten years in relevant field with at least Five (5) years in managerial position(s);
  • Certificate of Registration by the Medical Practitioners and Dentists Board or a relevant professional body;
  • Valid practicing license;
  • Certificate in computer application skills from a recognized institution; and
  • Demonstrate professional competence and managerial capability as reflected in work performance and results

Electrical and Electronics (7) Posts

Duties and Responsibilities
This is the entry and training grade for the youth polytechnic instructor’s cadre. An officer at this level will work under the guidance of a senior youth polytechnic instructor. Work will entail:-

  • Theoretical and practical instruction in the area of specialization;
  • Preparing and maintaining schemes of work, lesson notes;
  • Trainee records, teaching and learning materials;
  • Carrying out trainee’s assessment;
  • Ensuring proper care and maintenance of tools and equipment;
  • Conducting co-curricular activities, maintaining trainees ‘discipline; and 
  • Guiding and counselling trainees.

Requirements for Appointment
For appointment to this grade, an officer must have:

  • Diploma or Craft Module II in Electrical & Electronics and Building Technology (Masonry) or any equivalent qualification from a recognized institution;
  • Diploma in Technical Education or Instructor training Certificate from KTTC
  • Experience lasting not less than two (2) years;
  • Certificate in computer applications from a recognized institution;

Building Technology (Masonry) Eleven (11) Posts

Duties and Responsibilities
